[Termes IGN] système d'information géographiqueRésumé : (Auteur)Florida is threatened by sea level rise (SLR) because of its low elevation and populous coastlines. With only a 0.3 m future water level rise, most of Florida's natural beaches will disappear; with a 1.2 m rise, 2.4 million people will be displaced and 730,000 hectares of land lost. The only way to combat this threat is through coastal policy making. Currently, counties in Florida have no way to choose “good” policies due to the lack of needed information. Using high-resolution digital elevation models (DEM) derived from airborne light detection and ranging (LiDAR) measurements, parcel data, and beach transects from the Army Corps of Engineers, the effects of Sea Level Rise (SLR) on two study areas in Key West (Monroe County) and Pinellas County were analyzed in this study, under three policy scenarios: armoring prohibition, armoring, and relocation (rolling easements). To better address the SLR uncertainty, a range of SLR estimates from 0.15 m to 1.35 m, in 0.15 m increments, was used to simulate the three policy options. Each policy scenario was considered in view of selected primary criteria for each policy, obtained from literature and simulating them using ArcGIS. The results show that Key West would be rapidly inundated by rising waters, leaving little room for “relocation” but the mainland of Pinellas would be inundated much more slowly, allowing for progressive policy options to be implemented. Given the variety and number of geospatial services advertised online, finding appropriate geospatial services has become a tremendous challenge for potential users. Geospatial service classification provides a basis for developing matching criteria to improve the efficiency of service discovery. At present, most classification-based matching methods require users to provide classification descriptions using a specified taxonomy. These requirements seriously limit the application of classification-based matching. To solve these kinds of problems, this article presents a hybrid geospatial service classification-matching method. Based on the differences in classification descriptions, three strategies are proposed: (1) the existing classification matching method is used for requests with classifications described using homogeneous taxonomies; (2) a formal-concept-analysis-based service classification matching method is proposed for service requests with classifications described using heterogeneous taxonomies; and (3) an interface-similarity-based service classification decision method is proposed for requests without classification descriptions. The feasibility of the hybrid geospatial service classification matching method is verified by two sets of experiments. The results reveal that this method can effectively broaden the application of classification-based matching in geospatial service discovery. [Termes IGN] système d'information géographiqueRésumé : (Auteur) This article studies the processes of land-use change in Portugal between 1990 and 2006 and analyses the effects of different driving forces in shaping land-use patterns during that period. While urbanization and the abandonment of agricultural land were the most prevalent processes between 1990 and 2000, concurrent processes of land abandonment and agriculture intensification seem to have predominated in recent years. Nevertheless, annual rates of change for all land-use change processes appear to be increasing overall, following a sharp increase in economic growth. The effect of driving forces in shaping land-use change tends to remain stable over time, but the deployment of new infrastructure and the gradual enforcement of spatial planning policies appear to be important factors in dynamically changing spatial patterns of land-use change. [Termes IGN] Web Map ServiceRésumé : (Auteur) The recent growth in citizen map-making ability has been brought about in part by the availability of base layers of geospatial information on which maps can be built, as well as software tools that allow geographic information to be represented. However, the legal relationship between the creator of the map and the owner of the base layer has received relatively little attention. In this paper, we consider legal issues regarding volunteered geographic information (VGI) submitted to third-party geographic information systems (GIS). This combination raises issues of copyright, database rights, trademark, and End User License Agreements (EULAS). The paper will consider the IP rights on which the EULAs are founded and the corresponding rights of those who build their own maps onto the base layers; analyze some of the key EULAs in this area, and identify important issues for those who create maps using these base layers.
