The main goals for this primary study are trinominal : firstly the hierarchical representation of urban space, secondly the integration of the resulting class hierarchy into a GIS, and thirdly the definition of an object or class specific set of methods depending on the level-of-abstraction or level-of-detail. Further on, aspects of interactivity and related possibilities which are of great importance for the essential user acceptance are discussed. [Termes IGN] système d'information géographiqueRésumé : (Auteur) Despite the worldwide Geo-IT boom since the early 1990s, the function of the geographical information technology (Geo-IT) as an instrument to support policy in the field of physical planning in general and in the preparation of large scale spatial interventions in particular is limited. Up till now the use which have been made of these instruments have been largely restricted to so-called lower-order' planning activities : primarily the management and cartographic visualisation of spatial data. The so-called higher-order' planning activities in the framework of strategic spatial policy (e.g., physical design and research) predominantly lacks the broad scale application of this technology. However, the need of the highly complex physical planning activities for support is substantial. In this article, we look closer to the contribution of the Geo-IT to the mentioned higher-order' planning activities, to the obstacles which block the way to a fuller performance of the function of the Geo-IT in this framework, to recent Geo-IT developments which are surmounting some of these obstacles, and to some methodological proposals that could contribute to the policy-support function of the Geo-IT in the framework of strategic spatial policy (higher-order' planning activities). [Termes IGN] villeRésumé : (Auteur) Local Government is developing GIS for city management in Szombathely (Hungary). Agreement have been made with the utilities to prepare the common digital map. Local government financed establishment of general network register at the utilities to promote the unified GIS environment of suppliers and municipality. A combined solution is introduced to support the activity of Local government and network register on high level. The multi purpose usage requires multi user access to the system. However the number of concurrent users is limited by the license causing the bottleneck effects of the effective use of the system. Further issue is arisen during the day after day operations as several users work on the same database and the data access time increases, the daily routine becomes slow. Studying usage of the applications appears that the most users carry on query to get the desired information and only a few users maintain the database. To improve the data accessability of the system, the query should be separated from the real time database. The central database and GIS system ought to be used for maintaining database and complex analyses while the daily data service and query should be carried on using off-line client data viewer. [Termes IGN] système d'information géographiqueRésumé : (Auteur) The emerging real estate and land markets in Russia lead to increased competition for high-valued urban lands between potential land owners, as well as authorities of various ranks (local, city, oblast, federation, etc.). Balancing these varying interests, and establishment of a rational spatial organization, require a new comprehensive system of urban planning and management, based on certified legal descriptions of urban land use and zoning. The key element of such a unified hierarchical system is State Urban Planning Cadastre which is being developed in Russia and implemented at several prototype sites. According to the proposed system, all land and real estate owners shall receive so called "cadastral passports". In contrast with traditional land records, these documents will include the owner's rights and responsibilities as regards zoning and environmental regulations, the use of infrastructure and services, water supply, roads, sewage, electric lines, etc. By giving legal status to the "cadastral passports", the system is expected to counter corruption on the land market, at the same time promoting the spatial organization of the territory as envisioned in master plans and regional planning projects.
