[Termes IGN] surveillance forestièreRésumé : (auteur) Le paiement des services environnementaux (PSE) décrit la situation dans laquelle l'utilisateur d'un service environnemental, tel que la purification de l'eau, rétribue les propriétaires terriens qui fournissent ce service. Pour qu'un mécanisme de PSE soit mis en oeuvre, l'utilisateur et le fournisseur doivent être clairement identifié , de même que plusieurs autres conditions nécessaires, exposées dans le présent rapport à l'aide d'une synthèse des sources actuellement disponibles. Une attention particulière est accordée à la manière dont ces conditions sont actuellement réunies dans la région de la CEE. L'éventail des services environnementaux forestiers est examiné, au travers de quatorze études de cas détaillées, consacrées aux meilleures pratiques de mise en oeuvre des PSE. Leurs implications, dans les domaines des politiques et des relations publiques, sont analysées de manière approfondie, et diverses recommandations sont formulées, notamment la nécessité de préciser les contextes dans lesquels le PSE peut contribuer à la transition vers une économie verte, et ceux pour lesquels d'autres méthodes peuvent s'avérer plus adaptées. [Vedettes matières IGN] Végétation et changement climatiqueRésumé : (auteur) Forest cutting is a major anthropogenic disturbance that affects forest carbon (C) storage and fluxes. Yet its characteristics and impacts on C cycling are poorly understood over large areas. Using recent annualized forest inventory data, we estimated cutting-related loss of live biomass in the eastern United States was 168 Tg C yr−1 from 2002 to 2010 (with C loss per unit forest area of 1.07 Mg ha−1 yr−1), which is equivalent to 70% of the total U.S. forest C sink or 11% of the national annual CO2 emissions from fossil-fuel combustion over the same period. We further revealed that specific cutting-related C loss varied with cutting intensities, forest types, stand ages, and geographic locations. Our results provide new insights to the characteristics of forest harvesting activities in the eastern United States and highlight the significance of partial cutting to regional and national carbon budgets. [Termes IGN] zone humideRésumé : (Auteur) Inventorying and monitoring are imperative to management of vulnerable coastal wetlands. Multi-date and multi-sensor remote sensing offer new capabilities to wetland programmes such as the US National Wetland Inventory. This pilot study focuses on swamp forests and pocosins, marshes, shrub–scrub and invasive Phragmites australis. Combinations of spaceborne multi-date Synthetic Aperture Radar (SAR) imagery and airborne light detection and ranging (LiDAR) elevation (bare earth elevation and vegetation height) were evaluated. Multi-date SAR data (horizontal-horizontal and horizontal-vertical dual polarizations) highlighted physiognomic dynamics, with LiDAR vegetation canopy discerning selected classes. The highest overall accuracy used SAR, LiDAR canopy and digital elevation model (DEM) data (81% = 0.744), but not significantly different from the SAR-only classification (81% = 0.742). Both classifications exceeded the data combination using SAR data and DEM (66% = 0.521) and SAR data with vegetation canopy (80% = 0.725). This approach requires investigation using advanced classification algorithms to prove its potential for monitoring wetland change, sea-level rise, and invasive species. [Termes IGN] urbanisationRésumé : (Auteur) The objective of this study is to assess the effectiveness of landscape metrics in quantifying the urbanization-induced land use and land cover (LULC) changes from a landscape ecology perspective using the City of Indianapolis, Indiana, USA as a case study. Two Advanced Spaceborne Thermal Emission and Reflection Radiometer (ASTER) images, acquired on 3 October 2000 and 13 October 2006, respectively, and two Landsat 5 Thematic Mapper images, acquired on 22 October 1989 and 20 October 2000, respectively, were used for the study. Seven LULC types were identified: urban, agriculture, grasslands, forest, water, barren lands and wetlands. A series of landscape metrics were then computed for each LULC type and these metrics were used to compare the two ASTER-derived LULC maps with the two Landsat-derived maps. Results show that urbanization contributed significantly to LULC changes in the study area. Agricultural lands decreased and forests became more disaggregated. Grassland increased slightly in size and aggregation level and improved in connectedness.
