[Vedettes matières IGN] ForesterieRésumé : (auteur) Key message: As climate change and forest management become the focus of various development agendas and the price of carbon rises in the market, the need for improving carbon sequestration and avoiding wildfires emissions increases. Prescribed burning interventions might play an important role in this context, as in some situations, it has been suggested that it can reduce overall fire emissions. In this study, the potential economic benefits associated with the practice are analyzed for five Mediterranean countries. Despite the uncertainty in the estimates, the results suggest that under some circumstances these interventions can be cost-effective from a carbon management perspective.
Context: Wildland fires are becoming a major concern for many European countries and are expected to become more prevalent due to climate change, affecting societies, ecosystems, and various ecosystem services provided by forests that are not valued by traditional markets, such as carbon sequestration.
Aims: The objective of this study is to evaluate the possibility of using carbon taxation to fund fire management measures in Mediterranean countries.
Methods: The analysis is done by converting prescribed burning savings in carbon emissions into their economic value. This is performed for France, Greece, Italy, Spain, and Portugal, which is studied in more detail, since the country has a National Prescribed Burning Program (NPBP) and a specific tax on carbon in place.
Results: The results indicate that most countries could potentially have benefits in the order of millions of euros from employing prescribed burning measures. In Portugal, NPBP has the potential to be a relevant policy instrument to reduce wildfire emissions, as well as economically since the carbon emissions savings can outweigh the prescribed burning costs in some circumstances. Also, the revenue from the country’s Addition Tax on Carbon Emissions would be able to accommodate the foreseen prescribed burning costs.
Conclusion: There are still many uncertainties regarding the benefits of prescribed burning in terms of overall emission reductions, and more studies should be conducted on this topic. However, as the price of carbon rises in the markets and climate change becomes a more pressing concern, even small emissions reductions might be economically interesting. [Vedettes matières IGN] Inventaire forestierRésumé : (auteur) There is a well-documented opportunity and need to incorporate biodiversity conservation priorities into REDD+ (Reducing Emissions from Deforestation and Forest Degradation) initiatives. This requires thorough monitoring of changes to biodiversity at appropriate temporal and spatial scales. A national forest inventory is one of the essential tools used to monitor carbon stock changes but can also be expanded to include biodiversity indicators. Here we analyse the progress and potential of 70 countries in monitoring primarily non-tree biodiversity using national forest inventories. Progress on national forest inventories among countries participating in REDD+ is variable: 11 countries have not started; 26 have started but do not include non-tree biodiversity indicators; the remaining 33 countries do include non-tree biodiversity indicators but use various methodological approaches, levels of detail and taxonomic groups. Very few of these provide comprehensive and accessible manuals or results, highlighting a need for greater transparency. The capacity of countries to fund ongoing national forest inventories is a constraining factor. Remote sensing technologies can help reduce costs for countries with limited monitoring capacity but the need to understand biodiversity variation at finer scales often limits the utility of such methods. To predict transmitted radiation, the turbid medium approach performs much better than the porous envelop, especially when accounting for the intra-specific variations in leaf area density but crown shape has limited effects. When fitting with tree growth data, the porous envelop approach combined with the more complex crown shape provides better results. When using a joint optimization with both variables, the better options are the turbid medium and the more detailed approach for describing crown shape and leaf area density.
Context: Solar radiation transfer is a key process of tree growth dynamics in forest.
Aims: Determining the best options to parametrize a forest radiative transfer model in heterogeneous oak and beech stands from Belgium.
Methods: Calibration and evaluation of a forest radiative transfer module coupled to a spatially explicit tree growth model were repeated for different configuration options (i.e., turbid medium vs porous envelope to calculate light interception by trees, crown shapes of contrasting complexity to account for their asymmetry) and response variables used for fitting (transmitted radiation and/or tree growth data).
Results: The turbid medium outperformed the porous envelope approach. The more complex crown shapes enabling to account for crown asymmetry improved performances when including growth data in the calibration.

Drought may reduce their carbon uptake, increasing their vulnerability to stress and affecting their growth recovery and resilience. We investigated the recent growth rates and responses to the climate and drought in eight Atlas cedar (Cedrus atlantica) plantations located along a wide climate gradient from wetter sites in south-eastern France and north Spain to dry sites in south-eastern Spain. The cedar growth increased in response to the elevated precipitation from the prior winter to the current summer, but the influence of winter precipitation on growth gained importance in the driest sites. The growth responsiveness to climate and drought peaked in those dry sites, but the growth resilience did not show a similar gradient. The Atlas cedar growth was driven by the total precipitation during the hydrological year and this association strengthened from the 1980s onwards, a pattern related to the winter North Atlantic Oscillation (NAO). High winter NAO indices and drier conditions were associated with lower growth. At the individual level, growth resilience was related to tree age, while growth recovery and year-to-year growth variability covaried. Plantations’ resilience to drought depends on both climate and tree-level features. In this study, we address the modeling of COVID-19 spread across space and time, which facilitates understanding of the pandemic. We propose a hybrid data-driven learning approach to capture the mobility-related spreading mechanism of infectious diseases, utilizing multi-sourced mobility and attributed data. This study develops a visual analytic approach that identifies and depicts the strength of the transmission pathways of COVID-19 between areal units by integrating data-driven deep learning and compartmental epidemic models, thereby engaging stakeholders (e.g., public health officials, managers from transportation agencies) to make informed intervention decisions and enable public messaging. A case study in the state of Colorado, USA was performed to demonstrate the applicability of the proposed transmission modeling approach in understanding the spatio-temporal spread of COVID-19 at the neighborhood level. Transmission path maps are presented and analyzed, demonstrating their utility in evaluating the effects of mitigation measures. In addition, integrated embeddings also support daily prediction of infected cases and role analysis of each area unit during the transmission of the virus.
