[Termes IGN] utilisation du solRésumé : (auteur) Cadastral maps, which are designed as comprehensive systems for recording and surveying land relations, are critical for making society legible and governable. However, critical cartography scholarship suggests that exercising power through maps is not straightforward: It is dependent on how maps are created and used during the mapping process. This paper examines cadastral mapping in Jigjiga, a multi-ethnic city in the Ethiopian Somali frontier where state authority over land and people have long been contested among ethnic Somali residents. This paper follows the ruling government’s renewed attempt to establish land control through spatial planning based on document analysis and ethnographic fieldwork. It investigates how urban planners enclose the city’s property landscape cartographically on land use maps and how land surveyors used these maps to georeference property. It demonstrates the critical role of land governance experts in navigating the simplified map and a complex property landscape on the ground. Cadastral mapping is instrumental for state territorialization and land commodification, integrating ethnic Somali property into the sedentary logic of the state. Rather than providing an account of how property is rendered legible, this paper highlights the incomplete and open-ended character of cadastral mapping in the constitution of private property regimes. One of the biggest problem is the land share calculation. The aim of this study was to establish a mechanism by which the properties of the factors affecting the value can be determined mathematically and to arrive at a value-based land share. For this purpose, the study utilized a 3D virtual Building Information Modelling (BIM) model. The value factors and weights were determined via a questionnaire, 3D BIM model of the structure was created, metric values of the factors were calculated and the nominal values of the condominium units were calculated. This study demonstrate that a building nonexistent in the real world can be represented in a virtual environment and comparable information source can be presented to the expert who will carry out the valuation process. [Termes IGN] SlovénieRésumé : (auteur) One of the main concerns of land administration in developed countries is to keep the cadastral system up to date. The goal of this research was to develop an approach to detect visible land boundaries and revise existing cadastral data using deep learning. The convolutional neural network (CNN), based on a modified architecture, was trained using the Berkeley segmentation data set 500 (BSDS500) available online. This dataset is known for edge and boundary detection. The model was tested in two rural areas in Slovenia. The results were evaluated using recall, precision, and the F1 score—as a more appropriate method for unbalanced classes. In terms of detection quality, balanced recall and precision resulted in F1 scores of 0.60 and 0.54 for Ponova vas and Odranci, respectively. With lower recall (completeness), the model was able to predict the boundaries with a precision (correctness) of 0.71 and 0.61. When the cadastral data were revised, the low values were interpreted to mean that the lower the recall, the greater the need to update the existing cadastral data. In the case of Ponova vas, the recall value was less than 0.1, which means that the boundaries did not overlap. In Odranci, 21% of the predicted and cadastral boundaries overlapped. Since the direction of the lines was not a problem, the low recall value (0.21) was mainly due to overly fragmented plots. Overall, the automatic methods are faster (once the model is trained) but less accurate than the manual methods. For a rapid revision of existing cadastral boundaries, an automatic approach is certainly desirable for many national mapping and cadastral agencies, especially in developed countries. [Termes IGN] système d'information foncièreRésumé : (auteur) In many western countries, publicly led mapping activities and recording information of land parcels and buildings and the related rights, restrictions, and responsibilities have established their roles as important pillars of a functioning society. National mapping, cadastral, and land registry authorities as public agencies responsible for conducting these tasks are in a key position in shaping the development of the whole land administration sector. Most of these authorities have formulated their purposes, directions, and goals in the form of strategies. There is, however, a lack of understanding of the type of goals these authorities pursue through their strategies and why. Using an online questionnaire as a method, this study explores the strategy goals as well as the strategy drivers of national mapping, cadastral, and land registry authorities. We find that the strategy goals converge to a great extent and relate particularly to digitalization, data properties, customers and needs of society, and organizational development. Further, we observe that the strategy work of these authorities is most often driven by changes in the customer needs and by changes in the government’s policies. The contribution of the study lies in providing an overview of how national mapping, cadastral, and land registry authorities frame their near-future development and in highlighting that albeit the goals, for the most part, align with the qualities of a good, neutral land administration system, the authorities show low tendency to pursue transformative or paradigmatic changes through their strategies. [Vedettes matières IGN] GéovisualisationRésumé : (auteur) Visualizations of 3D cadastral information incorporating both intrinsically spatial and non-spatial information are examined here. The design of a visualization prototype is linked to real-case 3D property information. In an interview with domain experts, the functional and visual features of the prototype are assessed. The choice of rendering attributes was identified as an important aspect for further analysis. A computational approach to systematic assessment of the consequences of different graphical design choices is proposed. This approach incorporates a colour similarity metric, visual saliency maps, and k-nearest-neighbour (kNN) classification to estimate risks of confusing or overlooking relevant elements in a visualization. The results indicate that transparency is not an independent visual variable, as it affects the apparent colour of 3D objects and makes them inherently more difficult to distinguish. Transparency also influences visual saliency of objects in a scene. The proposed analytic approach was useful for visualization design and revealed that the conscious use of graphical attributes, like combinations of colour, transparency, and line styles, can improve saliency of objects in a 3D scene.
