[Termes IGN] ThaïlandeRésumé : (auteur) The Department of Lands (DOL), Thailand, has adopted the Network-based Real-Time Kinematic (NRTK) Global Navigation Satellite System (GNSS) surveying technique using a Virtual Reference Station (VRS) to support cadastral surveys since 2011. Determining accurate coordinates of parcel boundary markers at building corners or near fences and walls is difficult because a GNSS range pole cannot be leveled with a circular bubble. This study aims to evaluate the performance of the receivers equipped with tilt sensors for horizontal and vertical positioning. Two types of tilt sensors used for evaluation were a magnetometer and micro-electro-mechanical system (MEMS) and an inertial measurement unit (IMU). Conducting the NRTK GNSS surveying tests was based on the pole tilt angles of 0°, 15°, 25°, 35°, and 45° from a plumb line in controlled and obstructed environments. The IMU-based tilt sensor had more advantage of accurately positioning over the MEMS sensor. The results showed that using the IMU, better than 4 cm horizontal positioning accuracy was achievable when the pole was tilted by 15° or less under non-multipath and open-sky conditions. The vertical accuracy was of a few centimeter levels and least sensitive to tilt angles using either type of sensor. However, none of the sensors precisely compensated for pole tilt in strong-multipath and complex environments, causing increased horizontal errors in decimeter levels. One of the biggest problem is the land share calculation. The aim of this study was to establish a mechanism by which the properties of the factors affecting the value can be determined mathematically and to arrive at a value-based land share. For this purpose, the study utilized a 3D virtual Building Information Modelling (BIM) model. The value factors and weights were determined via a questionnaire, 3D BIM model of the structure was created, metric values of the factors were calculated and the nominal values of the condominium units were calculated. This study demonstrate that a building nonexistent in the real world can be represented in a virtual environment and comparable information source can be presented to the expert who will carry out the valuation process. Cadastral parcel mapping, however, has special update requirements that set it apart from other geospatial data. Mapped boundaries change continuously to fit with new survey plans. Additionally, new parcels have to be fitted and aligned with adjoining parcels to merge them into existing cadastral mapping. This is preferably performed by a spatial adjustment approach to systematically improve its accuracy over time. This paper adapts methods for analysis and adjustment of survey networks to improve the accuracy of cadastral mapping with better coordinate positioning and survey plan dimensions. Case studies for both hypothetical and real cadastral mapping are used to illustrate the issues and spatially resolve errors. Adjustment results achieve an accuracy consistent with other GIS layers and boundary features visible in high-resolution orthoimagery. Graphical charts based on stress–strain relationships provide a simplified means to interpret post-adjustment results to identify and fix potential errors. [Termes IGN] SlovénieRésumé : (auteur) This paper discusses methodological problems of accurate area determination in the cadaster. The paper contrasts the ambiguous legal definition of the parcel boundary and parcel area in relation to the theoretically well-defined geodetic parcel boundary and the geodetic parcel area on the reference ellipsoid. To align with the real world, parcel area must account for terrain elevation. Various approximate methods for area determination which can be used in the cadaster are tested. A highly accurate method for parcel area computation is proposed, based on an equal-area projection. Considering the geodetic parcel area as a reference, the achievable accuracy of different methods is evaluated. For this analysis, the coordinates of the parcel boundary points are treated as error-free. Finally, the relevance of various systematic errors is discussed in relation to the statistical uncertainty of the parcel area, which could be gained by an a real-time kinematic GNSS survey. A case study is presented for the territory of Slovenia, its georeferencing rules, land demarcation pattern, and characteristics of its topography. Based on the results of this study, some general recommendations for the parcel area determination are given. [Termes IGN] web mappingRésumé : (auteur) The scope of the paper is to test if the online dynamic maps such as the OpenStreetMap (OSM) can be used for official mapping projects such as Cadastre, to investigate the advantages and the concerns of online and open to the public procedures and to identify those differentiations between experts and amateurs that play a critical role in such official projects. The specific research is focused on the use of OSM in urban areas as an alternative method to the official cadastral surveys. This paper presents the possibilities and the perspectives of OSM for spatial and attribute cadastral data collection and storage for the compilation of draft cadastral maps as an alternative methodology within the terms of the volunteered geographic information (VGI). The authors carried out a practical experiment in an extended part of the historic city centre of Athens and updated the online dynamic map of OSM with attribute and spatial cadastral data. Surveying students explored the capacities of the dynamic map in two steps: (a) in a section where the polygons of the buildings already existed on the map, they had to improve it with attribute data, and (b) in another section where no relevant polygons existed, a spatial and attribute data enhancement was required. The research was based on the various approaches that each student adopted and the freedom that the OSM offers to the users. The results show that users can easily distinguish the differences in capacities between the OSM and the commercial software; the inexpensive, easy to use and quick methodology of the OSM in contrast to the accurate, authoritative and assured methodology of the commercial software.
