[Termes IGN] régionRésumé : (Auteur) Les 14 et 15 décembre derniers, se sont tenues à Marseille les deuxièmes rencontres des dynamiques régionales en information géographique, organisées par l'Afigeo avec l'aide du CRIGE PACA et de l'association SIG LR. Dix-huit mois après la première édition de Poitiers, manifestement, ça bouge en région ! Les 110 participants l'ont bien montré : de nouvelles initiatives voient le jour tandis que les projets d'animation et de mutualisation se multiplient. Mais ces dynamiques, autrefois seules pour animer le secteur de l'information géographique, doivent désormais compter avec les stratégies nationales des grands ministères et avec des rassemblements plus thématiques. D'où l'importance de bien se connaître pour que chacun puisse trouver sa place. Some crucial steps of an on-demand map design process are not supported by today's architectures and may greatly benefit from knowledge that has been formalised by cartographers, like the definition of styles to draw geographical data on the map. [Termes IGN] système d'information géographiqueRésumé : (Auteur) Census is the count or inventory of specific phenomenon, such as population, wild life, industry, livestock etc. Another aspect is that census is carried out periodically to show the changing trends of the phenomenon and state. Space based imaging systems, from their vantage position, has unambiguously demonstrated their capability in providing vital information on natural resources. With the availability of high-resolution multi-spectral and panchromatic earth observation images and geographic information system, can we now consider a natural resources census? The census of natural resources - land, water, soils, forests and other elements conducted in a systematic manner and with a repeat cycle to depict changes and modifications can provide a "snap-shot" of a country's status of natural resource at a particular moment of time and help in identifying areas of rapid and significant changes, which can be monitored in detail. Such inventory with periodic monitoring would help in managing the natural resources and will provide inputs to meet the demands of large population in terms of more food production, more energy generation, water management, better civic amenities, more infrastructure built-up and increasing per-capital expenditure for maintaining a quality of life. In India, Natural Resources Census (NRC) programme has been conceptualized and is being implemented. The NRC will use Indian Remote Sensing satellite images and prepares natural resources information layers of 7 key themes (land use/land cover, soil, geomorphology, vegetation, snow/glacier, land degradation, wetlands) at 1:50,000 scale with the periodicity of 5-20 years for different themes. The NRC maps and data support the repository of natural resources information and contribute to the operationalisation of a spatial data infrastructure (SDI). Recognising that standardization of methodology for mapping and spatial database generation to enable NRC for SDI is important, few proto-type NRC studies has been conducted. This paper discusses the concept of a nation-wide NRC programme and the results of one of the proto-type studies (Bangalore urban district) that India has carried out. The concept, methodology and standards suggested for NRC will be certainly useful for any country. [Termes IGN] système d'information géographiqueRésumé : (Auteur) Le groupe de recherche SIGMA, dit aussi GDR Cassini, est un réseau de chercheurs qui a, en particulier, pour objectifs d'accompagner la recherche, de favoriser les échanges et de diffuser les connaissances autour de l'information géographique en France. Pour atteindre ces objectifs, plusieurs groupes de travail ont été mis en place, dont l'un intéresse particulièrement les cartographes, le groupe sur la cartographie dynamique, dit « CartActive ». Ce groupe part du con- stat suivant : "Aujourd'hui, les outils de cartographie, sur le Web ou off line, confèrent aux cartes qu'ils produisent les propriétés d'être interactives, dynamiques et multimédias. Au-delà de l'attractivité, il convient de mener une réflexion sur les méthodes et les technologies actuelles pour la cartographie". En cela, le groupe rejoint les objectifs de la commission techniques cartographiques du CFC, qui a donc participé à la première réunion du groupe de travail CartActive, le 20 juin 2006, à Grenoble. [Termes IGN] satellite agileRésumé : (Auteur) The Pleiades-HR system, of which the first platform of the constellation shall be ready for launch by early 2009, is the next generation of high resolution optical sensor satellites developed by CNES, the French space agency. With its ability to provide photogrammetrists with instantaneous colour image stereo-pairs of 20km swath and 70cm resolution acquired with B/H ratios ranging from 0.15 to 2, the very agile and precisely pointing Pleiades platforms should open in many countries a new era for the updating of high scale maps, by probably avoiding heavy aerial survey campaigns in many cases. In the framework of a cooperation agreement between CNES and IGN-France, designed to prepare an operational use of these images, several experimentations and simulations are being carried out, in order to verify the ability of the system to fulfil the technical and operational requirements of the map-making processes, in comparison with those presently based on digital aerial photography. Among others, present studies particularly focus on : 1- the geometric and radiometric quality assessment of the planned system products (sensor level, orthoimages and mosaics) ; 2- the capacity assessment of the Pleiades-HR constellation to meet the IGN-F cartographic mission needs in terms of image volume for the coverage of the national territory, whether in monoscopic or stereoscopic mode. After an overview of the main characteristics of the Pleiades-HR system, the paper aims at presenting the first results of these studies, which will be of great importance, together with the economic side, in the decision process of IGN-France to transfer, or not, part of the supplying of fresh images from the aerial source to the satellite source.
