[Termes IGN] Pays-BasRésumé : (Auteur) Production of the large scale base-map of The Netherlands was finally completed in January 2001. Overall, it took more than 25 years for the geoinformation community in the Netherlands to achieve this goal. Besides the technical story behind this map, there is also an organisational one. Usually the two stories are intertwined but as most readers of GIM International have abundant knowledge of geo-information techniques and technology the focus here is on the organisation behind the map. [Termes IGN] précision de localisationRésumé : (Auteur) Modeling line or surface phenomena digitally involves two tasks : discretization of the phenomenon, which yields a finite set of data, and subsequent interpolation, which reconstructs the continuum. Many mathematical techniques exist for the latter task, and most methods require a number of parameters to be specified. The shape of digital line or surface models between the data points (that is, the local shape) and the information derived from these models both depend on the selected method and, possibly, on the specification of parameters. The reconstruction of the continuum thus introduces uncertainty. This paper examines the sources and effects of this type of uncertainty. For this purpose, the modeling of lines and surfaces is separated into an abstraction, an implementation, and measurement. The individual factors affecting uncertainty of local shape in each step are identified and discussed. The paper concludes that local shape uncertainty, unlike positional uncertainty of given data, cannot be numerically assessed. Instead, measures of plausibility have to be used to denote the quality of digital models of lines and surfaces. Finally, the concept and potential problems of future empirical investigations are discussed. [Termes IGN] télémétrie laser terrestreRésumé : (Auteur) There is a potentially strong demand for detailed 3D spatial data of urban areas. A groundbased laser range scanner is one of the promising devices to acquire range images of urban 3D objects. In this paper, the authors propose an automated registration method of multiple overlapping range images for the reconstruction of 3D urban objects. Registration is achieved in two steps, pairwise registration and multiple registration assuming that one rotating axis of a laser range scanner is almost vertical. At first, pairwise registration determines the approximate values of four transformation parameters, a horizontal rotation angle and three translation parameters of a pair of neighboring range images. Then through multiple registration, the transformation parameters of all range images are adjusted using the approximate values so as to minimize the total errors. An outdoor experiment was conducted registering 42 range images to construct a 3D model of a building on the campus of the University of Tokyo. The accuracy of the model was examined using a 1:500 scale digital map and GPS measured locations of the viewpoints. The efficiency and accuracy of the registration method is demonstrated in this paper.
