[Termes IGN] mise à jour de base de donnéesRésumé : (Auteur) Upscaling land cover maps is broadly employed to fill data gaps or match the spatial-resolution of preexisting projects. However, existing methods introduce systematic errors in the area information and the landscape pattern. We developed an upscaling method fusing the spatial structure information (i.e., class Membership probability) and the uncertainty information of the base map (e.g., Confidence level probability), called Fusing class Membership probability and Confidence level probability (FMC). The results showed that FMC obtained higher upscaling efficiency, and mitigated the negative influence of landscape heterogeneity and the negative influence of unequal proportions of land cover in the base maps, on the upscaling compared to Majority Rule Based (MRB) method. Additionally, FMC can reduce the uncertainty/error when these upscaled maps are used as input to Earth observation model (e.g., land cover change). [Termes IGN] données ouvertesRésumé : (Auteur) This paper introduces the Open Spatial Data Infrastructure (SDI) Assessment Framework as a new approach for assessing the openness of SDIs. Open SDIs are SDIs in which non-government actors such as businesses, citizens, researchers and non-profit organizations can contribute to the development and implementation of the SDI, use spatial data with as few restrictions as possible and benefit from using these geographic data. A pilot application of the new framework resulted in the Map of Open SDI in Europe, which aims to show the level of openness of national SDIs in Europe. The map could become a relevant and practical tool that shows the status of Open SDIs in Europe and supports decision makers and practitioners in making their own SDI more open. [Termes IGN] projectionRésumé : (auteur) The recent initiatives to digitize cultural heritage resources and publish them on the Web have renewed interest in historical maps for the diachronic analysis of territories in GIS applications. However, such analyses should not be done without a good understanding of the possibilities and limitations of geographical information provided by historical maps, i.e. their quality. One of the major concerns regarding historical maps quality is their positional planimetric accuracy which highly depends on survey techniques used at the time. As these techniques are not always thoroughly known and as ground truth is most of the time not sufficiently available, direct absolute evaluation approaches have been proposed to assess historical maps positional planimetric accuracy. In this article, we follow the intuition that the most widely adopted georeferencing-based approach for assessing the positional planimetric accuracy of historical maps can be adapted to provide an evaluation of the error caused by the survey process in cases like Paris atlases where the georeferencing transformation can be estimated with ground control points based on geodetic features and where the projection of the map can be approximated by a well known projected coordinate reference system. We apply this tuned approach on the Verniquet atlas and evaluate the validity of our hypothesis about projection approximation.
