[Termes IGN] ventRésumé : (Auteur) In the framework of the current development of offshore wind energy exploitation, an accurate evaluation of the wind potential is crucial for sitting windmills. Nowadays, the resource is evaluated from discrete measurements, which must be extrapolated in order to provide a global wind resource map. But in this case, local conditions and variations of wind are not expressed. This paper deals with a method that enables to obtain spatially accurate wind maps from ERS2 SAR (Synthetic Aperture Radar) images using advanced signal processing techniques. Concerning the temporal accuracy, the poor repetitiveness of data from ERS SAR sensor has been considered. Future prospects are presented, that concerns the design of a data fusion algorithm. This work is done in the framework of our study, which aims at designing a method to obtain spatially and temporally accurate wind statistics over a given area of interest. Cette connaissance vise à améliorer les systèmes de production actuels et à maintenir la sole cannière menacée par l'urbanisation. De son côté, la Direction de l'Agriculture et de la Forêt a des besoins de saisie du parcellaire de la canne, dans le cadre de la gestion des aides communautaires liées aux surfaces et aux handicaps naturels. Ce projet a ainsi permis de proposer un système d'information géographique parcellaire ouvert à l'ensemble des spéculations agricoles friches y comprises, en connexion avec le système informatique de la DAF et intégrant les impératifs liés à la gestion des aides. La mise en place d'une passerelle (ARCHE) entre la base de gestion des aides de la Politique Agricole Commune (PAC) et le SIG assure une identification unique des usagers via le n° PACAGE. Les objets géographiques uniques générés et identifiés par le SIG constituent le noyau du système d'information de la DAF sur lequel viennent se greffer des applications satellites. La méthode de localisation consiste en un report sur un fond orthophotoplan au pas métrique des parcelles agricoles et des sièges d'exploitation de chaque exploitant. L'intégration de cette opération au système de déclaration de surface prévue dans un cadre réglementaire par la PAC doit permettre une réactualisation annuelle et à moindres coûts de la base de données. La phase de collecte initiale sera lancée dès janvier 2002 au niveau des planteurs canniers exclusivement (5000 exploitants pour une surface agricole brute de 31000 ha). A partir de 2003, l'enquête vise à la mise à jour des informations collectées, sur la zone cannière, et à la saisie initiale des parcelles des autres exploitations agricoles de l'île (3900 exploitants pour une surface de 18500 ha). Outre les aspects techniques abordés dans ce rapport, la conduite de projet et plus particulièrement la médiation et la communication menées entre les différents partenaires du projet ont tenu une place essentielle.
