[Termes IGN] urbanisationRésumé : (Auteur) The impervious surface area (ISA) has emerged not only as an indicator of the degree of urbanization, but also as a major indicator of environmental quality for drainage basin management. However, since almost all of the methods for estimating ISA have been developed for urban environments, it is questionable whether these methods can be successfully applied to drainage basins, such as those found in Japan, which usually have more complicated vegetation components (e.g. paddy field, plowed field and dense forest). This paper presents a pre-screened and normalized multiple endmember spectral mixture analysis (PNMESMA) method, which includes a new endmember selection strategy and an integration of the normalized spectral mixture analysis (NSMA) and multiple endmember spectral mixture analysis (MESMA), for estimating the ISA fraction in Lake Kasumigaura Basin, Japan. This new proposed method is superior to the previous methods in that the estimation error of the proposed method is much smaller than the previous SMA- or NSMA-based methods for drainage basin environments. The overall root mean square error was reduced to 5.2%, and no obvious underestimation or overestimation occurred for high or low ISA areas. Through the assessment of environmental quality in Lake Kasumigaura Basin using the ISA fraction, the results showed that the basin has been in the impacted category since 1987, and that in the two decades since, the environmental quality has continued to decline. If this decline continues, then Lake Kasumigaura Basin will fall into the degraded category by 2017. [Termes IGN] zone inondableRésumé : (Auteur) L'article présente quelques exemples d'applications dans le domaine de l'aménagement des rivières et de la protection contre les crues, à partir de données topographiques acquises par laser aéroporté. Le Conseil Général du Haut-Rhin et l'Ecole Nationale du Génie de l'Eau et de l'Environnement de Strasbourg (ENGEES) ont mis au point une méthodologie de modélisation des inondations qui s'appuie sur des Modèles Numériques de Terrain (MNT) issus de levers laser aéroportés. L'acquisition de la topographie de la rivière et de la zone inondable par lever laser aéroporté est intéressante car elle permet d'obtenir l'altitude du sol en tout point, même sous couvert végétal, notamment sur les berges. Cela permet de limiter le recours aux levers terrestres qui sont difficiles à réaliser et coûteux sur de longs linéaires de rivières. Les conditions optimales pour organiser les levers laser aéroportés correspondent aux basses eaux hivernales, sans couvert de neige, afin de bien décrire la section du lit du cours d'eau et de limiter le masque de la végétation. L'utilisation des MNT pour la modélisation hydraulique peut être facilitée en utilisant un couplage entre un Système d'Information Géographique (SIG) et un modèle hydraulique. Ce couplage permet d'extraire du MNT les profils en travers qui serviront aux calculs hydrauliques. Les résultats des simulations sont ensuite reportés sur le MNT pour produire une carte précise de la zone inondable et des hauteurs d'eau atteintes. La précision des cartes de zones inondables obtenues grâce au MNT permet de produire par analyse spatiale des cartes de risque en fonction de l'occupation du sol. Des analyses quantitatives allant jusqu'au calcul du coût moyen annuel de dommages ont été réalisées sur la rivière Thur pour alerter les riverains et les élus sur le risque d'inondation. Les MNT issus de levers laser aéroportés servent également de support pour implanter et dimensionner des ouvrages de protection contre les crues. Les ingénieurs étudient l'impact des projets sur les zones inondables et proposent des mesures compensatoires adaptées. Les données topographiques sont aussi utilisées pour étudier la géomorphologie des rivières et proposer des projets de renaturation qui participent au ralentissement et à la réduction des crues. Une méthode de définition des fuseaux de mobilité des rivières a été mise au point sur les rivières du Haut-Rhin. De nouvelles applications sont à l'étude en matière d'écologie végétale pour expliquer la répartition de la végétation sur les berges et gérer le problème des plantes invasives. Pour développer de nouvelles applications à partir des levers laser aéroportés, le Conseil Général du Haut-Rhin communique gratuitement les données topographiques aux utilisateurs qui en font la demande. [Termes IGN] Oklahoma (Etats-Unis)Résumé : (Auteur) Remote sensing with multispectral thermal infrared can improve regional estimation of evapotranspiration (ET) by providing new constraints on land surface energy balance. Current models use visible and near infrared bands to obtain vegetative cover, and sometimes use thermal infrared data for land surface temperature. Together these can yield good ET estimates. However, it may be possible to do even better by using remotely sensed thermal infrared emissivity, a surface property related to fractional vegetative cover but independent of plant greenness. Emissivities derived from clear-sky Moderate Resolution Imaging Spectroradiometer (MODIS) observations obtained in 2007 over the Southern Great Plains (Oklahoma and Kansas), USA, were compared with changes in Normalized Difference Vegetation Index (NDVI) for winter wheat and grazing land. Emissivity changes were independent of NDVI and sensitive to standing canopies, regardless of growth stage or senescence. Thus emissivities were seasonally dynamic, able to detect wheat harvest timing, and helpful for modelling ET. Land cover has been the most widely used source of ancillary data in dasymetric mapping. The current research examines the performance of alternative sources of ancillary data, including imperviousness, road networks, and nighttime lights. Nationally available datasets were used in the analysis to allow for replicability. The performance of the techniques used to examine these sources was compared to areal weighting and traditional land cover techniques. Four states were used in the analysis, representing a range of different geographic regions: Connecticut, New Mexico, Oregon, and South Carolina. Ancillary data sources were used to estimate census block group population counts using census tracts as source zones, and the results were compared to the known block group population counts. Results indicate that the performance of dasymetric methods varies substantially among study areas, and no single technique consistently outperforms all others. The three best techniques are imperviousness with values greater than 75 percent removed, imperviousness with values greater than 60 percent removed, and land cover. Total imperviousness and roads perform slightly worse, with nighttime lights performing the worst compared to all other ancillary data types. All techniques performed better than areal weighting. This research extended the land-cover-change simulation model we previously developed to investigate: (1) the assumption of temporal independence between patterns of error in classified time-series imagery; and (2) the interaction of patterns of change and patterns of error in a post-classification change analysis. In this research, the thematic complexity of the classified land-cover maps was increased by increasing the number of simulated land-cover classes. Simulating maps with increased categorical resolution permitted the incorporation of: (1) higher-order, more complex spatial and temporal interactions between land-cover classes; and (2) patterns of error that better reproduce the complex error interactions that often occur in time-series classified imagery. The overall modeling framework was divided into two primary components: (1) generation of a map representing true change; and (2) generation of a suite of change maps that had been perturbed by specific patterns of error. All component maps in the model were produced using simulated annealing, which enabled us to create a series of map realizations with user-defined spatial and temporal patterns. Comparing the true map of change to the error-perturbed maps of change using accuracy assessment statistics showed that increasing the temporal dependence between classification errors did not improve the accuracy of resulting maps of change when the categorical scale of the land-cover classified maps was increased. The increased structural complexity within the time series of maps effectively inhibited the impact of temporal dependence. However, results demonstrated that there are interactions between patterns of error and patterns of change in a post-classification change analysis. These interactions played a major role in determining the accuracy associated with the maps of change.
