One of the critical problems after an earthquake is building damage assessment. The area, amount, rate, and type of the damage are essential information for rescue, humanitarian and reconstruction operations in the disaster area. Remote sensing techniques play an important role in obtaining building damage information because of their non-contact, low cost, wide field of view, and fast response capacities. Now that more and diverse types of remote sensing data become available, various methods are designed and reported for building damage assessment. This paper provides a comprehensive review of these methods in two categories: multi-temporal techniques that evaluate the changes between the pre- and post-event data and mono-temporal techniques that interpret only the post-event data. Both categories of methods are discussed and evaluated in detail in terms of the type of remote sensing data utilized, including optical, LiDAR and SAR data. Performances of the methods and future efforts are drawn from this extensive evaluation. [Termes IGN] utilisation du solRésumé : (Auteur) Capturing the scope and trajectory of changes in land use and land cover (LULC) is critical to urban and regional planning, natural resource sustainability and the overall information needs of policy makers. Studies on LULC change are generally conducted within peaceful environments and seldom incorporate areas that are politically volatile. Consequently, the role of civil conflict on LULC change remains elusive. Using a dense time stack of Landsat Thematic Mapper images and a hybrid classification approach, this study analysed LULC changes in Kono District between 1986–1991, 1991–2002 and 2002–2007 with the overarching goal of elucidating deviations from typical changes in LULC caused by Sierra Leone's civil war (1991–2002). Informed by social survey and secondary data, this study engaged the drivers that facilitated LULC changes during war and non-war periods in a series of spatial regression models in exploring the interface between civil conflict and LULC change. [Termes IGN] seuillage d'imageRésumé : (Auteur) In this paper, we present a hybrid shadow-analysis approach that integrates the model- and property-based methods for detecting collapsed buildings after an earthquake using high-resolution satellite imagery. The framework of the proposed approach has four main steps. (1) The three-dimensional (3D) building model is established according to its footprint and height data stored in a geographical information system. (2) The theoretical shadow area of the building at the time that the post-seismic image was acquired is calculated. And the polygon of the ground shadow area of the building, which is called the theoretical ground shadow polygon, is extracted. (3) The theoretical ground shadow polygon is overlaid with the casting shadow area of the building, which is called the actual shadow area in the post-seismic satellite image, and the mean value of the digital number values of the post-seismic image pixels within the polygon of the theoretical shadow area is calculated. (4) The calculated mean value is compared with predefined thresholds, which are determined by the training pixels collected from the different types of shadows. On this basis, the shadows of totally collapsed, partially collapsed and uncollapsed buildings can be distinguished. A comprehensive experiment for Dujiangyan city, one of the urban areas most severely damaged in the May 2008 Wenchuan Earthquake, was conducted, and the experimental results showed the superiority of the proposed approach to the other existing ones. Image exploitation approaches during the immediate (first few days) aftermath of a disaster are predominantly through visual analysis rather than automated classification methods. While the temporal needs for obtaining the imagery are fairly clear (within a one- to three-day window), there have only been educated guesses about the spatial resolution requirements necessary for the imagery for visual analysis. In this paper, we report results from an empirical study to identify the coarsest spatial resolution that is adequate for tasks required immediately following a major disaster. The study was conducted using cognitive science experimental methods and evaluated the performance of individuals with varying image interpretation skills in the task of mapping hurricane-related residential structural damage. Through this study, we found 1.5 m as a threshold for the coarsest spatial resolution imagery that can successfully be used for this task. The results of the study are discussed in terms of the likelihood of collection of this type of imagery within the temporal window required for emergency management operations. [Termes IGN] Setchouan (Chine)Résumé : (Auteur) To address the disadvantage of traditional methods providing only two-dimensional (2D) damage change of the collapsed buildings, this paper presents an approach for the detection of the buildings that have collapsed in an earthquake based on 3D geometric changes, particularly height change of the buildings, using pre- and post-seismic IKONOS stereo image pairs. One of the critical issues – the accuracy of the 3D ground point determination from high-resolution satellite imagery (HRSI) – is first addressed employing a bias-compensation model based on the rational function polynomial coefficient bundle adjustment. With the refined 3D ground coordinates, two ways of detecting the collapsed buildings are proposed: (1) detection of an individual collapsed building by comparing the height differences at the corner points of the building calculated from the pre- and post-seismic IKONOS stereo pairs and (2) determination of the region of collapsed buildings by calculating the difference between the pre- and post-seismic digital elevation models (DEMs) generated again from the pre- and post-seismic stereo images. At the same time, a pre-seismic DEM based on a topographical map is generated for detection comparison in the study. The experiment results for Dujiangyan using two IKONOS stereo pairs before and after the Wenchuan earthquake demonstrated the following. (1) Accuracy of better than 1.1 m in planimetry and 1.5 m in height can be achieved from the pre- and post-seismic IKONOS stereo image pairs using the affine bias compensation model. This accuracy guarantees the feasibility of detecting the 3D geometric changes of the earthquake-induced building collapses from pre- and post-seismic HRSI stereo images. (2) Using the refined 3D coordinates of the ground points computed from the pre- and post-seismic IKONOS stereo pairs, the status (i.e., totally collapsed, partially collapsed or not collapsed) and the number of collapsed storeys can be estimated for an individual building being assessed. (3) The region of collapsed buildings can be determined by differencing the pre- and post-seismic DEMs created from the pre- and post-seismic IKONOS stereo pairs. An overall accuracy of better than 90% is achieved for the detection of the collapsed buildings based on the difference DEM using the pixel- and object-based assessment methods.
