En 2005, le Centre National d'Etudes Spatiales (CNES) a alloué 22% de son budget aux programmes en faveur du développement durable et au secteur scientifique (domaines qui concernent directement la télédétection et l'observation de la Terre), soit respectivement 117,8 et 117,9 millions d'euros. Pour l'observation de la Terre uniquement, le budget national français s'est élevé approximativement à 127 millions d'euros pour le secteur de la défense, et à 83 millions d'euros pour la part nationale hors défense. [Termes IGN] transfert radiatifRésumé : (Auteur) The Compact High Resolution Imaging Spectrometer (CHRIS) onboard the Project for On-Board Autonomy (PROBA) platform system provides the first high spatial resolution hyperspectral/multiangular remote sensing data from a satellite system, what represents a new source of information for Earth Observation purposes. A fully consistent radiative transfer approach is always preferred when dealing with the retrieval of surface reflectance from hyperspectral/multiangular data. However, due to the reported calibration anomalies for CHRIS data, a direct atmospheric correction based on physical radiative transfer modeling is not possible, and the method must somehow compensate for such calibration problems in specific wavelength ranges. A dedicated atmospheric correction algorithm for PROBA/CHRIS data over land is presented in this work. It consists in the combination of radiative transfer and empirical line approaches to atmospheric correction, in order to retrieve surface reflectance images free from both the atmospheric distortion and artifacts due to miscalibration. The atmospheric optical parameters and the updated set of calibration coefficients are obtained jointly in an autonomous process, without the need for any ancillary data. Results from the application of the algorithm to PROBA/CHRIS data from the two European Space Agency SPectra bARrax Campaign (SPARC) held at the Barrax study site (La Mancha, Spain) in 2003 and 2004 are presented in this work, focusing on the validation of the final surface reflectance using in situ measurements acquired simultaneously to PROBA overpasses. [Termes IGN] validité des donnéesRésumé : (Auteur) NASA's flagship Earth Observing System (EOS) Terra satellite was launched in 1999 and began sensing in March 2000 coincident with the first major field campaign of the Southern Africa Regional Science Initiative (SAFARI 2000). Terra's five sensors were used to support SAFARI 2000 studies on the southern African environment, and SAFARI 2000's ground, aircraft and independent satellite data sets were used in turn to validate and improve the remote sensing products derived from Terra. In this article, we review southern Africa's natural and cultural features that we believe formed an optimal environment in which to test the EOS program (including new sensors, products, validation, scientific research, education and outreach). Through the course of the text, we reference and summarize the articles in the SAFARI 2000 Special Issue to highlight the natural links between remote sensing science and the subcontinent's characteristics. We also note contemporary forces of change in the southern Africa landscape whose impacts will challenge the remote monitoring capabilities of future sensors and scientists. The article concludes with a brief description of SAFARI 2000 data resources and access provisions. [Termes IGN] TOPEX-PoseidonRésumé : (Auteur) In view of the future adoption of the new precise orbit determination (POD) standards for the TOPEX/Poseidon and Jason-1 satellites, we propose a method to evaluate terrestrial reference frames for POD. We applied this method to the ITRF2000 realization of the DORIS network using local geodetic ties, plate motion models, the recent DORIS IGNO4DO2 cumulative solution and DORIS weekly time-series of coordinates. We propose to adopt a selection of the ITRF2000 realization based on specific criteria that we define here, and to extend it with ground stations for which we propose new coordinates and velocities. Only 13 out of 131 stations were considered to be inappropriate for POD activities. The result is a robust and well-distributed DORIS core network of 118 stations (DPOD2000) suitable for POD during the 1993-2008 period considered here.
