[Termes IGN] télémétrie laser aéroportéRésumé : (Auteur) Nous présentons une mesure de l’altitude du sommet du mont Blanc et du volume de sa calotte par méthode LiDAR héliporté de très haute densité. Cette méthode alternative aux expéditions d’alpinistes et aux techniques topographiques classiques permet une mesure de précision équivalente. Le bilan d’incertitude est présenté et rappelle que la source d’erreur principale est la propagation troposphérique, commune à la méthode GNSS terrestre mise en œuvre depuis une vingtaine d’années pour le suivi de ce sommet emblématique. Cette mesure réalisée à une quinzaine de jours d’intervalle de l’expédition traditionnelle permet également de donner une indication sur la stabilité à court terme des valeurs calculées. [Termes IGN] terrasseRésumé : (auteur) Terraces, which are typical artificial landforms found around world, are of great importance for agricultural production and soil and water conservation. However, due to the lack of maintenance, terrace damages often occur and affect the local flow process, which will influence soil erosion. Automatic high-accuracy mapping of terrace damages is the basis of monitoring and related studies. Researchers have achieved artificial terrace damage mapping mainly via manual field investigation, but an automatic method is still lacking. In this study, given the success of high-resolution unmanned aerial vehicle (UAV) photogrammetry and object-based image analysis (OBIA) for image processing tasks, an integrated framework based on OBIA and UAV photogrammetry is proposed for terrace damage mapping. The Pujiawa terrace in the Loess Plateau of China was selected as the study area. Firstly, the segmentation process was optimised by considering the spectral features and the terrains and corresponding textures obtained from high-resolution images and digital surface models. The feature selection was implemented via correlation analysis, and the optimised segmentation parameter was achieved using the estimation of scale parameter algorithm. Then, a supervised k-nearest neighbourhood classifier was used to identify the terrace damages in the segmented objects, and additional geometric features at the object level were considered for classification. The comparison with the ground truth, as delineated by the image and field survey, showed that proposed classification can be adequately performed. The F-measures of extraction on three terrace damages were 92.07% (terrace sinkhole), 81.95% (ridge sinkhole), and 85.17% (collapse), and the Kappa coefficient was 85.34%. Finally, the potential application and spatial distribution of the terrace damages in this study were determined. We believe that this work can provide a credible framework for mapping terrace damages in the Loess Plateau of China. [Termes IGN] polygoneRésumé : (auteur) Various spectral indices have been introduced to detect water extent from satellite images with different performances in various regions. The aim of this study is to provide an efficient index using particle swarm optimization (PSO) algorithm to detect water spread areas from satellite images with similar performance in different regions. This index is introduced for images containing water absorption bands from visible to middle infrared wavelengths. Eleven images were prepared from different satellites and water bodies with various environmental conditions. In addition, 40 pixels from water and 40 pixels from non-water regions were selected as training data for PSO algorithm. Results were evaluated using digitized polygons of water bodies on high-resolution images of Google Earth. The best results in PSO-based water index (PSOWI) were obtained by the combination of two bands (red and middle infrared). PSOWI represented proper performance in the selected various land covers and satellite images. [Vedettes matières IGN] ForesterieRésumé : (auteur) Key message: As climate change and forest management become the focus of various development agendas and the price of carbon rises in the market, the need for improving carbon sequestration and avoiding wildfires emissions increases. Prescribed burning interventions might play an important role in this context, as in some situations, it has been suggested that it can reduce overall fire emissions. In this study, the potential economic benefits associated with the practice are analyzed for five Mediterranean countries. Despite the uncertainty in the estimates, the results suggest that under some circumstances these interventions can be cost-effective from a carbon management perspective.
Context: Wildland fires are becoming a major concern for many European countries and are expected to become more prevalent due to climate change, affecting societies, ecosystems, and various ecosystem services provided by forests that are not valued by traditional markets, such as carbon sequestration.
Aims: The objective of this study is to evaluate the possibility of using carbon taxation to fund fire management measures in Mediterranean countries.
Methods: The analysis is done by converting prescribed burning savings in carbon emissions into their economic value. This is performed for France, Greece, Italy, Spain, and Portugal, which is studied in more detail, since the country has a National Prescribed Burning Program (NPBP) and a specific tax on carbon in place.
Results: The results indicate that most countries could potentially have benefits in the order of millions of euros from employing prescribed burning measures. In Portugal, NPBP has the potential to be a relevant policy instrument to reduce wildfire emissions, as well as economically since the carbon emissions savings can outweigh the prescribed burning costs in some circumstances. Also, the revenue from the country’s Addition Tax on Carbon Emissions would be able to accommodate the foreseen prescribed burning costs.
Conclusion: There are still many uncertainties regarding the benefits of prescribed burning in terms of overall emission reductions, and more studies should be conducted on this topic. However, as the price of carbon rises in the markets and climate change becomes a more pressing concern, even small emissions reductions might be economically interesting. Drought may reduce their carbon uptake, increasing their vulnerability to stress and affecting their growth recovery and resilience. We investigated the recent growth rates and responses to the climate and drought in eight Atlas cedar (Cedrus atlantica) plantations located along a wide climate gradient from wetter sites in south-eastern France and north Spain to dry sites in south-eastern Spain. The cedar growth increased in response to the elevated precipitation from the prior winter to the current summer, but the influence of winter precipitation on growth gained importance in the driest sites. The growth responsiveness to climate and drought peaked in those dry sites, but the growth resilience did not show a similar gradient. The Atlas cedar growth was driven by the total precipitation during the hydrological year and this association strengthened from the 1980s onwards, a pattern related to the winter North Atlantic Oscillation (NAO). High winter NAO indices and drier conditions were associated with lower growth. At the individual level, growth resilience was related to tree age, while growth recovery and year-to-year growth variability covaried. Plantations’ resilience to drought depends on both climate and tree-level features.
