[Termes IGN] Visual BasicRésumé : (Auteur) Les systèmes de positionnement par satellite sont en plein essor actuellement, mais ils sont toujours limités par la présence d'obstacles qui masquent la visibilité des satellites. Cependant, la récente technique d'acquisition qu'est le levé par laser aéroporté laisse augurer de nouvelles applications pour prévoir la visibilité satellitaire. Il permettrait effectivement de modéliser les masques par l'intermédiaire d'un Modèle Numérique de Surface. Allié à un puissant logiciel d'analyse spatiale, il est alors possible d'envisager la création d'une application permettant de générer des cartes prévisionnelles de visibilité satellitaire. C'est l'objet de ce projet : créer un prototype réalisant de telles cartes, le tester, le valider, l'analyser et imaginer ses perspectives. [Termes IGN] orthoimage intégraleRésumé : (Auteur) True ortho-images are generated from perspective images with both object and terrain displacement distortion corrected and with occlusions removed. However, widely used algorithms based on a Z-buffer have drawbacks and may result in artefacts in the generated ortho-images. This paper analyses the artefacts induced by Z-buffer algorithms in true ortho-image generation, and proposes a vector-based method to avoid algorithm-induced artefacts. The proposed method treats a perspective image pixel as a square patch instead of an image pixel point, and generates ortho-images in the vector domain. Under the vector implementation, occlusion detection is a simple process, and image resampling becomes a straightforward procedure. Most importantly, this method can minimise artefacts in the ortho-images so generated. [Termes IGN] surveillance forestièreRésumé : (Auteur) This paper gives an account of day-night active forest fire monitoring conducted over the sub-tropical and moist temperate forests of the Uttaranchal State, India, during 2005 using the Defence Meteorological Satellite Program - Operational Line Scan system (DMSP-OLS) and Moderate Resolution Imaging Spectroradiometer (MODIS) satellite data. The state experienced heavy fire episodes during May-June 2005 and daily datasets of DMSP-OLS (night-time) and selected cloud-free MODIS (daytime) datasets were used in mapping active fire locations. DMSP-OLS collects data in visible (0.5 to 0.9 um) and thermal (10.5 to 12.5 um) bands and detects dim sources of lighting on the earth's surface, including fires. The enhanced fire algorithm for active fire detection (version 4) was used in deriving fire products from MODIS datasets. Fire locations derived from DMSP-OLS and MODIS data were validated with limited ground data from forest department and media reports. Results of the study indicated that the state experienced heavy fire episodes, most of them occurring during night-time rather than daytime. Validation of satellite-derived fires with ground data showed a high degree of spatial correlation. [Termes IGN] texture d'imageRésumé : (Auteur) Conventional orthorectification software cannot handle surface occlusions and image visibility. The approach presented here synthesizes related work in photogrammetry and computer graphics/vision to automatically produce orthographic and perspective views based on fully 3D surface data (supplied by laser scanning). Surface occlusions in the direction of projection are detected to create the depth map of the new image. This information allows identifying, by visibility checking through back-projection of surface triangles, all source images which are entitled to contribute color to each pixel of the novel image. Weighted texture blending allows regulating the local radiometric contribution of each source image involved, while outlying color values are automatically discarded with a basic statistical test. Experimental results from a close-range project indicate that this fusion of laser scanning with multi-view photogrammetry could indeed combine geometric accuracy with high visual quality and speed. A discussion of intended improvements of the algorithm is also included. [Termes IGN] urbanismeRésumé : (Editeur) [Extrait de l'avant-propos] L'IGN, depuis sa création, a eu pour mission de décrire le territoire national. Cette mission s'est traduite par la réalisation successive de représentations sous forme papier, jusqu'à il y a une dizaine d'années, puis numériques, l'IGN ayant suivi dès ses débuts, le développement des outils dits " systèmes d'information géographique (SIG) ". Si la vocation initiale des cartes est clairement militaire, elles sont utilisées depuis longtemps par ceux qui aménagent l'espace. Développer un territoire, construire de nouvelles voies de communication, veiller au développement des villes et des territoires, autant de tâches qui nécessitent de connaître notre environnement de façon objective et fiable. C'est ainsi que depuis 2001, la mission confiée à l'IGN par l'Etat est de réaliser une cartographie numérique du territoire : Le Référentiel à Grande Echelle, " RGE® ". D'ores et déjà très largement disponible sur le territoire, cet ensemble de données photographiques, topographiques, parcelles du cadastre, adresses, sera achevé dans les premiers mois de 2008. Mais la constitution d'un stock de données géographiques, comme son utilisation par un cercle averti seraient insuffisantes si des efforts importants n'étaient pas menés en parallèle en vue d'une large diffusion. C'est l'autre aspect de la mission confiée à l'IGN concrétisée en 2006 par le lancement du Géoportail, sous la houlette de La Direction Générale de la Modernisation de l'Etat et au côté du BRGM. Le Géoportail a vocation à permettre l'accès via internet aux informations, notamment de service public par une interface géographique ; il verra son champ d'actions considérablement augmenté en 2007 grâce à la présence, sur fonds de données du RGE d'informations émanant d'un large ensemble de partenaires, et grâce à un nouvel outil de visualisation en 3D. Ainsi l'IGN ouvre la possibilité d'utiliser ses bases de façon variée que ce soit par l'intermédiaire de licences d'utilisation finale, de licences d'exploitation, ou via des services en ligne publics ou privés. Concluons ce propos introductif en mentionnant le développement à venir de bases beaucoup plus précises, couvrant les espaces sensibles qu'ils soient urbains, littoraux, ou exposés à des risques naturels. Ces bases de grande précision seront un axe majeur de développement pour les années à venir.
