[Termes IGN] utilisation du solRésumé : (Auteur) In 1999, the Ministry of Land and Resources (MLR) of China launched the National Land Use Change Program especially to monitor the scale and distribution of urban expansion and the decrease in cultivated land through remote sensing technology. This Program has been carried out annually and continuously for seven years since then and played an important role in the policy-making of MLR about land management and planning. This paper gives an overview about this Program and discusses several research issues. First, the remote sensing data sources and other ancillary data used in this Program are presented. The approaches for image preprocessing, i.e. radiometric normalization, image geometric rectification and image fusion are then introduced with an emphasis on the algorithm development for image registration. Second, land use change detection technique is the most critical and complex aspect of the Program. The methodologies for change detection using either bi-temporal image pair or one existing land use map and one remotely sensed image are detailed. Third, since the data of land use changes derived from remote sensing will be operationally used for local and central government, field validation and accuracy assessment are crucial to ensure the reliability of change detection results. The strategy of field work and the resulting accuracy evaluations is presented. The land use and change information derived from remotely sensed data has wide applications for land management, including land use database updating, verification of land use planning and monitoring of national high-tech parks. Last, suggestions on how to make full use of the images and change detection result, to improve the consistency of land use classification and to develop change detection algorithms for diverse and complex remote sensing data are given. [Termes IGN] surveillance de la végétationRésumé : (Auteur) The effects of climate change on northern vegetation productivity need to be fully understood in order to reduce uncertainties in predicting vegetation distributions under different climate warming scenarios. Knowledge of the relationship between northern climate and vegetation productivity will also help provide a better understanding of changes in vegetation distributions as an indicator of climate change and variability. Vegetation productivity and biomass have been monitored using long-term satellite earth observations, mostly using the Normalized Difference Vegetation Index (NDVI), as a cumulative indicator of all effects resulting from processes related to climate change, including changes in temperature, precipitation, and disturbance. In this paper, the investigation is focused on the short-term effect of temperature anomalies on arctic and tree-line transition vegetation productivity in both dry and humid regions of Canada. The analysis shows that several land-cover types composed mainly of trees and shrubs exhibit a significant increase in NDVI with higher-than-normal temperatures in the preceding 10-40-day period, while land-cover types consisting of lichen and moss growing on mostly barren surfaces show a significant NDVI decrease with increased temperature. These trends are consistent with results reported in plot-warming experiments in the north, which have shown that certain vegetation communities increase, while others decrease in cover fraction and biomass in response to warming. When land cover is grouped into increasing and decreasing NDVI with temperature and stratified by dry and humid regions of Canada, much of the dry region of northern Canada does not exhibit significant NDVI response to preceding temperature anomalies. It is expected that in the absence of disturbance or other limiting factors, an increased frequency of elevated temperature anomalies may eventually contribute to changes in vegetation biomass. A map of land-cover types that have the potential to increase in biomass with climate warming and those that are vulnerable to decline is presented. To solve these problems, urban planners require information and indicators that normally are not available. In this study, the applicability of remote sensing data to extract environmental data was examined. A Landsat Enhanced Thematic Mapper (ETM+) image was used to gather information about land surface temperature (Ts) and its relationship with the Normalized Difference Vegetation Index (NDVI) and the Leaf Water Content Index (LWC). A strong negative relationship between Ts and NDVI and between Ts and LWC was observed. Analysis of variance points out statistically significant differences in the averages of Ts, NDVI, and LWC among neighbourhoods. Areas with high density housing, with a deficient urban design and those with commercial establishments had the lowest means of NDVI and LWC, and higher means of Ts. On the other hand, neighbourhoods with a higher proportion of trees and green zones had higher NDVI and LWC, and lower Ts. Finally, all neighbourhoods were classified into those that have lower to higher Ts. Therefore, the greening campaigns and new landscape design of the city should be directed specifically at neighbourhoods with the lowest level of NDVI or LWC. [Termes IGN] utilisation du solRésumé : (Auteur) Using Landsat TM data from 1995 and 2000, changes in the landscape erosion pattern of the Yellow River Basin, China were analysed. The aim was to improve our understanding of soil-erosion change so that sustainable land use could be established. First, a soil-erosion intensity index model was developed to study soil-erosion intensity change in the study area. Over the 5 years, the areas of weak erosion, moderate erosion, severe erosion, and very severe erosion all increased. The area of weak erosion increased dramatically by 7.94*105 ha, and areas of slight erosion and acute erosion decreased by 1.93*106 ha and 4.50*104 ha, respectively. The results show that while the intensity of soil erosion has gradually been decreasing as a whole, in some regions the soil erosion is becoming more severe. Based on landscape indices, the pattern of changes in soil erosion over the past 5 years was analysed. The changes in landscape pattern of soil erosion resulted from human activities. Analysis showed that human impact increases fragmentation, having three major effects on landscape pattern, reduction in patch area, variations in patch shape, and changes in spatial pattern. In the study area, population growth, farming, governmental policy and forest degradation are the major factors causing soil erosion change over a 5-year period. At present, the multitemporal approach to thermal anomaly detection is in its early development stage. In case of space-borne surveillance the multitemporal detection is complicated by both spatial and temporal variability of background surface properties, weather influences, viewing geometries, sensor noise, residual misregistration, and other factors. We use the problem of fire detection and the MODIS data to demonstrate that advanced multitemporal detection methods can potentially outperform the operationally used optimized contextual algorithms both under morning and evening conditions.
