[Termes IGN] orthophotoplan numériqueRésumé : (Auteur) En France, les données relatives à l'occupation du sol sont soit disponibles très localement, soit produites dans le cadre de programmes de cartographie européen (Corine Land Cover) ou national (IPLI). Dans ce cas, elles reposent sur une interprétation visuelle de photographies aériennes ou d'images satellitaires qui ne permettent que des mises à jour décennales, ce qui les rend peu opérationnelles dans un contexte de suivi à court terme de l'environnement. En l'occurrence, seule la couverture Corine Land Cover a fait l'objet d'une mise à jour récente (2000), mais son échelle (1/100 000) apparaît peu adaptée aux besoins des gestionnaires et des collectivités sur le terrain. C'est particulièrement le cas lorsque celui-ci est soumis, comme sur le littoral, à des pressions fortes qui peuvent se traduire par des dynamiques rapides et parfois irréversibles. Dans ce contexte, l'imagerie satellitaire peut constituer un support performant pour mener à bien de vastes programmes de cartographie et de suivi des évolutions de l'occupation du littoral. Associant une forte répétitivité temporelle et une haute résolution spatiale, ainsi qu 'une relative souplesse d'acquisition, l'imagerie SPOT 5 permet d'envisager la mise en œuvre d'un suivi permanent du littoral, avec une fréquence et à des échelles plus conformes à celles auxquelles travaillent habituellement les gestionnaires du littoral. L'étude présentée dans cet article, réalisée dans le cadre de l'appel d'offre CNES-IFEN d'août 2002, vise à comparer les apports de l'orthophotographie et de l'imagerie SPOT 5 pour le suivi de l'occupation du littoral à grande échelle. L'analyse s'appuie sur la cartographie de plusieurs sites tests du Nord Finistère à partir de la photo-interprétation de ces deux supports, associée à une campagne d'investigations sur le terrain, puis sur la comparaison des résultats par une analyse spatiale réalisée sous SIG. Cette expérimentation montre que l'intérêt majeur de SPOT 5 réside dans son potentiel en tant que support de production d'une cartographie à moyenne échelle, à des pas de temps courts, pour détecter les changements intervenants sur le littoral. L'exploitation de l'orthophotographie en tant que référentiel à grande échelle associée à celle de l'imagerie SPOT5 par des méthodes complémentaires d'interprétation visuelle (image à 2,5 m) et de traitements plus automatisés (image multispectrale 10 m) pourrait ainsi permettre d'aboutir à une configuration optimale pour le suivi de l'occupation du littoral. [Termes IGN] spectromètreRésumé : (Auteur) ARES (Airborne Reflective/Emissive Spectrometer) is an airborne imaging spectrometer for remote sensing of land surfaces covering the wavelength regions 0.45-2.45 um and 8-13 um with 160 channels. The instrument is being built by Integrated Spectronics, financed by DLR and GFZ, and will be available to the scientific community from 2005 on. This contribution presents the design of the thermal spectrometer covering the 8-13 um region with 32 channels of 150 nm bandwidth while a separate paper treats the instrument specifications in the solar reflective region. The spectroradiometric design is based on scientific requirements derived from application scenarios comprising vegetation, soils of different compositions, and mineral exploration. The corresponding emissivity spectra are input for a simulation model that calculates at-sensor radiance spectra, resamples them with the channel-specific response functions, adds different amounts of sensor noise to the signal, and performs a retrieval to get the corresponding noisy surface emissivity spectra. The results of the simulation study indicate that a spectral wavelength accuracy of 3 nm and a sensor noise equivalent temperature of 0.05 - 0.1K are required for an accurate retrieval of emissivity spectra. Four methods involving varying degrees of automation for capturing digital representations of these census units from the scanned microfilm imagery are evaluated. Details presented are in the context of British census geography before digital capture of small census units became routine, but the evaluation of the methods and the final procedure cover issues that are generally applicable in situations where the capture of historical mapping is attempted. [Termes IGN] risque naturelRésumé : (Auteur) The remote sensing of Earth surface changes is an active research field aimed at the development of methods and data products needed by scientists, resource managers, and policymakers. Fire is a major cause of surface change and occurs in most vegetation zones across the world. The identification and delineation of fire-affected areas, also known as burned areas or fire scars, may be considered a change detection problem. Remote sensing algorithms developed to map fire-affected areas are difficult to implement reliably over large areas because of variations in both the surface state and those imposed by the sensing system. The availability of robustly calibrated, atmospherically corrected, cloud-screened, geolocated data provided by the latest generation of moderate resolution remote sensing systems allows for major advances in satellite mapping of fire-affected area. This paper describes an algorithm developed to map fire-affected areas at a global scale using Moderate Resolution Imaging Spectroradiometer (MODIS) surface reflectance time series data. The algorithm is developed from the recently published Bi-Directional Reflectance Model-Based Expectation change detection approach and maps at 500 m the location and approximate day of burning. Improvements made to the algorithm for systematic global implementation are presented and the algorithm performance is demonstrated for southern African, Australian, South American, and Boreal fire regimes. The algorithm does not use training data but rather applies a wavelength independent threshold and spectral constraints defined by the noise characteristics of the reflectance data and knowledge of the spectral behavior of burned vegetation and spectrally confusing changes that are not associated with burning. Temporal constraints are applied capitalizing on the spectral persistence of fire-affected areas. Differences between mapped fire-affected areas and cumulative MODIS active fire detections are illustrated and discussed for each fire regime. The results reveal a coherent spatio-temporal mapping of fire-affected area and indicate that the algorithm shows potential for global application. The abundance of mixed pixels (representing uncertainties in class allocation), particularly in coarse spatial resolution images, has always been known to lead to difficulties in producing accurate land cover classifications. Soft classification methods may help in quantifying uncertainties in areas of transition between various types of land cover. This study aims to estimate and accommodate uncertainties in all stages of a supervised classification process (i.e. training, allocation and testing) so as to produce accurate and meaningful land cover classifications. Three soft classification methods have been used-a probabilistic maximum likelihood classifier and the two classifiers based on fuzzy set theory (fuzzy (c-means and possibilistic c-means). Uncertainty and accuracy measures based on a fuzzy error matrix have been adopted to evaluate each classifier. All of the classifiers show an increase in classification accuracy when uncertainty is appropriately accounted for in all stages of the supervised classification. In particular, the possibilistic c-means classifier produced the highest map and individual class accuracy and has been found to be more robust to the existence of uncertainties in the datasets. The approach suggested in this paper can be used to generate accurate land cover maps, even in the presence of uncertainties in the form of mixed pixels in remote sensing images.
