[Termes IGN] traitement du langage naturelRésumé : (auteur) In this article, we present GeoTxt, a scalable geoparsing system for the recognition and geolocation of place names in unstructured text. GeoTxt offers six named entity recognition (NER) algorithms for place name recognition, and utilizes an enterprise search engine for the indexing, ranking, and retrieval of toponyms, enabling scalable geoparsing for streaming text. GeoTxt offers a flexible application programming interface (API), allowing for customized attribute and/or spatial ranking of retrieved toponyms. We evaluate the system on a corpus of manually geo‐annotated tweets. First, we benchmark the performance of the six NERs that GeoTxt provides access to. Second, we assess GeoTxt toponym resolution accuracy incrementally, demonstrating improvements in toponym resolution achieved (or not achieved) by adding specific heuristics and disambiguation methods. Compared to using the GeoNames web service, GeoTxt's toponym resolution demonstrates a 20% accuracy gain. Our results show that places mentioned in the same tweet do not tend to be geographically proximate. [Termes IGN] zone urbaineRésumé : (auteur) Three-dimensional urban cartography is needed for city changes’ assessment. The variety of studies using 3D calculations of urban elements grows each year. Building and vegetation volumes are necessary to assess and understand spatio-temporal urban changeable environments. However, there are technical questions as to which method can improve 3D urban cartographic accuracy. The innovative part of this current study is the creation of a six-band hybrid obtained from LIDAR and WorldView2 synergy. Two different enhancement algorithms demonstrated the most important spectral features for the urban development and vegetation classes. Results indicated an improvement in accuracy by up to 21.3%, according to the Kappa coefficient. Both infra-red band and intensity band were the most significant, according to the principal components analysis. The synergy delimited classes and polygons, as well as the direct display of information regarding heights of elements and improving the extraction of roads, buildings and vegetation classes. [Termes IGN] LettonieRésumé : (auteur) Countrywide up-to-date tree cover maps provide valuable information for planning and management purposes to investigate location of the resources and to identify afforestation and deforestation patterns. Landsat programme offers freely available satellite data with time span more than three decades and it can serve as bases for tree cover map calculation using satellite image classification; however, practical use of classification methods is limited due to lack of user-friendly solutions and complex interpretation of the results. The objective of this study is to evaluate user-friendly hybrid classification scheme for tree cover mapping in Latvia and to explore the nature of the spectral classes and consistency of the results when methodology is applied to images of different dates. Tree cover in this context means the area covered by crown of the tree, which may or may not be considered as forest according to local provisions. Tree cover is estimated using unsupervised fuzzy c-means methods with the stability check to ensure the presence of the same spectral classes in independent tests. Spectral classes are classified into two categories: tree cover and other by employing k-nearest neighbours. Such approach does not require high quality sample data and does not include user defined internal parameters of the algorithms (however, they can be specified if needed). The best overall accuracy achieved for year 2014 was 94.2% with producer's accuracy 98.7% (tree cover), 90.5% (other land cover), user's accuracy 90.0% (tree cover), 98.8% (other land cover) and kappa 0.89. Consistency studies showed high impact (within 10% of overall accuracy) of unique conditions during the image acquisition. Some of the spectral classes represent borderline case between relatively dense tree cover and other land cover types like sparse young stands. Those cases are the main threat to the consistency between the results of different dates and seasons. [Termes IGN] ItalieRésumé : (auteur) This study presents the results of multi-seasonal WorldView-2 (WV-2) satellite images classification for the mapping of Ailanthus altissima (A. altissima), an invasive plant species thriving in a protected grassland area of Southern Italy. The technique used relied on a two-stage hybrid classification process: the first stage applied a knowledge-driven learning scheme to provide a land cover map (LC), including deciduous vegetation and other classes, without the need of reference training data; the second stage exploited a data-driven classification to: (i) discriminate pixels of the invasive species found within the deciduous vegetation layer of the LC map; (ii) determine the most favourable seasons for such recognition. In the second stage, when a traditional Maximum Likelihood classifier was used, the results obtained with multi-temporal July and October WV-2 images, showed an output Overall Accuracy (OA) value of ≈91%. To increase such a value, first a low-pass median filtering was used with a resulting OA of 99.2%, then, a Support Vector Machine classifier was applied obtaining the best A. altissima User’s Accuracy (UA) and OA values of 82.47% and 97.96%, respectively, without any filtering. When instead of the full multi-spectral bands set some spectral vegetation indices computed from the same months were used the UA and OA values decreased. The findings reported suggest that multi-temporal, very high resolution satellite imagery can be effective for A. altissima mapping, especially when airborne hyperspectral data are unavailable. Since training data are required only in the second stage to discriminate A. altissima from other deciduous plants, the use of the first stage LC mapping as pre-filter can render the hybrid technique proposed cost and time effective. Multi-temporal VHR data and the hybrid system suggested may offer new opportunities for invasive plant monitoring and follow up of management decision.
