[Termes IGN] mise à jour de base de donnéesRésumé : (Auteur) In the past few years, the production of 2D topographic databases has been completed in most industrialised countries. Presently, most efforts in the National Mapping and Cadastral Agencies (NMCAs) are devoted to the update of such databases. Because the update process is generally carried out manually by visual inspection of orthophotos, it is time-consuming and expensive. The development of semi-automatic systems is, thus, of high interest for NMCAs. The current deficits in automation and the lack of expertise within NMCAs have driven the EuroSDR (European Spatial Data Research - http://www.eurosdr.net) to launch a project in this topic. The aim of the project "Detection of unregistered buildings for updating 2D databases" is to evaluate the feasibility of semi-automatically detecting changes in a 2D building vector database from optical imagery or LIDAR. Three specific sub-topics are investigated in detail: firstly, the impact of methodology; secondly, the impact of the type and spatial resolution of input data; lastly, the impact of the complexity of the scene, especially with respect to topography and land use. A comparison of algorithms representative of the current state-of-the-art in the field of change detection is performed. In this report, we describe the three test areas used in the project, the methodology used for assessing and comparing the methods, and the results that have been obtained with the four different approaches. The results are thoroughly analysed and a discussion enables to bring out conclusions and promising directions to follow for building an optimal operational system in the future. Portable satellite telecommunications can link teams co-ordinating an evacuation. This article describes an exercice in rapid delivery of geospatial data by satellite telecommunications which enhanced the security of operations. GIS technology and high-resolution satellite imagery were integrated in a complete "evacuation GIS" complying with NATO standards. [Termes IGN] tessellationRésumé : (Auteur) Les systèmes de balayage terrestre modernes à trois dimensions (3D) comme le système TITAN nous permettent d'acquérir des jeux de données géoréférencées précis pour des régions s'étendant sur plusieurs kilomètres carrés. Ces systèmes sont composés de nombreux lasers montés sur véhicule pour obtenir les données sur les points, d'une unité GPS de grande précision pour fournir les données géoréférencées et d'une unité de mesure par inertie (UMI) pour suivre le mouvement du véhicule. Deux points faibles de ce genre d'approche sont que l'exactitude de la navigation se dégrade lorsqu'on perd le signal du GPS et que les objets en mouvement peuvent causer des artéfacts aux données. Ceci produit des anomalies particulières des données obtenues qui doivent éventuellement être corrigées, souvent manuellement, au cours de l'étape du post-traitement. Le but du présent article est de démontrer qu'en exploitant la configuration des capteurs Lidar, ces anomalies peuvent souvent être détectées automatiquement dans le jeu de données. Plus particulièrement, nous démontrons qu'à partir d'une tessellation adéquate, il est possible d'utiliser les algorithmes itératifs du point le plus près (ICP) pour localiser les anomalies de manière fiable et fournir une estimation de leur magnitude. [Termes IGN] traitement de données localiséesRésumé : (Auteur) Dans ce papier, nous proposons une nouvelle approche pour générer automatiquement des environnements géographiques virtuels Informés (EGVI) en utilisant les données fournies par les systèmes d'information géographique (SIG) pour des fins de simulations à base d'agents. Les environnements géographiques virtuels (EGV) classiques sont généralement basés sur une représentation en grille, ce qui soulève des problèmes bien connus reliés à la précision de la localisation ainsi que les difficultés à fusionner les données avec de multiples sémantiques. Notre approche utilise un modèle topologique et fournit une représentation exacte des données SIG, ce qui permet aux agents d'interagir de façon précise et autonome avec leur EGVI. Afin d'illustrer notre modèle, nous présentons une application qui extrait automatiquement des données SIG standard, et qui génère un EGVI pour analyser des informations spatiales et pour supporter la navigation des agents.
