[Termes IGN] système d'information foncièreRésumé : (auteur) The fit-for-purpose rural cadastre has been implemented for several years in the Amhara region of Ethiopia. There are no internationally accepted methodologies to evaluate the efficacy of rural cadastral systems in developing countries. In this study, an evaluation framework was designed from the literature review and used to assess the quality of the rural cadastral system. A mixed research method was applied. Data were secured from the pertinent participants, and descriptive statistics was used to analyze the data. The findings indicated that the framework developed for the quality assessment was found to be an essential tool to evaluate the efficacy of rural cadastral systems. The study identified the strengths, weaknesses, opportunities, and threats of the cadastral systems of the Amhara region, which underpinned the understanding of the spatial, legal, and institutional arrangements and statuses. Further, this study identified sets of indicators and good practices of the system. [Termes IGN] PologneRésumé : (auteur) In Poland, the cadastre is the basic register which is the source of information on cadastral entities and their property. Therefore, it should constitute a reliable source of information in the scope of establishing the range of law, its nature, but also the subject of its ownership. However, it is necessary to be able to not only check the current information on the legal status and its scope, but also review past statuses or determine the rights that will influence real estate in the future. The cadastre and related rights are changing very dynamically over time, and each state has a very strict reference to the previous state. Therefore, in order to manage real estate in the most effective way, it is necessary to record temporal attributes of cadastre objects. The main objective of this paper is to define the legal issues related to the possibility of registration at the time of creation or modification of object in the Polish cadastre. This paper includes analyses of both Polish legal regulations and European standards and norms. Moreover, the article presents the results of comparative analyses concerning the data model of cadastre and INSPIRE and Land Administration Domain Model (LADM) data models for the theme cadastral parcel in terms of temporal aspect. Societies in which oral traditions, stories, dances, cultural icons, and artifacts give effect to the land tenure system struggle to preserve the primary elements of their culture in a modern technological society and struggle to lay claim to “their” territories which governments frequently regard as vacant state-owned land. Post-conflict societies often deal with refugees flowing into an area, returning refugees, internally displaced persons, and collapsed land-administration institutions, providing opportunities for powerful coalitions of individuals to grab vacant land, and newly established state institutions often appropriate and reallocate vacant land that is clearly owned by someone who has fled the conflict. Conventional land registration and cadastral survey systems are seldom designed to cater to the complex set of social relationships that characterize these and numerous similar situations. Our research group is developing a software system that should be simple in its design yet sufficiently flexible to cater to a combination of different land-related applications in areas where official recognition of land tenure is uncertain. Accordingly, a most simple structure for a cadastral information model that can handle multimedia data is being explored. The model incorporates four, inter-related classes: (1) Person (representing rights holders, e.g., juristic persons, companies, and social structures); (2) Reference Instrument (e.g., a title, a deed, or some other form of reference); (3) Land Object (which includes parcels, dwellings, trees, or trap lines); (4) Media Item (includes a wide range of media files such as video clips, audio files, maps, images, and/or photographs). This model provides a great deal of flexibility, and—if used properly—a range of different types of data can be stored, related, mixed, and matched. This paper describes some of the technical challenges involved in developing the software. The focus is on the technical, legal, and organizational aspects of systems of land registration and their interrelations, and the effects thereof on the functioning of systems of land registration. This is done through a (comparative) case study in four countries. The subject matter of systems of land registration is introduced in this chapter. Attention is given to the existing knowledge regarding the subject matter, including the strengths and weaknesses thereof, and to the role a systems approach can play thereby. Special attention is given in § 2 to the relevance of land registration for a society. In § 3 the research questions that form the base for this study are elaborated. The methodologies used for tackling those (literature study and case study) are described, as well as how this was undertaken.
