[Termes IGN] surveillance hydrologiqueRésumé : (Auteur) In this paper, we present a complete framework to support the monitoring of natural and man-made disasters by means of synthetic aperture radar (SAR) images. The fractal geometry is the most appropriate mathematical instrument in describing the irregularity of a natural observed scene, by means of few effective and reliable parameters. Therefore, fractal concepts can be used to model and identify geometrical changes that occurred in areas hit by disasters. We present an overall framework employing fractal-based models, algorithms, and tools to support the identification of natural area changes due to natural or man-made disasters. Such a framework includes an algorithm used to extract fractal parameters from a 2-D signal, a fractal interpolation tool, and a SAR raw-signal simulator. The combined use of these tools provides an innovative instrument for disaster monitoring applications. In this paper, we implement the fractal framework to obtain a relation between the fractal parameters of a SAR image and those of the relative imaged area. In addition, a case study is discussed, showing the potentiality of our framework for flooding detection. [Termes IGN] spatial metricsRésumé : (Auteur) This paper aims to present a new approach for automatic extraction of building footprints in a combination of the IKONOS imagery with pan-sharpened multi-spectral bands and the low-sampled (not, vert, similar 0.1 points/m2) airborne laser scanning data acquired from the Optech's 1020 ALTM (Airborne Laser Terrain Mapper). Initially, a laser point cluster in 3D object space was recognized as an isolated building object if all the member points were similarly attributed as building points by investigating the height property of laser points and the normalized difference vegetation indices (NDVI) driven from IKONOS imagery. As modelling cues, rectilinear lines around building outlines collected by either data-driven or model-driven manner were integrated in order to compensate the weakness of both methods. Finally, a full description of building outlines was accomplished by merging convex polygons, which were obtained as a building region was hierarchically divided by the extracted lines using the Binary Space Partitioning (BSP) tree. The system performance was evaluated by objective evaluation metrics in comparison to the Ordnance Survey's MasterMap®. This evaluation showed the delineation performance of up to 0.11 (the branching factor) and the detection percentage of 90.1% (the correctness) and the overall quality of 80.5%. [Termes IGN] vectorisationRésumé : (Auteur) A method for the automatic detection and vectorization of roads from lidar data is presented. To extract roads from a lidar point cloud, a hierarchical classification technique is used to classify the lidar points progressively into road and non-road points. During the classification process, both intensity and height values are initially used. Due to the homogeneous and consistent nature of roads, a local point density is introduced to finalize the classification. The resultant binary classification is then vectorized by convolving a complex-valued disk named the Phase Coded Disk (PCD) with the image to provide three separate pieces of information about the road. The centerline and width of the road are obtained from the resultant magnitude image while the direction is determined from the corresponding phase image, thus completing the vectorized road model. All algorithms used are described and applied to two urban test sites. Completeness values of 0.88 and 0.79 and correctness values of 0.67 and 0.80 were achieved for the classification phase of the process. The vectorization of the classified results yielded RMS values of 1.56 m and 1.66 m, completeness values of 0.84 and 0.81 and correctness values of 0.75 and 0.80 for two different data sets.
