[Termes IGN] web mappingIndex. décimale : PROJET Mémoires : Rapports de projet - stage des ingénieurs de 2e année Résumé : (Auteur) Le but du stage est de concevoir un modèle 3D des zones administratives de Tallinn à partir de la base de données servant à construire le fond de carte au 1:2000 sur l’ensemble de la ville. Le modèle numérique de la zone urbaine comprend des données 3D de bâtiments, construits à partir de polygones 2D et des informations de hauteur, ainsi que d'autres éléments du paysage et des objets connexes, comme des arbres, des lampes, des murs, des clôtures, des haies, etc. Pour ce faire, des règles procédurales sont construites à l’aide du logiciel CityEngine d’Esri. Un modèle numérique de terrain, généré à partir d’un nuage de points, est quant à lui utilisé pour visualiser le sol. Les données 3D sont ensuite partagées sous forme d’une scène appréciable en utilisant la visionneuse Web propre à CityEngine. Note de contenu : 1-Introduction

[Vedettes matières IGN] GéovisualisationRésumé : (auteur) The need for the real-time interactive co-visualization of 3D urban environments on a Web-based virtual Globe arises naturally in GIS but it still remains challenging due to the complexity of city models and their huge data sizes which largely overload the computational power and memory capacity of client devices. Especially on the Web, the visualization of city models makes their rendering not real-time because of the lack of content adaptation and progressive data transmission. This paper presents technical solutions for the co-visualization of massive city models in a Web-based virtual globe, allowing navigation over 3D cities on the globe in real-time. The volume of 3D city data, such as building data, does not allow us to render them directly, nor to keep them in the main memory. We propose to use not only a hierarchical presentation of geo-spatial data to create a chunk-based multiple resolution data structure which reduces complexity of the geometry being rendered; but also a view dependent algorithm so that only small subsets of 3D city models are streamed progressively in real-time and kept in client memory to contribute efficiently to the rendered image. Experimental results show that we can navigate over 3D cities on the Globe in real-time. Targeting the general public, they offer ease of use, but while they allow efficient navigation from a pedestrian level, the immersive quality of such renderings is still low. The user is usually stuck at specific positions and transitions bring out artefacts, in particular parallax and aliasing. We propose a method to enhance the realism of street view navigation systems using a hybrid rendering based on realtime projective texturing on meshes and pointclouds with occlusion handling, requiring extremely minimized pre-processing steps allowing fast data update, progressive streaming (mesh-based approximation, with point cloud details) and unaltered raw data precise visualization. [Termes IGN] Web Feature ServiceRésumé : (auteur) Urban planning data are produced and diffused by municipalities or state services. French strategy to reach INSPIRE requirements consists in two steps. First, all the data will be digitized by producers by 2020 using national CNIG standard. Then the data gathered on the national urban planning website will be processed in order to fulfil INSPIRE data model. This gathering will be made manually or automatically, through web services. Two types of services are foreseen: OGC WFS and ATOM feed.
Inspire download service technical guidelines based on WFS were not sufficient to reach expected level of interoperability. Another profile has been defined based on OGC WFS standard. This profile is compliant with the Inspire download service direct access conformance class. Some requirements have been added on the content of GetCapabilities response document: keywords, abstract, profile, metadataUrl. Some constraints have been added at the service level: Two formats have to be supported (GML and SHAPE-ZIP, to be compliant both with OGC WFS standard and the original national CNIG standard), several coordinates systems have to be provided (for France and its overseas territories) in addition to European reference systems to be compliant with national requirements. Additional requirements have been added to describe more precisely published data. As the national CNIG standard is based on a shapefile implementation, a GML encoding of this standard has been provided (as a GML schema), as well as the list of features types to be provided. As a huge amount of data is foreseen, it is not an option to harvest data on a regular basis so an update system has been set up. The mechanism is based on the updateSequence attribute of the GetCapabilities document. A filter is then done based on identifiers to find updated objects.
This profile is being implemented so it is regularly amended based on comments/feedbacks. The goal will be to have a profile able to provide the level of interoperability to make the French urban planning infrastructure work. This infrastructure will also be the INSPIRE-compliant infrastructure offering data harmonized at a national level. This experience could be useful to other member states willing to set up such an infrastructure, even in other domains. [Termes IGN] web mappingRésumé : (auteur) The scope of the paper is to test if the online dynamic maps such as the OpenStreetMap (OSM) can be used for official mapping projects such as Cadastre, to investigate the advantages and the concerns of online and open to the public procedures and to identify those differentiations between experts and amateurs that play a critical role in such official projects. The specific research is focused on the use of OSM in urban areas as an alternative method to the official cadastral surveys. This paper presents the possibilities and the perspectives of OSM for spatial and attribute cadastral data collection and storage for the compilation of draft cadastral maps as an alternative methodology within the terms of the volunteered geographic information (VGI). The authors carried out a practical experiment in an extended part of the historic city centre of Athens and updated the online dynamic map of OSM with attribute and spatial cadastral data. Surveying students explored the capacities of the dynamic map in two steps: (a) in a section where the polygons of the buildings already existed on the map, they had to improve it with attribute data, and (b) in another section where no relevant polygons existed, a spatial and attribute data enhancement was required. The research was based on the various approaches that each student adopted and the freedom that the OSM offers to the users. The results show that users can easily distinguish the differences in capacities between the OSM and the commercial software; the inexpensive, easy to use and quick methodology of the OSM in contrast to the accurate, authoritative and assured methodology of the commercial software.
