[Termes IGN] système d'information foncièreRésumé : (Auteur) The main aim of this paper is to document the gradual evolution of cadastral maps and associated land books in the area of today’s Austria as well as the more dramatic development of the cadastral system in Galicia (Poland). The continuous development of the Austrian system is compared to the more gradual evolution of the Polish system, the development of which was more complex because of the historical and political developments in this country’s turbulent past. However both systems have common roots with the Franciscan Cadastre. The investigation is based on development of the legal instruments, the institutional settings, the technical procedures, and the final products of the respected countries. The comparison of the development in the two countries and the results of the investigated quality assessment of cadastral maps clearly document that the smooth development of a cadastre requires a stable political situation. The Austrian cadastre had already almost finished the period of consolidation, harmonization, and completion in 1938. This allowed a new area of further development to evolve after 1945. In Poland, the unfinished tasks of homogenization and harmonization in 1939 and the significant changes in the political system in 1945 delayed consolidation, harmonization, and completion of the cadastral system and impeded the continuous development of the system for the next decades. Although a lot of climate information is available at the global and regional scale, this is often not the case at the local urban scale. In an effort to lay the methodological groundworks for reliable urban climate services, URCLIM explores a compound handling of these uncertainties for various European cities and applies it to the assessment of adaptation measures. [Vedettes matières IGN] Ecologie forestièreRésumé : (auteur) The protection of forests is crucial to providing important ecosystem services, such as supplying clean air and water, safeguarding critical habitats for biodiversity, and reducing global greenhouse gas emissions. Despite this importance, global forest loss has steadily increased in recent decades. Protected Areas (PAs) currently account for almost 15% of Earth’s terrestrial surface and protect 5% of global tree cover and were developed as a principal approach to limit the impact of anthropogenic activities on natural, intact ecosystems and habitats. We assess global trends in forest loss inside and outside of PAs, and land cover following this forest loss, using a global map of tree cover loss and global maps of land cover. While forests in PAs experience loss at lower rates than non-protected forests, we find that the temporal trend of forest loss in PAs is markedly similar to that of all forest loss globally. We find that forest loss in PAs is most commonly—and increasingly—followed by shrubland, a broad category that could represent re-growing forest, agricultural fallows, or pasture lands in some regional contexts. Anthropogenic forest loss for agriculture is common in some regions, particularly in the global tropics, while wildfires, pests, and storm blowdown are a significant and consistent cause of forest loss in more northern latitudes, such as the United States, Canada, and Russia. Our study describes a process for screening tree cover loss and agriculture expansion taking place within PAs, and identification of priority targets for further site-specific assessments of threats to PAs. We illustrate an approach for more detailed assessment of forest loss in four case study PAs in Brazil, Indonesia, Democratic Republic of Congo, and the United States. [Termes IGN] vision par ordinateurRésumé : (auteur) This article proposes an efficient and adaptive statistical superpixel merging approach with edge penalty for polarimetric synthetic aperture radar (PolSAR) image segmentation. Based on the initial superpixel over-segmentation result obtained by our previously proposed adaptive polarimetric superpixel generation algorithm (Pol-ASLIC), this work achieves efficient and accurate PolSAR image segmentation by merging superpixels using the statistical region merging (SRM) framework. This article proposes to define a new dissimilarity measure between superpixels, which takes the edge penalty into consideration, leading to a reasonable and accurate merging order for superpixel pairs. With regard to the merging predicate of superpixels, a polarimetric homogeneity measurement (HoM) is used to define the merging threshold, making the merging predicate and merging threshold adaptive to the PolSAR image content. Experimental results on three airborne and one spaceborne PolSAR data sets demonstrate that the proposed approach can effectively improve the computation efficiency and segmentation accuracy in comparison with state-of-the-art merging-based methods for PolSAR data. More importantly, the proposed approach is free of parameters and easy to use. [Termes IGN] segmentation d'imageRésumé : (Auteur) This article proposes a new building extraction method from high-resolution remote sensing images, based on GrabCut, which can automatically select foreground and background samples under the constraints of building elevation contour lines. First the image is rotated according to the direction of pixel displacement calculated by the rational function Model. Second, the Canny operator, combined with morphology and the Hough transform, is used to extract the building's elevation contour lines. Third, seed points and interesting points of the building are selected under the constraint of the contour line and the geodesic distance. Then foreground and background samples are obtained according to these points. Fourth, GrabCut and geometric features are used to carry out image segmentation and extract buildings. Finally, WorldView satellite images are used to verify the proposed method. Experimental results show that the average accuracy can reach 86.34%, which is 15.12% higher than other building extraction methods.
