[Termes IGN] teneur intégrée en vapeur d'eauRésumé : (auteur) [motivation] Within the COST Action ES1206 “Advanced Global Navigation Satellite Systems tropospheric products for monitoring severe weather events and climate” (GNSS4SWEC), there was a clear interest and need to homogenize Integrated Water Vapour (IWV) datasets retrieved from Global Navigation Satellite System (GNSS) observations, by correcting (artificial) breakpoints due to e.g. instrumental changes. Based on the results of an inquiry, a homogenization activity was started within Working Group 3 (”Use of GNSS tropospheric products for climate monitoring”), targeting the following objectives: (i) select one or two long-term reference datasets, (ii) apply different homogenization algorithms on these reference datasets, and build up a list of commonly identified inhomogeneities based on statistical detection and metadata information, and (iii) come up with an homogenized version of the reference dataset that can be re-used to study climate trends and time variability by the entire community. [Vedettes matières IGN] Ecologie forestièreRésumé : (auteur) Spatially-explicit dataset of plant species occurrences collected in the Province of Siena (Central Italy) is analysed, with the aim of investigating a) the relative role of environmental factors in shaping spatial patterns of plant species richness, and b) how the spatial scale at which predictors have been sampled determines the explicative power of species richness models. The optimal spatial resolution of analysis was evaluated with respect to the total deviance explained by models, using a set of environmental and remotely sensed derived predictors calculated at different spatial scales. Results confirm the hypothesis that the predictive power of landscape structure is influenced by the spatial scale at which predictor variables have been sampled. Furthermore, the relevance of identifying a proper geographical scale of investigation, hence minimizing the redundancy in the predictor variables and maximising the explanatory power of the single groups of predictor variables, is highlighted as well. [Termes IGN] surveillance forestièreRésumé : (Auteur) Forest mapping from satellite sensor imagery provides important information for the timely monitoring of forest growth and deforestation, bioenergy potential assessment, and modeling of carbon flux, among others. Due to the daily global revisit rate and wide swath width, MODerate-resolution Imaging Spectroradiometer (MODIS) images are used commonly for satellite-derived forest mapping at both regional and global scales. However, the spatial resolution of MODIS images is too coarse to observe fine spatial variation in forest cover. The last few decades have seen the production of several fine-spatial-resolution satellite-derived global forest cover maps, such as Hansen's global tree canopy cover map of 2000, which includes abundant spectral, temporal, and spatial prior information about forest cover at a fine spatial resolution. In this paper, a novel learning-based spatial-temporal superresolution mapping approach is proposed to integrate both current MODIS images and prior maps of Hansen's tree canopy cover, to map present forest cover with a fine spatial resolution. The novel approach is composed of three main stages: 1) automatic generation of 240-m forest proportion images from both 240- and 480-m MODIS images using a nonlinear learning-based spectral unmixing method; 2) downscaling the 240-m forest proportion images to 30 m to predict the class possibilities at the subpixel scale using a temporal-example learning-based downscaling method; and 3) final production of the fine-spatial-resolution forest map by solving a regularization-based optimization problem. The novel approach produced more accurate fine-spatial-resolution forest cover maps in terms of both visual and quantitative evaluation than traditional pixel-based classification and the latest subpixel based superresolution mapping methods. The results show the great efficiency and potential of the novel approach for producing fine-spatial-resolution forest maps from MODIS images. [Termes IGN] retard troposphérique zénithalRésumé : (Auteur) Precise Point Positioning (PPP) is a well-known technique of positioning by Global Navigation Satellite Systems (GNSS) that provides accurate solutions. With the availability of real-time precise orbit and clock products provided by the International GNSS Service (IGS) and by individual analysis centers such as Centre National d’Etudes Spatiales through the IGS Real-Time Project, PPP in real time is achievable. With such orbit and clock products and using dual-frequency receivers, first-order ionospheric effects can be eliminated by the ionospheric-free combination. Concerning the tropospheric delays, the Zenith Hydrostatic Delays can be quite well modeled, although the Zenith Wet Delays (ZWDs) have to be estimated because they cannot be mitigated by, for instance, observable combinations. However, adding ZWD estimates in PPP processing increases the time to achieve accurate positions. In order to reduce this convergence time, we (1) model the behavior of troposphere over France using ZWD estimates at Orphéon GNSS reference network stations and (2) send the modeling parameters to the GNSS users to be introduced as a priori ZWDs, with an appropriate uncertainty. At the user level, float PPP-RTK is achieved; that is, GNSS data are performed in kinematic mode and ambiguities are kept float. The quality of the modeling is assessed by comparison with tropospheric products published by Institut National de l’Information Géographique et Forestière. Finally, the improvements in terms of required time to achieve 10-cm accuracy for the rover position (simulated float PPP-RTK) are quantified and discussed. Results for 68 % quantiles of absolute errors convergence show that gains for GPS-only positioning with ZWDs derived from the assessed tropospheric modeling are about: 1 % (East), 20 % (North), and 5 % (Up). Since ZWD estimation is correlated with satellite geometry, we also investigated the positioning when processing GPS + GLONASS data, which increases significantly the number of available satellites. The improvements achieved by adding tropospheric corrections in this case are about: 2 % (East), 5 % (North), and 13 % (Up). Finally, a reduction in the number of reference stations by using a sparser network configuration to perform the tropospheric modeling does not degrade the generated tropospheric corrections, and similar performances are achieved. [Termes IGN] prospectiveRésumé : (auteur) Au niveau local, la compréhension et le traitement des enjeux environnementaux nécessite la mise en place d’approches de plus en plus transversales (pour la définition de stratégies, la mise en œuvre de projets, etc.). Cela doit se traduire par un décloisonnement des politiques publiques, via une gestion moins verticale et plus intégrée des différentes compétences de la collectivité. Dans ce contexte, on constate un besoin croissant de données de différentes natures, afin d’aider à la décision les pouvoirs publics et leurs parties prenantes, comme par exemple dans le cadre de projets de transformation urbaine. En parallèle, on assiste à un élargissement exponentiel des possibilités offertes par le numérique ainsi qu’à de nouvelles opportunités en matière de données mobilisables et de moyens de les traiter et de les valoriser via des outils pour la création de connaissance. Le présent article s’appuie sur l’analyse de l’environnement technologique et informationnel des données et des outils d’observation, d’analyse et de prospective territoriale, pour éclairer le paradoxe entre le besoin identifié d’appui à la décision publique et le faible développement de solutions adaptées pour y répondre de manière optimale. Articulée autour du cycle de vie des données, l’analyse des enjeux pour optimiser la valorisation des données territoriales et améliorer leur gouvernance apporte des pistes pour répondre à cette inadéquation.
