[Termes IGN] ressources forestièresRésumé : (auteur) We used remotely sensed data from the Landsat-8 and WorldView-2 satellites to estimate vegetation burn severity of the Creek Fire on the San Carlos Apache Reservation, where wildfire occurrences affect the Tribe’s crucial livestock and logging industries. Accurate pre- and post-fire canopy maps at high (0.5-meter) resolution were created from WorldView-2 data to generate canopy loss maps, and multiple indices from pre- and post-fire Landsat-8 images were used to evaluate vegetation burn severity. Normalized difference vegetation index based vegetation burn severity map had the highest correlation coefficients with canopy loss map from WorldView-2. Two distinct approaches - canopy loss mapping from WorldView-2 and spectral index differencing from Landsat-8 - agreed well with the field-based burn severity estimates and are both effective for vegetation burn severity mapping. Canopy loss maps created with WorldView-2 imagery add to a short list of accurate vegetation burn severity mapping techniques that can help guide effective management of forest resources on the San Carlos Apache Reservation, and the broader fire-prone regions of the Southwest. [Termes IGN] vulnérabilitéRésumé : (auteur) Ce travail porte sur l’évaluation des facteurs de vulnérabilité aux risques liés à l’eau des populations andines vénézuéliennes de la vallée du rio Mocotíes, touchée en février 2005 par des inondations et des coulées de boue catastrophiques (la vaguada). L’article examine en particulier le rôle des changements d’occupation du sol (déforestation, transformation des surfaces cultivées, extension du bâti) et des pratiques agricoles dans la vulnérabilité sociale que cette catastrophe a notamment mise en évidence. La méthodologie s’appuie sur le croisement de données cartographiques, produites à partir d’images satellitales (programme ISIS SPOT 2012) ou de photographies aériennes, et de données issues d’enquêtes sociales. Elle consiste donc à mettre en parallèle l’évolution de l’occupation du sol observée instrumentalement et celle socialement perçue. Au-delà de la réalité et de l’ampleur des changements observés, l’article montre ainsi une hiérarchisation variable des facteurs de vulnérabilité selon les catégories d’acteurs (habitants, agriculteurs, élus…). Ainsi est mis en lumière le rôle fondamental des représentations sociales dans la construction du discours sur le risque, et donc par conséquent, sur la construction de la vulnérabilité. [Termes IGN] traitement de données GNSSRésumé : (auteur) The differential GPS (DGPS) performance can be affected by the ionospheric variability, especially in low-latitude areas. We evaluated the behavior of the ionospheric variability in low-latitude areas in the 11-year cycle of the solar activity. During periods of solar maximum, the percentage of the daily maximum gradient that exceeds 50 mm/km has reached 73 % in 2001. Assuming that the baseline length is 20 km, the gradient larger than 50 mm/km can lead to more than 1.0-m ranging error, which is significant if we want to achieve meter-level accuracy with DGPS. An ionospheric gradient model built from a number of reference stations is proposed for estimating the differential ionospheric delays. The effectiveness of the model is demonstrated under both the quiet and active ionospheric conditions in low-latitude areas. For a short baseline length of 16.9 km in Hong Kong, the horizontal positioning accuracy can be improved by 41 and 61 % during active solar years and geomagnetic storms, respectively. The improvements show that the model is capable of reducing the spatial decorrelation caused by the ionospheric variability, and the model can be used in DGPS especially over the regions, such as low-latitude areas, where the large ionospheric variability happens frequently. Although in Precise Point Positioning (PPP) the ionospheric delay is corrected to a first order through the ‘iono-free combination’, significant errors may still be observed when large electron density gradients are present. To confirm this phenomenon, the temporal behavior of intense fluctuations of total electron content (TEC) and PPP altitude accuracy at equatorial latitudes are analyzed during four years of different solar activity. For this purpose, equatorial plasma irregularities are identified with periods of high rate of change of TEC (ROT). The largest ROT values are observed from 19:00 to 01:00 LT, especially around magnetic equinoxes, although some differences exist between the stations depending on their location. Highest ROT values are observed in the American and African regions. In general, large ROT events are accompanied by frequent satellite signal losses and an increase in the PPP altitude error during years 2001, 2004 and 2011. A significant increase in the PPP altitude error RMS is observed in epochs of high ROT with respect to epochs of low ROT in years 2001, 2004 and 2011, reaching up to 0.26 m in the 19:00–01:00 LT period.
