[Termes IGN] température de l'airRésumé : (auteur) [introduction] The assessments and analyses presented in this chapter focus predominantly on the measured differences of climate and weather observables from previous conditions, years, and decades to place 2019 in context. Many of these differences have direct impacts on people, for example, their health and environment, as well as the wider biosphere, but are beyond the scope of these analyses. For the last few State of the Climate reports, an update on the number of warmer-than-average years has held no surprises, and this year is again no different. The year 2019 was among the three warmest years since records began in the mid-to-late 1800s. Only 2016, and for some datasets 2015, were warmer than 2019; all years after 2013 have been warmer than all others back to the mid-1800s. Each decade since 1980 has been successively warmer than the preceding decade, with the most recent (2010–19) being around 0.2°C warmer than the previous (2000–09). This warming of the land and ocean surface is reflected across the globe. For example, lake and permafrost temperatures have increased; glaciers have continued to lose mass, becoming thinner for the 32nd consecutive year, with the majority also becoming shorter during 2019. The period during which Northern Hemisphere (NH) lakes were covered in ice was seven days shorter than the 1981–2010 long-term average, based on in situ phenological records. There were fewer cool extremes and more warm extremes on land; regions including Europe, Japan, Pakistan, and India all experienced heat waves. More strong than moderate marine heat waves were recorded for the sixth consecutive year. And in Australia (discussed in more detail in section 7h4), moisture deficits and prolonged high temperatures led to severe impacts during late austral spring and summer, including devastating wildfires. [Termes IGN] valeur aberranteRésumé : (auteur) Integration of aerial and ground images has been proved as an efficient approach to enhance the surface reconstruction in urban environments. However, as the first step, the feature point matching between aerial and ground images is remarkably difficult, due to the large differences in viewpoint and illumination conditions. Previous studies based on geometry-aware image rectification have alleviated this problem, but the performance and convenience of this strategy are still limited by several flaws, e.g. quadratic image pairs, segregated extraction of descriptors and occlusions. To address these problems, we propose a novel approach: leveraging photogrammetric mesh models for aerial-ground image matching. The methods have linear time complexity with regard to the number of images. It explicitly handles low overlap using multi-view images. The proposed methods can be directly injected into off-the-shelf structure-from-motion (SFM) and multi-view stereo (MVS) solutions. First, aerial and ground images are reconstructed separately and initially co-registered through weak georeferencing data. Second, aerial models are rendered to the initial ground views, in which color, depth and normal images are obtained. Then, feature matching between synthesized and ground images are conducted through descriptor searching and geometry-constrained outlier removal. Finally, oriented 3D patches are formulated using the synthesized depth and normal images and the correspondences are propagated to the aerial views through patch-based matching. Experimental evaluations using five datasets reveal satisfactory performance of the proposed methods in aerial-ground image matching, which succeeds in all of the ten challenging pairs compared to only three for the second best. In addition, incorporation of existing SFM and MVS solutions enables more complete reconstruction results, with better internal stability. [Termes IGN] spectroradiomètreRésumé : (auteur) The Moderate Resolution Imaging Spectroradiometer (MODIS) instrument on the Terra spacecraft is completing two decades of successful Earth observations, providing the scientific community with numerous products and supporting applications, such as land surface cover, sea surface temperature, aerosol properties, and vegetation. The 20 reflective solar bands (RSBs) cover a wavelength range from 0.41 to 2.1 μm and are calibrated primarily using a solar diffuser (SD), with lunar measurements and Earth-view (EV) response trends from desert sites used for the response versus scan-angle (RVS) characterization. Prelaunch analysis showed that a few short-wavelength RSBs of Terra MODIS are particularly sensitive to the polarization of the incident light, with on-orbit results further indicating that the polarization sensitivity has experienced changes that are wavelength, mirror side (MS), and scan-angle dependent. Although the primary calibrator, the SD, should provide an unpolarized light, supplemental inputs from the EV response trends used in the RVS characterization are impacted by the Earth scene polarization. The EV trends, uncorrected for polarization, pose a significant challenge in the RVS characterization for the short wavelength bands (3, 8, 9, and 10), therefore impacting the long-term trends and uncertainty characterization. Previous studies from the MODIS Characterization Support Team (MCST) and the National Aeronautics and Space Administration (NASA) Ocean Biology Processing Group (OBPG) have independently estimated the polarization correction to be applied on the calibrated products to mitigate the impacts to some extent. The estimated DD ionospheric delay derived from the Kalman-filter floating solution is adopted to modify the floating NL ambiguities. Modified by the smooth DD ionospheric delay, the NL ambiguity residuals are mostly within 0.5 cycles over medium-long baselines, showing a significant improvement in contrast to the classical TCAR method. The positioning performances of the modified method are even better than the LAMBDA method over 72 and 634 km baselines. As the ambiguity can be correctly fixed just after several epochs, high-precision positioning can be achieved in a very short time.
