[Termes IGN] mise à jour de base de donnéesRésumé : (auteur) Image change detection has been extensively tackled in the literature in various domains, and in particular for remote sensing purposes. Indeed, very high resolution geospatial images are nowadays ubiquitous and can be used to update existing 2D and 3D geographical databases. Such databases can be projected into the image space, by a rasterization step. Therefore, they provide 2D label maps that can be subsequently compared with classifications resulting for geospatial image processing. In this paper, we propose a classification-based method to detect changes between label maps created from 2D land-cover databases and an more recent orthoimage, without any prior assumptions about the databases composition. Our supervised method is based both on an efficient training set selection and a hierarchical decision process, that follows the structure of topographical databases. This allows to take into account the intrinsic heterogeneity of the objects and themes composing a database while limiting false detection rates, a standard limitation of existing approaches. The designed framework is successfully applied on very high resolution images of Pleiades sensor and two distinct national land-cover databases. [Termes IGN] occupation du solRésumé : (Auteur) La pression démographique et l'urbanisation croissante entraînent la concentration des populations dans des espaces plus ou moins réduits. La pression foncière engendrée conjuguée à la destruction du couvert végétal entraînent la dégradation des sols. Ces conséquences préoccupent les collectivités territoriales, les élus locaux, et les aménageurs du territoire. Ainsi il importe d'évaluer l'aire d'une classe d'occupation du sol dans le futur et son influence sur les autres classes d'occupation du sol tout en précisant sa localisation et sa composition. C'est dans cette optique que s'inscrit la présente étude qui a pour objectif de réaliser l'étude de la dynamique de l'occupation du sol de 1986 à 2003 du secteur d'étude, situé au Centre-Ouest de la Côte d'Ivoire afin de faire une prévision du mode d'occupation du sol pour l'horizon 2020. L'étude des changements réalisés s'appuie sur des simulations et fait appel à la modélisation dont la complexité est prise en compte dans cette étude à travers l'utilisation d'une chaîne de Markov spatialisée qui résulte du couplage d'un modèle de Markov observable et d'un automate cellulaire. Les images satellitaires Landsat TM et ETM+ qui ont servi pour cette analyse spatio-temporelle ont été préalablement classifiées par un champ de Markov. La classification a été appliquée sur les compositions colorées des premières composantes principales des images Landsat TM de 1968 et ETM+ de 2003 totalisant respectivement 94,7% et 97,4% des informations. L'étude de l'occupation du sol de 1986 à 2003 a révélé que jusqu'à la fin de cette période, environ la moitié du secteur d'étude était recouverte par la forêt (47%) et la pression anthropique s'exerçait sur 54,43% des ressources forestières. Les prévisions montrent également qu'en 2020 la forêt ne couvrira qu'environ le tiers du secteur d'étude soit 37,6% et la pression anthropique augmenteront davantage. [Termes IGN] température de luminanceRésumé : (Auteur) Measurements of both the Soil Moisture and Ocean Salinity (SMOS) and Aquarius L-band microwave radiometers show a significant presence of radio frequency interference (RFI), although they operate in a protected frequency band where transmission is prohibited. RFI detection and mitigation remain a challenging problem for both missions, especially for low or moderate (i.e., on the order of 10 K or less) amplitude contributions. An algorithm for low-level source detection and mitigation is already included in Aquarius data sets, and both Aquarius and SMOS have distinct attributes that can potentially enable further improvements in detection and mitigation of these sources to some degree. The combination of SMOS and Aquarius data sets may enable further future improvements as well. Initial efforts toward this goal are reported in this paper. Similarities and differences in RFI effects on SMOS and Aquarius are examined, with a particular focus on instrument properties that cause differences in received RFI power in SMOS and Aquarius observations of a specific source. A study is also performed of SMOS observations for regions reported by Aquarius to contain “low-level” RFI. It is shown that the detection of these sources in the SMOS data set is challenging and that the dependence of the SMOS third and fourth Stokes parameters on incidence angle makes the polarimetric features of SMOS difficult to utilize for low-level source detection. However, an angular fitting procedure suggested previously in the literature can, in some cases, detect such sources in horizontal and vertical polarizations. [Termes IGN] série temporelleRésumé : (Auteur) Optical Earth Observation data with moderate spatial resolutions, typically MODIS (Moderate Resolution Imaging Spectroradiometer), are of particular value to environmental applications due to their high temporal and spectral resolutions. Time-series of MODIS data capture dynamic phenomena of vegetation and its environment, and are considered as one of the most effective data sources for land cover mapping at a regional and national level. However, the time-series, multiple bands and their derivations such as NDVI constitute a large volume of data that poses a significant challenge for automated mapping of land cover while optimally utilizing the information it contains. In this study, time-series of 10-day cloud-free MODIS composites and its derivatives – NDVI and vegetation phenology information, are fully assessed to determine the optimal data sets for deriving land cover. Three groups of variable combinations of MODIS spectral information and its derived metrics are thoroughly explored to identify the optimal combinations for land cover identification using a data mining tool. The results, based on the assessment using time-series of MODIS data, show that in general using a longer time period of the time-series data and more spectral bands could lead to more accurate land cover identification than that of a shorter period of the time-series and fewer bands. However, we reveal that, with some optimal variable combinations of few bands and a shorter period of time-series data, the highest possible accuracy of land cover classification can be achieved. [Termes IGN] zone sinistréeRésumé : (Auteur) Fast-Responder is a data dissemination concept and research prototype designed to meet the needs of first responders to access recent remote sensing information for disaster response. It achieves fast performance by unique system trade-offs centered on a core concept called Fast-Earth, a geospatially-organized cache. Whereas traditional databases store images by collection time, requiring long searches and slow downloads, Fast-Earth subdivides the earth into small regions called plats affixed size enabling rapid look-up and download. Recent data can be indexed rapidly in about 10 minutes/terabyte. With the mobile application, FastResponder, Smartphone users can use a rapid Fast-Earth look-up to discover layers of data, download small chips, and flicker multiple image layers in less than a minute. Our fast rubble detection algorithm applied at the server enhances mono-temporal post-event optical imagery in less than one second/plat. We demonstrate the end-to-end system with remote sensing data from the 2010 Haiti earthquake.
