With these techniques, a population unit prediction is calculated as a linear combination of observations for a selected number of population units in a sample that are most similar, or nearest, in a space of ancillary variables to the population unit requiring the prediction. Nearest neighbors techniques are appealing for multiple reasons: they can be used with categorical response variables for which the objective is classification and with continuous response variables for which the objective is prediction; they can be used for both univariate and multivariate prediction; they are non-parametric in the sense that no assumptions regarding the distributions of response or predictor variables are necessary; they are synthetic in the sense that they can readily use information external to the geographic area for which an estimate is sought; they are useful for map construction, small area estimation, and inference; and they can be used with a wide variety of data sets. Recent advances and emerging issues in nearest neighbors techniques are reviewed for four topic areas: (1) distance metrics, (2) optimization, (3) diagnostic tools, and (4) inference. The focus of the study is estimation of mean forest stem volume per unit area for small areas using a combination of forest inventory observations and Landsat Thematic Mapper (TM) imagery. However, the concepts and techniques are generally applicable for all nearest neighbors problems. [Termes IGN] surveillance de la végétationRésumé : (Auteur) Since fire is a major threat to forests and wooded areas in the Mediterranean environment of Southern Europe, systematic regional fire monitoring is a necessity. Satellite data constitute a unique cost-effective source of information on the occurrence of fire events and on the extent of the area burned. Our objective is to develop a (semi-)automated algorithm for mapping burned areas from medium spatial resolution (30 m) satellite data. In this article we present a multi-criteria approach based on Spectral Indices, soft computing techniques and a region growing algorithm; theoretically this approach relies on the convergence of partial evidence of burning provided by the indices. Our proposal features several innovative aspects: it is flexible in adapting to a variable number of indices and to missing data; it exploits positive and negative evidence (bipolar information) and it offers different criteria for aggregating partial evidence in order to derive the layers of candidate seeds and candidate region growing boundaries. The study was conducted on a set of Landsat TM images, acquired for the year 2003 over Southern Europe and pre-processed with the LEDAPS (Landsat Ecosystem Disturbance Adaptive Processing System) processing chain for deriving surface spectral reflectance ?i in the TM bands. The proposed method was applied to show its flexibility and the sensitivity of the accuracy of the resulting burned area maps to different aggregation criteria and thresholds for seed selection. Validation performed over an entire independent Landsat TM image shows the commission and omission errors to be below 21% and 3%, respectively. [Termes IGN] vulnérabilitéRésumé : (auteur) Given high urbanization rates and increasing spatio-temporal variability in many present-day cities, exposure information is often out-of-date, highly aggregated or spatially fragmented, increasing the uncertainties associated with seismic risk assessments. This work therefore aims at using space-based technologies to estimate, complement and extend exposure data at multiple scales, over large areas and at a comparatively low cost for the case of the city of Bishkek, Kyrgyzstan. At a neighborhood scale, an analysis of urban structures using medium-resolution optical satellite images is performed. Applying image classification and change-detection analysis to a time-series of Landsat images, the urban environment can be delineated into areas of relatively homogeneous urban structure types, which can provide a first estimate of an exposed building stock (e.g., approximate age of structures, composition and distribution of predominant building types). At a building-by-building scale, a more detailed analysis of the exposed building stock is carried out using a high-resolution Quickbird image. Furthermore, the multi-resolution datasets are combined with census data to disaggregate population statistics. The tools used within this study are being developed on a free- and open-source basis and aim at being transparent, usable and transferable. [Termes IGN] précision de la classificationRésumé : (Auteur) The objective of this analysis is to develop a method of classification error assessment that can contribute to techniques designed to evaluate change products with an emphasis on edge locations in landscapes. Reference land-cover data were developed within 10 randomly sampled regions across the study site, approximately 9 km2 each. Sample pixels were partitioned and allocated among two domain categories, interior and edge. The assignment of pixels to domain categories was based on neighbourhood heterogeneity. Classification error was assessed within domain categories on a pixel-by-pixel basis, evaluating agreement between map values and majority land cover. To demonstrate the methodology, we present summary results for this technique applied to a land-cover classification of south-central Indiana. Omission error was less than 8.3% within interior domains and from 25.8% to 36.4% in the edge. Commission error was below 26.7% within the interior domains and ranged from 13.9 to 74.6% in the edge domains.
