Changes in land surface attributes have major implications for ecosystem processes, geochemical cycles and society. Assessing the regions “at risk” of rapid land-cover changes and/or natural disasters is therefore a priority for global change research and for policies aimed at mitigating the impact of these changes. The paper describes a change detection technique based on the multi-temporal changevector to two years of SPOT VEGETATION data. The main processes detected are related to droughts, floods and deforestation. The study was extended to Europe and the whole of Africa over a time period from May 1998 to April 2000. Continental scale maps of change in surface attributes were generated over the growing seasons of every biome. Finally, a validation of the change patches identified allows us to interpret the type of change and their environmental significance. [Termes IGN] rétro-ingénierieIndex. décimale : THESE Thèses et HDR Résumé : (auteur) La prolifération des données géographiques ainsi que l'essor de l'informatique et des outils de construction de Modèles Numériques de Terrain (MNT) ont conduit à un usage très répandu des MNT dans des thématiques différentes. Cette multiplicité des utilisations, basées sur l'extraction de différents objets et paramètres à partir du plan altimétrique, pose des problèmes de qualité, la définition de la qualité étant fondamentalement liée au besoin particulier d'un utilisateur. En ce qui concerne la qualité des MNT, celle-ci est habituellement exprimée par rapport à la seule altitude, par une mesure statistique des écarts altimétriques à une surface de référence. Ce critère est insuffisant pour de nombreuses applications. En particulier, pour l'hydrologie, la qualité mérite d'être étudiée suivant les objets et paramètres hydrologiques extraits du MNT avec des critères spécifiques.
L'objectif de ce travail est d'intégrer les MNT et les données d'observation de la Terre dans un modèle hydrologique de synthèse du régime de crues des bassins versants. Il s'agit de régionaliser un modèle de type débit-durée-fréquence afin d'estimer les débits de crues en des sites non observés sur l'ensemble d'une région hydrologique homogène. On cherche donc à prédéfinir les paramètres d'entrée du modèle hydrologique grâce aux caractéristiques physiographiques du bassin versant déterminées à partir des données satellitaires. En particulier, le travail porte sur l'estimation de quantiles de crues par l'analyse statistique d'une cinquantaine de bassins versants, en s'intéressant à l'influence de la résolution et au changement des variables pertinentes en fonction de l'échelle temporelle (en terme de durée et de période de retour). La méthode de régionalisation nécessite l'extraction à partir du MNT du réseau hydrographique et des bassins versants qui structurent l'espace en hydrologie. Ceci a conduit à analyser la qualité d'extraction du réseau hydrographique et des limites de bassins versants à partir d'un MNT de type raster, relative au schéma d'écoulement unidirectionnel. Une méthode originale de diagnostic qualité est proposée afin d'évaluer l'impact des biais introduits par l'orientation de la grille numérique sur les calculs. Le critère d'évaluation, quantitatif et spatial, est basé sur la représentation probabiliste du réseau hydrographique et des limites de bassin. Dès lors, la qualité d'extraction peut être analysée en fonction des caractéristiques du terrain modélisé et du MNT employé (mode de construction et source de données). Les limites intrinsèques du MNT au format raster et des algorithmes d'extraction automatique nous ont amené à utiliser des techniques de ré-ingénierie du MNT, permettant de modifier le plan altimétrique pour satisfaire à des critères de qualité d'ordre hydrologique. Le critère d'évaluation proposé est alors utilisé pour mesurer l'impact de la modification sous contrainte hydrologique du MNT, sur la qualité des extractions. La fiabilité des extractions hydrologiques à partir du MNT modifié permet de prendre en compte un facteur de distance au réseau hydrographique suivant les chemins d'écoulement, afin de définir des variables issues d'une vision distribuée du bassin versant. Ce travail a été effectué sur le bassin versant de la Moselle avec des données issues des satellites SPOT, dans le cadre du projet européen NOAH (New Opportunities for Altimetry in Hydrology). [Termes IGN] VénézuelaRésumé : (Auteur) After the devastation caused by two weeks of torrential rain in Venezuela in the second half of December 1999, it is estimated that up to 30,000 people have died in floods and landslides; a further 200,000 people have been left homeless as whole towns along the Caribbean coast have been washed away (Centeno 1999). Concerned about the dramatic extent of this human tragedy, PRIVATEERS N.V. has immediately offered its support to Venezuela. Supported by the French Space Agency (CNES) and the European Space Agency (ESA) who provided the sets of SPOT and ERS SAR (Synthetic Aperture Radar) images acquired before and after the disaster, this project aims to the provision of cartographic maps designed to assess the situation and to help with the rehabilitation of the country. These maps are designed to be easily exploitable by local photo-interpreters.
