[Termes IGN] PhiladelphieRésumé : (éditeur) Street-level imagery and GIS technologies are turning Philadelphia into one smart city. Every year since 2017, city employees in partnership with experts from Cyclomedia Technology have mapped about 2,800 miles of Philadelphia streets. They captured 360-degree views every 15 feet at street level of high-resolution imagery using light detection and ranging (lidar) technology. [Vedettes matières IGN] GéovisualisationRésumé : (auteur) This article introduces the SPAWNN toolkit, an innovative toolkit for spatial analysis with self-organizing neural networks, which is published as free and open-source software (http://www.spawnn.org). It extends existing toolkits in three important ways. First, the SPAWNN toolkit distinguishes between self-organizing neural networks and spatial context models with which the networks can be combined to incorporate spatial dependence and provides implementations for both. This distinction maintains modularity and enables a multitude of useful combinations for analyzing spatial data with self-organizing neural networks. Second, SPAWNN interactively links different self-organizing networks and data visualizations in an intuitive manner to facilitate explorative data analysis. Third, it implements cutting-edge clustering algorithms for identifying clusters in the trained networks. Toolkits such as SPAWNN are particularly needed when researchers and practitioners are confronted with large amounts of complex and high-dimensional data. The computational performance of the implemented algorithms is empirically demonstrated using high-dimensional synthetic data sets, while the practical functionality highlighting the distinctive features of the toolkit is illustrated with a case study using socioeconomic data of the city of Philadelphia, Pennsylvania. [Termes IGN] villeRésumé : (Auteur) In urbanized areas of the developed world, light detection and ranging (LiDAR) exists alongside a wealth of other geospatial information. Despite this bounty, high-resolution land cover is still lacking in many urban areas. This can be attributed to the complexity of many landscapes, the volume of available data and the challenges associated with combining data that were acquired over differing time periods using inconsistent standards. Object-based approaches are ideal for overcoming these limitations. We describe the design, development and deployment of an object-based system that incorporated LiDAR, imagery and vector data sets to develop a comprehensive, multibillion-pixel land-cover data set for the City of Philadelphia. A novel approach using parallel processing allowed us to distribute the feature extraction load to multiple cores, providing massive gains in efficiency and permitting continual modification of the expert system until the accuracy goals of the project were achieved. [Termes IGN] répartition géographiqueRésumé : (Auteur) LandScan USA is a 90 m population distribution model that is used for a variety of applications, including emergency management. Models should have a measure of accuracy; however, the accuracy of population distribution models is difficult to determine due to the inclusion of multiple input datasets and the lack of quantifiable, observable (validated) data to confirm model output. Validated data enables quantification of: (1) overall model accuracy and (2) changes in model output at different levels of quality control. This article examines the effect of quality control for two national school datasets incorporated as input in LandScan USA for Philadelphia County, Pennsylvania; which had a local, validated school dataset available. The effect of each stage of quality control efforts utilized throughout the LandScan USA process were assessed to determine what level of quality control was required to have a statistically significant change of the model's population distribution. The typical level of quality control for LandScan USA resulted in 36% of schools being moved to the correct location and 20% of missing student enrollments were found, compared to 87% and 98% respectively for the validated dataset. The costs of increasing quality control resulted in a six-fold increase in labor time; however, the additional quality control did not produce statistically significant improvements in the LandScan USA model. Thus, typical quality control efforts for schools in LandScan USA produced a population distribution similar to the validated level of quality control, and can be applied with confidence for policy, planning, and emergency situations.
