[Termes IGN] Water Vapour and Wind in Atmospheric Troposphere and StratosphereRésumé : (Auteur) This paper shows the main results of a pre-feasibility study commissioned by the European Space Agency (ESA) in the framework of the Earth Explorer Core Mission programme. The analysed mission is called WATS (Water vapour and wind in Atmospheric Troposphere and Stratosphere) and aims to monitor variations and changes in the global atmospheric water vapour distribution and lower-stratosphere/upper-troposphere winds. Starting from a set of scientific requirements, the present work shows the main results of the mission analysis in terms of the number and spatial distribution of possible measurements. By performing trade-off with respect to expected values, the number of satellites forming the constellation has been fixed as well as the main orbital parameters, also taking into account degradations within the maximum expected mission lifetime. To assess the accuracy of the final measurement, a suitable performance model has been established that takes into account the effects of both the radio propagation of the signal through the atmosphere and the instrument receiving chain. The results obtained by running such a performance model are presented and discussed in order to assess the main system parameters mainly in terms of minimum transmitted power. Following, a sensitivity analysis is presented that shows the effects of antenna pointing error, receiver gain fluctuation, effective antenna size and pre-detection bandwidth. Un record de rapidité, (d'autant plus que les auteurs ont dû réviser leur copie) sans doute lié à la bonne coopération entre la DG Environnement, qui assure le portage politique, EUROSTAT et le Joint Research Center (JRC) qui se sont répartis les tâches préparatoires (enquêtes, analyses techniques, analyse économique). Mais INSPIRE, directive tant attendue, changera-t-elle véritablement la donne en matière d'information géographique en Europe ? La transposition dans le droit national d'une telle directive prendra du temps. En attendant, certains se sont déjà mis au travail. [Termes IGN] télécommunication sans filRésumé : (Auteur) With the progress of mobile GIS technology, there is a great potential for adopting wireless communications and Internet mapping services for regional environmental management programs and natural habitat conservation. This paper provides an overview of a NASA-funded research project that focuses on the development of mobile GIS tools and wireless Internet Map Server (IMS) services to facilitate environmental monitoring and management tasks. By developing and testing wireless web-based map/image servers, mobile GIS applications, and global positional systems (GPS), this research created an integrated software/hardware infrastructure for a prototype mobile GIS application. The mobile GIS prototype allows multiple resource managers and park rangers to access large-size, remotely sensed images and GIS layers from a portable web server mounted in a vehicle. Users can conduct real-time spatial data updates and/or submit changes back to the web server over the wireless local area network (WLAN). This paper discusses in general the major components of mobile GIS, their current technological limitations, and potential problems during implementation. Key research agenda for mobile GIS are identified with suggestions for future research and development. [Termes IGN] temps réelRésumé : (Auteur) The research investigated whether a Mobile Geographic Information System (MGIS) incorporating speech recognition was a viable tool for locating defects in the streetscape. The Geography Markup Language for encoding spatial information was used to implement an application schema for street condition surveys. Speech accuracy exceeded 95 % in environments that were quiet or constantly loud. However, for tests where the noise level varied, recognition accuracy plummeted to 58 percent. Accuracy of captured defects was determined while "standing", "walking", "cycling", and "driving". Errors ranged from 0.27 m to 12.49 m at the 95 percent confidence interval. A web-based questionnaire indicated that municipal geographic information users are unhappy with the quality of their data, and as yet, do not require data in real-time. Future research involves investigating alternative ways of capturing spoken commands, the effect that mobile computing has on the cognitive abilities of the user, and wireless connectivity required for real time access to spatial data.
