[Termes IGN] WebSIGRésumé : (Auteur) The emerging ubiquity of geospatial information is providing an unprecedented opportunity to apply Geographical Information Systems (GIS)-based multiple criteria decision analysis (MCDA) to a broad spectrum of use cases. Volunteered geographic information, open GIS software, geoservice-based tools, cloud-based virtualized platforms, and worldwide collaboration of both domain experts and general users have greatly increased the quantity and accessibility of geospatially referenced data resources. Currently, there is a lack of GIS-based MCDA tools that integrate this decision-driven process within a widely accessible, robust geoframework environment, designed for user-friendly interaction. In this contribution, we present a conceptual workflow and proof-of-concept software application, Geocentric Environment for Analysis and Reasoning (GEAR), which provides a viable transition path to enhance geospatial MCDA in the age of open GIS. We propose a Web-based platform that leverages open-source geotechnologies to incorporate a wide variety of geospatial data formats in a common solution space to allow for spatially enhanced and time-relevant decision analysis. Through the proposed workflow, a user can ingest and modify heterogeneous data formats, exploit temporally tagged data sources, create multicriteria decision analysis models, and visualize the results in an iterative and collaborative workspace. A sample case study applied to disaster relief is used to demonstrate the prototype and workflow. This proof-of-concept Web-based application provides a notional pathway of how to connect open-source data to open-source analysis through a geospatially enabled MCDA workflow that could be virtually accessible to many levels of decision makers from individuals to entire organizations. [Vedettes matières IGN] GéovisualisationRésumé : (auteur) Maps are widely used to provide urban managers with information on critical urban issues such as deprivation, unemployment, and segregation. Although administrative boundaries have always played an important role in map making, they are not meaningful for revealing the spatial dynamics of urban phenomena that vary within wards, cross ward boundaries and do not necessarily stop at the city boundary.
Recently, very detailed (spatial) data have become available providing opportunities for new types of urban mapping. To process these data into meaningful maps, three aspects are important. First, information on maps should be produced at a spatial scale that is relevant for a particular urban phenomenon. Second, to reveal and monitor urban dynamics, maps of a phenomenon at different moments in time are needed. Finally, to accommodate access to these maps for potential users without (much) expertise in mapping, they should be provided through an easy to use tool.
The Regional Monitor Amsterdam (RMA), an online GIS application, deals with these aspects. The purposes of this paper are to explain the mapping methodology adopted in the RMA and to illustrate the usefulness of the tool in urban management. This methodology goes beyond administrative mapping areas with fixed boundaries by introducing ‘data-driven dynamic geographies’. We argue that this methodology produces relevant information by recognizing the scale at which urban phenomena occur. In this context, careful land observation using satellite data is crucial for understanding the long-term usage patterns of natural resources and facilitating their sustainable management to monitor and evaluate the potential degradation. Given the environmental and political interest on this problem, there is urgent need for a centralized repository and mechanism to share geospatial data, information and maps of land change. Geospatial data collecting is one of the most important task for many users because there are significant barriers in accessing and using data. This limit could be overcome by implementing a WebGIS through a combination of existing free and open source software for geographic information systems (FOSS4G).
In this paper we preliminary discuss methods for collecting raster data in a geodatabase by processing open multi-temporal and multi-scale satellite data aimed at retrieving indicators for land degradation phenomenon (i.e. land cover/land use analysis, vegetation indices, trend analysis, etc.). Then we describe a methodology for designing a WebGIS framework in order to disseminate information through maps for territory monitoring. Basic WebGIS functions were extended with the help of POSTGIS database and OpenLayers libraries. Geoserver was customized to set up and enhance the website functions developing various advanced queries using PostgreSQL and innovative tools to carry out efficiently multi-layer overlay analysis.
