[Termes IGN] statut juridiqueRésumé : (auteur) Maps, created through the collection, assembly, and analysis of spatial data are used to support government planning and decision-making. Traditionally, spatial data used to create maps are collected, controlled, and disseminated by government, although over time, this role has shifted. This shift has been driven by the availability of alternate sources of data collected by private sector companies, and data contributed by volunteers to open mapping platforms, such as OpenStreetMap. In theorizing this shift, we provide examples of how governments use data sovereignty as a tool to shape spatial data collection, use, and sharing. We frame four models of how governments may navigate shifting spatial data sovereignty regimes; first, with government retaining complete control over data collection; second, with government contracting a third party to provide specific data collection services, but with data ownership and dissemination responsibilities resting with government; third, with government purchasing data under terms of access set by third party data collectors, who disseminate data to several parties, and finally, with government retreating from or relinquishing data sovereignty altogether. Within this rapidly changing landscape of data providers, we propose that governments must consider how to address data sovereignty concerns to retain their ability to control data use in the public interest. [Termes IGN] vulnérabilitéRésumé : (auteur) Floods are frequently occurring events in the Assam region due to the presence of the Brahmaputra River and the heavy monsoon period. An efficient and reliable methodology is utilized to prepare a GIS-based flood risk map for the Assam region, India. At the regional and administrative level, the flood hazard index (FHI), flood vulnerability index (FVI), and flood risk index (FRI) are developed using multi-criteria decision analysis (MCDA) – analytical hierarchy process (AHP). The selected indicators define the topographical, geological, meteorological, drainage characteristics, land use land cover, and demographical features of Assam. The results show that more than 70%, 57.37%, and 50% of the total area lie in moderate to very high FHI, FVI, and FRI classes, respectively. The proposed methodology can be applied to identify high flood risk zones and to carry out effective flood risk management and mitigation strategies in vulnerable areas. These pressures extend to temporal and physical scales typical of geology; however, integrating geological processes into forest management has lagged behind the inclusion of shorter-term and surficial ecosystem processes. As such, we examine the field of critical zone science for connections that translate geologic knowledge to forest management and planning. Earth’s critical zone is the thin near-surface zone spanning from the bottom of circulating groundwater to the top of the atmospheric boundary layer of forest canopies. We explore four case studies from regions of the U.S.A. to highlight how recent critical zone discoveries inform contemporary forest management challenges. Some examples of management-relevant research include mediation of the impacts of climate change on forest productivity across gradients in geology, aspect, and topography; the role of bedrock water storage on drought resistance; hydrology-vegetation interactions following pest outbreaks; and quantification of water partitioning and erosion following fire. The accelerated pace of critical zone discovery has been synchronous with increased availability of open-source data resources for forest managers to expand this framework in management and planning. [Termes IGN] secours d'urgenceRésumé : (auteur) Guidance-assisted crowd evacuation is a process of combining individual exit choice behavior with managers'exit assignment control. The knowledge of individual exit choice preference is of great significance for optimizing global exit assignment planning. This study proposes an improved optimization model for crowd evacuation by integrating the individual-level exit choice preference analysis with system-level exit assignment optimization to represent more realistic crowd evacuation decisions. First, the impact factors of individual exit choice behavior are considered in a mixed logit model to predict the probability of each individual choosing each exit in specific situations. Second, a preference-based exit filtering strategy is designed to analyze the sensible alternative exits for individuals or groups in multi-scale evacuation cells. Finally, to pursue optimal exit assignment planning, a multi-objective particle swarm optimization algorithm and an improved social force model are adopted to simulate the process of crowd evacuation and evaluate the performance of the specific exit assignment plans. The case study of an outdoor multiple-exit scenario in Xi'an, China, indicates that the proposed model can help managers to understand the heterogeneity of individual evacuation behaviors. Furthermore, it will support more reliable and realistic evacuation decisions in real-life situations than conventional plans that typically implement the top-n strategy. [Termes IGN] système d'information géographiqueRésumé : (auteur) The aim of the work was to quantify the mass of logging residues (branches and tops; t yr−1 dry matter, DM) for energy generation starting from Forest Management Plans (FMP) data. The methodology was applied to public stands of an Italian district (area: 3.60 × 104 ha; period: 2009–2018). Compared to the previous preliminary analysis, the potentially available residues were computed considering forest accessibility and road traversability, by combining FMPs data with a geographic information system (GIS). New issues that were assessed here were: (i) representation of stands consisting of multiple disconnected parts; (ii) calculation of producible residues by using different values of biomass expansion factors (Scenario 1, S1; Scenario 2, S2). The potentially available residues computed for the analyzed period were used to quantify the current sustainable supply. Then, the potentially generated heat (thermal energy, TE; GJ yr−1) and electricity (EE; GJ yr−1), and the potentially avoided CO2 emissions into the atmosphere (EM; t yr−1 CO2) related to the final combustion process were computed by assuming that the current supply of residues was used as woodchips in a local centralized heating plant currently operating. For both S1 and S2, the large difference between the potentially producible and the potentially available residues demonstrated that geodata are essential for reliable estimations. Moreover, as the required information for the GIS analysis can be easily found in databases made available by forestry authorities, the proposed approach can be applied also to other areas; this could be helpful to support local decision-makers in defining sustainable practices for residues recovery.
