[Termes IGN] réseau d'énergieRésumé : (Auteur) Geographical Information Systems (GIS) are used in the energy industry for the spatial documentation of energy network data through the use of Network Information Systems (NIS). In general, cadastral data is used in the industry for the documentation of energy networks of electricity. The modernization of analogue network maps through digitalisation, has lead also to the digitalisation of cadastral data, which has also been partially updated in accordance to the individual needs of various business enterprises in the energy industry.
As an alternative to the cost-intensive acquisition of vector-data (by interactive digitalisation) cost-saving raster-based technologies (for data acquisition) and hybrid technologies (i.e. common usage of vector- and raster-data) are increasingly used.
The separate Bureaus for Cadastral administration of the German states are supplying digital cadastral data in vector-structure, in the form of the German de-facto-standard ALK (Automatisierte Liegenschaftskarte -automated cadastral map), as a basis for specialized GIS-applications. Within the foreseeable future, large-scale digital cadastral data in the ALK will be available and will encompass a layout of the entire BRD. The use of the government's administrative geo-basis-data in NIS offers great economic and qualitative advantages for businesses in the energy sector. The main advantage is the possible automated updating of cadastral data for users of the NIS via the de-facto-standard-interfaces which are offered by the government administrations.
Solutions for the automated updating of digitalized hybrid data in specialized GIS by supplied administrative cadastral data do not yet exist. Due to deficits in the quality of and different data-structures of user-data, the use of the government's administrative digital cadastral or geo-basis-data within GIS-applications necessitates the development of extended concepts through the use of hybrid GIS-technologies. Operational products and concept solutions for a hybrid GIS data have not been approached or do not exist.
In this thesis, a concept for the automated updating of GIS-applications in the energy sector, using hybrid technologies with vector-based administrative cadastral data, is developed and tested. Vector-based, raster-based and hybrid GIS data manipulation technologies are examined, developed and tested on real data, as well as methods for geometric quality improvement of digitalized data and methods for automated extraction of objects from scanned maps.
The presented approach performs the automated, partially interactive supported, updating of hybrid energy documentation data by administrative cadastral data. The procedure can be applied to different applications, including vector-based GIS-technology and future data-models and transfer mechanisms for cadastral data.
