[Vedettes matières IGN] Inventaire forestierRésumé : (auteur) Key message: Fifteen species are most susceptible to require vegetation control during tree regeneration in the range of our study. Among these 15 species, Rubus fruticosus, Pteridium aquilinum, and Molinia caerulea cover each more than 300,000 ha of open-canopy forests.
Context: Vegetation control, i.e., the reduction of competitive species cover, is often required to promote tree seedling establishment during the forest regeneration stage. The necessity to control understory vegetation largely depends on the species to be controlled. In order to plan forest renewal operations, it is critical to identify which species require vegetation control during the regeneration stage and to quantify the forest area affected by these species.
Aims: We aimed at identifying the main species requiring vegetation control and at estimating the forest area they cover at the national level.
Methods: Using National Forest Inventory data, we created four indicators based on two levels of plant cover, cross-referenced with two levels of canopy opening, and compared them to the outcome of a survey of forest manager practices.
Results: The best indicator was the one that represented the proportion of forests with open canopy where the species was present with a large cover in the understory. In non-Mediterranean France, according to the indicator, a total of 15 species were found to frequently require vegetation control during the tree regeneration stage. Pteridium aquilinum, Molinia caerulea, and Rubus fruticosus were the main species, and each covered more than 300,000 ha of forest with open canopies, representing about 13% of the total forest area with open canopies outside of the Mediterranean area.
Conclusions: Forests covered by species requiring vegetation control according to forest managers represent a large share of the forest area undergoing regeneration. Protected habitats are often small, isolated and lack continuity. We studied forest planning at a landscape scale as a method to increase habitat connectivity, and improve conservation values whilst maintaining high levels of forest production. We assessed the financial impacts of landscape planning for the landowners, and present a fee-fund system to solve unequal burdens among them. As case studies, we used three landscapes along a latitudinal gradient in Sweden. The results demonstrate some variation between the landscapes in terms of the total cost for set asides and large differences in terms of the financial impact per landowner. Our conclusion is that forest landscape planning may be a way forward to improve conservation efforts, but given the variation in financial impacts, we propose to combine landscape planning with economic tools for compensation. Nous identifions quatre enjeux principaux, fortement liés à la préservation de la biodiversité : 1) S’assurer des conditions de succès d’établissement des forêts plantées. 2) Tirer parti des dynamiques naturelles et de la biodiversité pour limiter les risques. 3) Raisonner territorialement, impliquer davantage les acteurs. 4) Connecter les enjeux nationaux aux enjeux économiques mondiaux. [Vedettes matières IGN] ForesterieRésumé : (auteur) Forests are under increasing pressure with increasing risk of conflicts between stakeholder groups with different interests in sustainable forest management (SFM). This study investigated the different dimensions of conflict as perceived by private forest owners and other stakeholders, and the likely impact of these pressures on SFM in a southern Swedish context. Data were collected through a mixed methods approach using qualitative in-depth individual semi-structured interviews, focus group discussions and a quantitative survey (n = 6–161), with questions on present and past conflicts, actors, drivers, acting, management and solutions. Stakeholders felt that in the past the conflicts were more about technical dimensions of forestry practice, and today more about the political and cultural dimensions of forestry issues. The most frequently mentioned reason for forest conflict was forest protection, especially woodland key habitats. In all conflicts, forest owners emphasised the importance of knowledge, responsibility and emotions. Other stakeholders did too, but with emotions less emphasised. In managing conflict, meetings, adaptation and education were stressed by stakeholders. Dialogue arenas on different levels are needed for all stakeholders. Governing bodies also need to realise the implication different approaches and strategies have on forest owners management. [Termes IGN] volume en boisRésumé : (auteur) Growing demand for wood products, combined with efforts to conserve natural forests, have supported a steady increase in the global extent of planted forests. Here, a two-phase sampling strategy for large-scale assessment of the total area and the total wood volume of fast-growing forest tree crops within agricultural land is presented. The first phase is performed using tessellation stratified sampling on high-resolution remotely sensed imagery and is sufficient for estimating the total area of plantations by means of a Monte Carlo integration estimator. The second phase is performed using stratified sampling of the plantations selected in the first phase and is aimed at estimating total wood volume by means of an approximation of the first-phase Horvitz-Thompson estimator. Vegetation indices from Sentinel-2 are exploited as freely available auxiliary information in a linear regression estimator to improve the design-based precision of the estimator based on the sole sample data. Estimators of the totals and of the design-based variances of total estimators are presented. A simulation study is developed in order to check the design-based performance of the two alternative estimators under several artificial distributions supposed for poplar plantations (random, clustered, spatially trended). An application in Northern Italy is also reported. The regression estimator turns out to be invariably better than that based on the sole sample information. Possible integrations of the proposed sampling scheme with conventional national forest inventories adopting tessellation stratified sampling in the first phase are discussed.
