[Termes IGN] Valence (Espagne)Résumé : (Auteur) Open data has a profound effect on the working environment within which information is created and shared at all levels. At the local government level, open data initiatives have resulted in higher transparency in policy, a greater engagement between decision‐makers and citizens, and have changed the culture about how data analysis and evidence are used to support local governance. This article, based on data collected through an on‐line survey, participatory workshops with data user communities in four cities (in Colombia and Spain), and interviews with Valencia good‐government office, identifies four elements for a conceptual framework to improve the re‐usability of open geographic data in cities. The essential elements defined in this research are the definition of data user communities and their needs, the creation of the community of reuse, user‐focused metadata, and reuse‐focused legal terms. The definition of these indicators provides a framework for authorities to re‐shape their current open data strategy to include data user requirements. At the end of this article, a roadmap for future research and implementation is presented, considering some reflections on the conceptual framework. [Termes IGN] télémétrie laser terrestreRésumé : (auteur) This study aims to present a comparison analysis of two data collection methods that can be used in order to obtain reference ground truth data for forestry – a conventional method that uses specific equipment such as Field Map system, caliper and vertex inclinometer and a modern method based on terrestrial laser scanning (TLS) technology. The research was conducted in six circular Permanent Plots (PPs) with an area of 500 square
meters each, within thinning and selected cuttings stands of sessile oak (Quercus petraea (Matt.) Liebl.), common beech (Fagus sylvatica L.) and Norway spruce (Picea abies L. Karst.), all situated in the Southern Carpathians (Mihăești, Mușeteși and Vidraru Forest Districts). Using the conventional method, the dendrometric tree characteristics such as height, diameter at breast height (dbh) and tree position were directly recorded in the
field. As a modern method for data collection, a Faro Focus3D X 130 HDR terrestrial laser scanning device was used to scan each plot and to extract the dbh and height of the trees. In this regard, two scanning approaches were used - single scan (SS) and multiple scan (MS). In order to compare the two data acquisitions methods, we applied a Strengths, Weaknesses, Opportunities, Threats (SWOT) analysis on the basis of which we could establish the pros and cons of using the two methods. Therefore, one can choose the most advantageous method for obtaining the reference data for forestry, in terms of equipment acquisition cost, personnel skills and qualifications, data collection working time, accuracy of the data recorded, post processing time, labor costs. Although the use of TLS in forest inventory is a technology with high potential, further investigations need to be done, especially in the case of automatic extraction of the tree height. For accurate reference ground data for forest inventory purposes, we still recommend using the conventional methods although they are time consuming.

This study is designed to determine if an online or traditional environment is better for learning cartographic generalization techniques. A prevailing thought is that it is often through conversation, discourse, discussion, and debate among students and between instructors and students that a new concept is clarified. I researched learning effectiveness, with the objectives of determining which methods are best for specific generalization techniques and also if students learn the techniques better from an online or in-class lecture. The goal is to assess student feedback, lab scores, and test scores to determine if these techniques enhance learning, as well as retention of the subject matter. While additional sensors can increase the accuracy and robustness of the solution, it is inevitable to synchronize them in order to rely on the results. For our multi-sensor system consisting of an actuated laser scanner, its motor and a camera, we assume that the timestamps are only delayed by a constant offset. We propose two different approaches to calculate timestamp offsets from laser scanner to motor, one of which is additionally capable of determining the timestamp offset between laser scanner and camera. Both approaches use parts of a SLAM algorithm but apply different criteria to find an appropriate solution. Our experiments show that we are able to determine timestamp offsets with a reasonable accuracy. Furthermore, our experiments exhibit the significance of a proper synchronization for a multi-sensor system. En 2010 le relief a été entièrement mesure par photogrammétrie et scanner 3D optique ; une seconde étude a permis de conclure qu'il est possible de le modéliser entièrement et de le basculer en coordonnées nationales Suisse. Celle phase a Mute en 2014 et a permis d'aboutir a la promenade immersive web sur www.geneve-1850.ch au terme de deux années et demie de travail en programmation, modélisation 3d, transformation géométrique, texture et rendu 3D web.
