[Termes IGN] sol nuRésumé : (Auteur) Le levé LiDAR présenté dans cet article a été effectué dans le cadre d’une mission d’évaluation de la chaîne de traitement mdInfinity, appliquée à des données acquises par un système drone LiDAR Microdrones. Les différents outils qui constituent cette chaîne de traitement ont été développés et intégrés sur la plateforme de traitement mdInfinity dans une version particulièrement adaptée au système de levé utilisé pour cette mission. Le site utilisé pour cette évaluation est le barrage de Labrioulette (Haute-Garonne), infrastructure située sur la Garonne et exploitée par EDF. Cette zone contient de nombreux éléments sur lesquels la précision et l’exactitude des données LiDAR est primordiale afin d’obtenir un nuage de point exploitable ; notamment la complexité structurelle du barrage (figure 1), les zones sous couvert végétal dense, l’aire de transformation électrique, etc. Pour cette raison, en plus de confirmer la bonne interopérabilité des systèmes LiDAR Microdrones avec les outils de traitement mdInfinity, nous avons tiré profit de cette acquisition pour évaluer les performances de nos algorithmes. Background and Objectives: As available global or pan-European forest maps have a low level of detail and the forest definition is not considered, administrative data are often oversimplified or out of date. Consequently, there is an important need for spatio-temporally explicit forest maps. The main objective of the present study was to generate a forest cover map of Baden-Württemberg, taking the German forest definition into account. Furthermore, we compared the results to NFI data; incongruences were categorized and quantified. Materials and
Methods: We used a multisensory approach involving both aerial images and Sentinel-2 data. The applied methods are almost completely automated and therefore suitable for area-wide forest mapping.
Results: According to our results, approximately 37.12% of the state is covered by forest, which agrees very well with the results of the NFI report (37.26% ± 0.44%). We showed that the forest cover map could be derived by aerial images and Sentinel-2 data including various data acquisition conditions and settings. Comparisons between the forest cover map and 34,429 NFI plots resulted in a spatial agreement of 95.21% overall. We identified four reasons for incongruences: (a) edge effects at forest borders (2.08%), (b) different forest definitions since NFI does not specify minimum tree height (2.04%), (c) land cover does not match land use (0.66%) and (d) errors in the forest cover layer (0.01%).
Conclusions: The introduced approach is a valuable technique for mapping forest cover in a high level of detail. [Termes IGN] Sentinel-3Résumé : (auteur) A unique architecture of Sentinel-3A and Sentinel-3B satellites includes the shared ultra-stable oscillator (USO) by the DORIS and GPS receivers. This concept enables to apply onboard GPS clock estimates in the DORIS processing substituting the DORIS polynomial clock model by the GPS epoch-wise model, together with a DORIS-specific clock offset. Such an approach is particularly profitable for the mitigation of the South Atlantic Anomaly (SAA) effect affecting the short-term frequency stability of the USO oscillator in the South America and South Atlantic region. The GPS clock behavior precisely maps the SAA effect and enables us to demonstrate a difference of the USO sensitivity to the SAA for Sentinel-3A and Sentinel-3B. We present world grid maps of clock time derivatives for both Sentinels, displaying a different sign of the direct effect and other differences in the USO memory/recovery effect. Moreover, we present the impact of SAA on 3D positioning where the largest SAA-related bias reaches several centimeters. We also determine an effect of the precise clock modeling on the Earth rotation parameter estimates. In addition to these improvements, the elimination of the SAA effect gives us an opportunity to get an almost SAA-free DORIS solution from Sentinel-3A and Sentinel-3B satellites. Using the combined solution of both Sentinels as a reference, we estimate the SAA effect on the DORIS beacon positions also for satellites Jason-2, Jason-3, Saral, Cryosat-2 and Hy-2A and find significant positioning biases for all the recent satellites except Saral. [Termes IGN] vapeur d'eauRésumé : (Auteur) The atmospheric precipitable water vapour (PWV) plays a crucial role in the hydrological cycle and energy transfer on a global scale. Radiosonde (RS), sunphotometer (SP) and GPS (as well as broader GNSS) receivers have gradually been the principal instruments for ground-based PWV observation. This study first co-locates the observation stations configured the three instruments in the globe and in three typical latitudinal climatic regions respectively, then the PWV data from the three instruments are matched each other according to the observing times. After the outliers are removed from the matched data pairs, the PWV intercomparisons for any two instruments are performed. The results show that the PWV estimates from any two instruments have a good agreement with very high correlation coefficients. The latitude and climate have no significant influence on the PWV measurements from the three instruments, indicating that the instruments are very stable and depend on their performance. The PWV differences of any two instruments display the normal distribution, indicating non-systematic biases among the two PWV datasets. The relative differences between SP and GPS are the smallest, the middle between SP and RS, and those between GPS and RS are the largest. This study will be useful to promote GPS (GNSS) and SP PWV to be a substitute for RS PWV as a benchmark because of their high temporal resolutions. Therefore, it should constitute a reliable source of information in the scope of establishing the range of law, its nature, but also the subject of its ownership. However, it is necessary to be able to not only check the current information on the legal status and its scope, but also review past statuses or determine the rights that will influence real estate in the future. The cadastre and related rights are changing very dynamically over time, and each state has a very strict reference to the previous state. Therefore, in order to manage real estate in the most effective way, it is necessary to record temporal attributes of cadastre objects. The main objective of this paper is to define the legal issues related to the possibility of registration at the time of creation or modification of object in the Polish cadastre. This paper includes analyses of both Polish legal regulations and European standards and norms. Moreover, the article presents the results of comparative analyses concerning the data model of cadastre and INSPIRE and Land Administration Domain Model (LADM) data models for the theme cadastral parcel in terms of temporal aspect.
