[Vedettes matières IGN] Ecologie forestièreRésumé : (auteur) Since the adoption of European Union Council Directive 92/43 on the conservation of natural habitats and wild fauna and flora, some opposition has arisen among owners and managers of land affected by the directive. Some studies have indicated that some of this opposition has found expression in subsequent arson fires in these areas. This article analyses the occurrence of arson fires in the SACs (Special Areas of Conservation) included in the European ecological network, Natura 2000, in Galicia (Spain), more specifically in the montes vecinales en mano común (MVMCs), which are privately owned collective lands. We tested whether the declaration of SACs had a statistical impact on the forest fire regime in the period 1999–2014. The analyses focused on the sub-periods of 1999–2004 and 2005–2014, i.e., before and after the approval of the list of sites of community importance in the study area in December 2004. The results obtained show that, after the declaration of protection, there was a statistically significant increase in the area burnt by fire in these areas, mainly on private estates. We also found that the percentage of arson fires after 2004 was higher in SACs than in other territorial units. We found that the percentage of arson fires was reduced less in SACs than in other territorial units. Furthermore, we found that the area burnt per fire after 2004 in SACs was almost double that in the MVMC-SACs (12.04 ha versus 6.64 ha), so it can be concluded that the conservationist policies of the Natura 2000 network in Galicia have not had a positive effect on the forest fire regime. [Termes IGN] ZambieRésumé : (auteur) Protected forest areas are fraught with severe threats from mining, agriculture and settlement expansion, and unsustainable use of forest resources. Due to funding and technical challenges, the inadequate monitoring and lack of information limits the conservation efforts in Zambia in general and Solwezi district in particular. Field-based methods in monitoring forest quality and suitability are time consuming and inefficient especially in inaccessible areas. However, with the advent of technology, Geographical Information System (GIS) and remote sensing, important data for forest quality can easily be accessed. This study aimed at assessing the state of protected forest areas in Zambia’s Solwezi Copper mining district, prone to forest fragmentation. Furthermore, this study identifies suitable areas for conservation, based on standardized criteria that combine Multi Criteria Decision Analysis (MCDA) and GIS approach. A suitability model was developed for the selection of the suitable areas, and elimination of the unsuitable ones, using GIS and Analytical Hierarchy Process (AHP). Five suitability criteria and two restriction criteria were used in this model. The results show different ranked levels of suitability which include 15.4% restricted, 18.1% lowly suitable, 14.9% moderately suitable, 21.2% highly suitable and 30.4% extremely suitable. Our approach informs conservationists, and other stakeholders about the status of protected forest areas and avails novel opportunities for creating new ones. This study’s modelling approach can be a prerequisite to sustainable forest management by policy makers and practitioners, and an essential input into forest monitoring. [Termes IGN] xylophageRésumé : (auteur) Large-scale bark beetle outbreaks in spruce dominated mountain forests have increased in recent decades, and this trend is expected to continue in the future. These outbreaks have immediate and major effects on forest structure and ecosystem services. However, it remains unclear how forests recover from bark beetle infestations over the long term, and how different recovery stages fulfil the capacity of forests to protect infrastructures and human lives from natural hazards. The aim of this study was to investigate how a bark beetle infestation (1992–1997) in a spruce dominated forest in the Swiss Alps changed the forest structure and its protective function against snow avalanches. In 2020, i.e. 27 years after the peak of the outbreak, we re-surveyed the composition and height of new trees, as well as the deadwood height and degree of decay in an area that had been surveyed 20 years earlier. With the help of remote sensing data and avalanche simulations, we assessed the protective effect against avalanches before the disturbances (in 1985) and in 1997, 2007, 2014 and 2019 for a frequent (30-year return period) and an extreme (300-year return period) avalanche scenario. Post-disturbance regeneration led to a young forest that was again dominated by spruce 27 years after the outbreak, with median tree heights of 3–4 m and a crown cover of 10–30%. Deadwood covered 20–25% of the forest floor and was mainly in decay stages two and three out of five. Snags had median heights of 1.4 m, leaning logs 0.5 m and lying logs 0.3 m. The protective effect of the forest was high before the bark beetle outbreak and decreased during the first years of infestation (until 1997), mainly in the case of extreme avalanche events. The protective capacity reached an overall minimum in 2007 as a result of many forest openings. It partially recovered by 2014 and further increased by 2019, thanks to forest regeneration. Simulation results and a lack of avalanche releases since the infestation indicate that the protective capacity of post-disturbance forest stands affected by bark beetle may often be underestimated. Applied forest management could absorb or enhance such an impact. In this context, we developed a new protective value index (PVI) that includes biometric and topographical indicators of forest stands. Using PVI and the LandClim model, we simulated 100 years with low- and high-intensity cuttings within three climate scenarios to analyze their influence on the protective value of forests included in the soil protection category. The management types had a low impact on PVI during the simulation period. However, the effects of moderate climate intensified in the second half of the simulation period. In contrast, the extreme climate had the highest impact on PVI and its variables throughout the whole period. The forest stands from lower elevation reached a higher protective value than intermediate and high elevation. Although the low-elevation forest stands are the most vulnerable to climate changes, the ongoing adaptation conducts to stands with higher protective value than stable forests from the higher elevation. [Vedettes matières IGN] ForesterieRésumé : (auteur) The development of criteria and indicators (C&I) to generate information about the status quo and measure changes in sustainable forest management (SFM) has become ever more important. Forest Europe has developed C&I as a policy instrument to monitor and report about SFM. Forest Europe signatories considered the definition of SFM and related C&I as the most recognized achievements of the process. The results of our survey verify this statement. C&I for SFM are implemented at the national level in half of the Forest Europe signatory countries. C&I have served as a structure and framework for the national derivations. Our results confirm the importance of C&I for monitoring and reporting on the status and trend of forests and forestry in Europe. However, Forest Europe has failed so far to go beyond description toward target-based assessments. This was originally not envisaged for the indicators but is increasingly requested by decision-makers and stakeholders. The future development of indicators for SFM should focus on their appropriateness for the assessment of objectives, goals, or targets, because the ability to monitor the respective national efforts has become a critical tool of international but also national governance.
