A standard Catalog Service is thus enabled to resolve queries of the type "concept@location in time" through the automatic evaluation of metadata formalizing the conceptual, spatial and temporal semantics of geodata. A prototype of the sytem is implemented within the framework of the Interreg IIIB funded GeoShare project. The objective was to identify the information which can be acquired from its own files and to study how they are related with the metadata standard of GI. The study has shown different techniques used by entreprises to store meta information in form of headers, directories and labels. Homogeneous groups of information which can be retrieved form the different categories of formats have been identified. This study has provided a high range of conclusions and perspectives which should be guidelines for future work. Some are more technological in nature, and others have to do with organizational, financial and juridical issues. In this paper, we will focus on an issue that is identified in the INSPIRE report of september 2003 as having a high priority : harmonization. We will look at two aspects : data model integration and data access policy. As far as data integration is concerned, we proposed a 'light' approach : for the shared use of geoinformation in a SDI strict harmonization of data models is not always necessary. In the field of data access policy, two EU directives came into effect, one on the re-use of public sector information, and one on data protection. Both make a first step towards harmonization of data access pollicy, but further steps will be necessary.
