[Termes IGN] formationRésumé : (auteur) Geographical data and analyses are a useful asset in several domains of education and research including geography, history, urbanism or environmental science, amongst others, from primary school to higher education and life-long learning. In the specific context of Europe, as more and more data (including geographic data) becomes open for all, it is crucial to ensure these users have the capacity to make the most of the wealth of this data.
Reciprocally, from the perspective of data providers, education and research are particularly important application domains. They have the ability to link knowledge (production or dissemination) with data and adopt critical perspectives on this data.
In this context, a half-day workshop was organised by EuroSDR during the 2022 conference of the Association of Geographical Information Laboratories in Europe (AGILE). It focussed on current experiences developed by EuroSDR members, mainly at national mapping agencies, as well as proposals stemming from AGILE research communities, to share experiences and visions on this topic. [Termes IGN] orthophotographieMots-clés libres : benchmark Résumé : (auteur) Automatic photogrammetric processing of historical (or archival) aerial photos is still a challenging task, particularly in cases of missing ancillary information, low radiometric and image quality, limited stereo coverage or large temporal span. However, with recent advances in photogrammetry and Artificial Intelligence (AI) algorithms for image processing and interpretation, an increasing number of applications are now feasible. The article presents the TIME (hisTorical aerIal iMagEs) benchmark (https://time.fbk.eu/), promoted by EuroSDR to explore the potential of historical aerial images. Realized in collaboration with various European NMCAs, the benchmark has garnered aerial image blocks and time series imagery captured since the 1950s. To support the photogrammetric processing of the digitized photos, ancillary data are supplied with available information about flight missions, taking cameras, and ground control points (GCPs). Several diverse investigations have been undertaken with the benchmark datasets, all captured over historical urban areas or landscapes. The paper describes the benchmark datasets and some potential research topics, presenting several tests and analyses realized with the collated and shared data. LandSense aims to build a citizen observatory for Land Use and Land Cover (LULC) monitoring by proposing innovate technologies for data collection, change detection, data quality assessment and offering tools and systems to empower different communities (e.g., private companies, Non Governmental Organisation, National Mapping Agencies, research, public authorities) to monitor and report on LULC. The workshop was co-organized by the LASTIG laboratory of the University Gustave Eiffel and IGN-ENSG, the French National Mapping agency (Ana-Maria Olteanu-Raimond, Clément Mallet, Bénédicte Bucher), the Katholieke Universiteit Leuven (Joep Crompvoets), the International Institute for Applied Systems Analysis (Inian Moorthy) and EuroSDR. [Termes IGN] Pays-BasRésumé : (auteur) The importance and influence of spatial data has risen in all kinds of governmental and non-governmental processes, giving spatial data infrastructures (SDIs) a key role in spatial data sharing and dissemination. SDIs are nowadays challenged by new technologies and user demands. Proper SDI governance seems essential, but it is unclear to what extent current SDI governing systems are fully equipped to deal with the dynamics and complexity of SDIs. This research proposes a governing system framework for analysing the governing system of SDIs, adapted from the concepts of Kooiman. This framework is applied to two Dutch SDI cases: the Risk Map and the New Map of the Netherlands. With the help of the framework, the strong and weak aspects of the governing system of SDIs become more apparent and insights emerge on which interactions, images, instruments, actions and structures enable or constrain SDI governance. By observing changes in governing systems over time, SDI governance dynamics become visible. The governing system framework brings a new perspective to SDIs and SDI theory and is a potentially useful analytical tool for SDI governors.
