[Termes IGN] données ouvertesRésumé : (Auteur) This paper introduces the Open Spatial Data Infrastructure (SDI) Assessment Framework as a new approach for assessing the openness of SDIs. Open SDIs are SDIs in which non-government actors such as businesses, citizens, researchers and non-profit organizations can contribute to the development and implementation of the SDI, use spatial data with as few restrictions as possible and benefit from using these geographic data. A pilot application of the new framework resulted in the Map of Open SDI in Europe, which aims to show the level of openness of national SDIs in Europe. The map could become a relevant and practical tool that shows the status of Open SDIs in Europe and supports decision makers and practitioners in making their own SDI more open. [Termes IGN] partage de données localiséesRésumé : (auteur) Since 2009, Open Government Data initiatives have been launched worldwide and the concept of open data is gaining momentum. Open data are often associated with realizing ambitions, such as a more transparent and efficient government, solving societal problems and increased economic value. There has been ample literature describing the (potential) benefits of open data. However, to switch to an open data policy may pose a challenge to the business model of National Mapping & Cadastral Agencies (NMCAs), especially if they are required to generate sufficient revenue to cover a substantial part of their operating costs. This research aims to assess the effects of open data policies on the business models of NMCAs and which adaptations have been made to cope with revenue losses due to open data supply. In March and April 2017, we surveyed European NMCAs to find out which strategies NMCAs employ to be able to (re)finance operational costs and to ensure long - term sustainability of (open) data. This report provides the initial outcomes of the survey and will provide an input for a workshop on Sustainable Open Data Business Models for NMCAs, to be held 18 - 19 September 2017 in Delft, The Netherlands. [Termes IGN] politique publiqueRésumé : (Auteur) Within societies, information availability is a key issue affecting society's well-being. For geographic information, a geographic information infrastructure (GII) facilitates availability and access to geographic information for all levels of government, the commercial sector, the non-profit sector, academia, and ordinary citizens. Although the importance of access policies in the development of a GII is commonly understood, research that has assessed the impact of access policies on this development is scant. This article adds this perspective. Based on information acquired from case-study and literature research, the author argues that open-access policies do not always promote GII development and in specific instances are counter-productive. These findings may explain why many nations still adhere to cost-recovery policies instead of following access policies recommended by research. The article provides alternatives for changing current policies into new access policies that promote GII development. In addition to the traditional call for papers for the joint GSDI-11/ INSPIRE/ Geonovum RGI conference 'Spatial Data Infrastructure Convergence: Building SDI Bridges to Address Global Challenges' contributions of full articles were solicited for publication in this peer reviewed volume. In several instances, the articles submitted addressed the theme of the conference. In others they stuck to the more traditional fields of SDI. The reviewing process resulted in twenty articles that together can be summarised as Spatial Data Infrastructure Convergence: Research, Emerging Trends, and Critical Assessment. [Termes IGN] INSPIRERésumé : (Auteur) [Introduction] Socio-economic aspects of geographic information (infrastructures) (GII) are increasingly considered in GIl development and especially in GII research. Where once the technological dimension of GII was the dimension assessed to be most relevant, it is now commonly understood that also the non-technical aspects should be addressed and understood in order to promote GII development. There may even a trend be recognized towards a non-technical focus of GII strategies.
The socio-economic side of GII is also attracting the attention of the research community. It is evident that we are only at the beginning of the development of this loose network of those researching socio-economic GII issues (see De Man's paper). For one socio-economic aspect, the GII assessment aspect, a true loose network linking those with assessment expertise now not only shares experiences, but is also cooperatively working on the assessment issue. For other socio-economic issues such a network is still in development. One way of extending the socio-economic network is to disseminate the pool of ideas and research outcomes to speak of a true community of practice as De Man has put it.
The proceedings of the workshop on Assessment and Socio-economic Aspects of Spatial Data Infrastructures contributes to this objective. This booklet presents the outcomes of this workshop. The workshop was initiated by the OTB Research Institute of Delft University of Technology to commemorate two years of research by one of its staff members, Garfield Giff.
A selected group of academics and professionals were invited to join the workshop and to share experiences in the socio-economic frameworks within which geographic information infrastructures are emerging whether within an individual nation or across multinational regions. The contributions reflect the variety of socio-economic aspects of GII.
