[Termes IGN] système d'information géographiqueRésumé : (Auteur) Municipalities in Saudi Arabia are working hard to make use of rapid advances in information technology (IT), especially geographic information systems (GIS), to improve their performance and increase their effectiveness. Most initiatives in IT applications, including GIS, are limited to individual departments rather than supporting comprehensive institutional operations. This has resulted in fragmented applications with isolated databases. It is obvious that the municipalities lack an overall framework to guide them through building reliable IT solutions that care for enterprise or corporate requirements. Because the Saudi municipalities share many commonalities, especially among their business functions and organizational structures, it is believed that a general framework is necessary to help them to develop their IT solutions in general and GIS applications in particular, because the majority of municipal decisions are spatially oriented. This article attempts to provide a framework for enterprise GIS for Saudi municipalities. It starts by reviewing the important issues associated with enterprise GIS to establish the basis for building a framework that is suitable for the Saudi context. The proposed GIS framework emphasizes the enterprise requirements for municipal institutions and considers GIS as a major IT requirement that can be supported by other related technologies. The suggested framework includes three main factors: business functions, tasks and data requirements. The integration of these factors provides the basis on which the municipalities can advance their aim of automating their functions. Discussion of these factors within Saudi context is presented with reference to the Municipality of Jeddah where data were based upon interviews with key municipal officials in 2004. The main finding of this research article is the identification of municipal functions and tasks that pave the way for determining applications required for the corporate IT solution. Furthermore, this article identifies data issues related to municipal data - sources, sharing and management - and calls for establishing a unified municipal data model. Finally, this article suggests that similarities among Saudi municipalities lead us to believe that IT applications can grow reasonably well by partnership among municipalities. [Termes IGN] quantité discrèteRésumé : (Auteur) This article reviews the formation of the 3-D Douglas-Peucker algorithm on the basis of analyzing the nature of the 2-D algorithm and further studies the application of the 3-D method to the automated global generalization of digital elevation model (DEM). Compared to the general 3-D Douglas-Peucker algorithm put forward by the authors in the previous publication, further improvements and expansion of the algorithm have been included in this article, namely, (1) for randomly distributed points, 'loneliness index' of the current point has been taken as the dynamic weight factor of the point-plane distance, so as to improve the selection of the feature points; (2) aiming at the mass volume of the regular square grids, which forms the majority of the DEM data; three measures have been suggested in this article for the improvement of the efficiency of the automated generalization. Experiments have proven that these measures can greatly heighten the efficiency of the DEM generalization with satisfactory results and have offered us the practical possibility of on-the-fly global generalization of DEM with a huge volume of data. However, few studies deal with a manifest consequence of positional error in map overlaying, namely sliver polygons. Sliver polygons are generally treated as awkward by-products that need to be removed quickly. Nevertheless, as they represent spurious areas, their nature and properties carry useful information, for example, for land use/cover assessment. Therefore, next to sliver removal, there is a need for intelligent detection and eventually further analysis of sliver polygons. This article proposes a general, semi-automated method for the assessment of slivers in vector polygon layers. A case study in Flanders (Belgium) illustrates a possible application in area estimation evaluation of land use allocation classes. [Termes IGN] technologies de l'information et de la communicationRésumé : (Auteur) Although viewed by business and commerce as successful solutions, geodemographic profiling of neighbourhoods has attracted wide-ranging criticism in the academic literature. This paper addresses some specific concerns that arise because the derivation of classifications is rarely transparent and open to scrutiny or challenge. The substantive focus of the research reported in this paper is a nationwide geodemographic classification of how people engage with new information and communication technologies (ICTs). In response to the critique of geodemographics as a 'black box' technology, we describe how the classification was opened up to public scrutiny and how we conducted a major consultation exercise into the reliability of its results. We assess the message of the 50,000+ searches and 3952 responses collected during the consultation exercise, in terms of possible systematic errors in the shape and detail of the classification. Unusually for Internet-based surveys, we also investigate the likely reliability of the response information received and identify ways in which the outcome of consultation might be used to improve the classification. We believe that this is the first-ever large-scale consultation survey of the validity and remit of a geodemographic classification and that it may have wider implications for the creation of geodemographic classifications. We deal with a variety of relations between entities in these categories, including the sub-universal relation among universals and the parthood relation among individuals, as well as cross-categorial relations such as instantiation and membership. We show that an adequate understanding of the formal properties of such relations - in particular their behavior with respect to time - is critical for geographic information processing. The axiomatic theory is developed using Isabelle, a computational system for implementing logical formalisms. All proofs are computer verified and the computational representation of the theory is available online. For example, it cannot only route from a start to a destination address, but the user can also specify a number of via destinations that are to be visited along the route. What is not commonly found in the software is the handling of so-called stopover areas. Here the user specifies a sequence of geographic areas and wants the route to lead into or through each of these areas (but he does not actually care where exactly). A modification of the well-known A* algorithm that considers convex stopover areas is presented. Algorithmic variants and implementation issues are discussed. Example results on a real-world data set are presented for the case of axis parallel rectangular stopover areas.
