There are two major planning concerns: firstly, to ensure that housing supply meets housing demand both quantitatively and qualitatively, and secondly, to reduce the negative environmental impacts that may result from residential development, especially an increase in the length and the number of trips by car and the fragmentation of natural and agricultural areas. In France, several planning documents exist that aim to control residential development. Regional planning policies are contained in the Schéma de Cohérence Territorial (Territorial coherence framework) or SCoT, and the PLH (Local Housing Plan). In addition, each local authority has its own local urban masterplan (in French, Plan Local d'Urbanisme -PLU). The PLU defines places where residential developments can occur and also specifies the design parameters of allowable buildings on the site, such as building height, orientation to existing context, and building location within the parcel. A problem arises while applying the recommendations and the zonings contained in each of these documents. The form and location of residential developments as defined in these planning documents will often contradict one another.In this paper, we present a spatial simulation platform to support the integration of regional and local planning policies that aim to control residential development. This simulation platform integrates two models: MUP-City and SimPLU. MUP-City simulates scenarios of residential development for an entire urban region given a set of planning rules. The first rule ensures that the pattern of cells worth urbanising is fractal. The other planning rules take account of the proximity of roads, accessibility of shops and services, accessibility to public transport, proximity of open spaces, and the presence of areas that cannot be built on. The identification of cells worth urbanising takes the form of a raster map of potential building cells, each characterised by the worth of urbanising them. How worthwhile it is for a cell to be urbanised ranges from zero to one. SimPLU simulates the potential building possibilities in a cluster of houses by generating 3D building configurations that respects the constraints of the PLU. Those potential buildings maximize functions, for example floor surface and are inserted into static parcels. Coupling MUP-City and SimPLU implies several methodologicalchallenges. We are focusing on how to select one regional spatial configuration of residential development among all configurations that can be simulated with MUP-City, with the intent of using this data as input for a simulation with SimPLU.We test theapplication of the simulation platform on the urban region of Besançon, known as Greater Besançon, in eastern France. This urban region includes a core city (117,000 inhabitants) and peri-urban residential areas with low population densities spread acrossfifty-eight small local authorities. The simulation platform was used in this context to explore the possible outcomes of spatial planning policies, set by both the Greater Besançon authority and each local municipality, on residential development over a twenty year period. [Termes IGN] urbanismeRésumé : (auteur) The Right to Build is defined by textual elements that determine what an owner can build on a parcel. Such regulations contain elements that can influence the development of territories. Expressed through legal texts, their effects on the territory are difficult to assess because of the documents’ complexity and of the diversity of urban configurations. In this paper, we present a generic and extendable model to represent such regulations. This model is based on (1) a representation of geographical concepts (attributes, features and relations) mentioned in regulations and (2) rules formalized with Object Constraints Language (OCL). We also propose an implementation that allows the handling of formalized rules in order to check if a building configuration proposal respects urban regulations. Many applications are possible in order to assist in the conception of such regulations, land acquisition strategy or territorial evolution studies, in this article, we notably describe a future application dedicated to assist building permit surveyors. En tant que chercheur en sciences de l’information géographique travaillant dans l’interdisciplinarité, je travaille en collaboration avec des spécialistes du transport, des géographes, des urbanistes, des historiens, des démographes, et des physiciens, afin de proposer de meilleurs outils, modèles et données pour l’étude multi-échelle des dynamiques urbaines. Je présente mes contributions dans un ordre correspondant à l’échelle spatiale, de la plus large à la plus fine : la très grande échelle pour les questions liées à la mobilité, la grande échelle pour celles liées à l’urbanisme et la petite échelle pour les questions liées à l’évolution du territoire dans le temps long. Pour chaque partie, je propose un cheminement commun : tout d’abord la question des sources d’information, des connaissances manipulées, leur représentation, leur stockage ; ensuite, la question de l’analyse de ces données, de leur enrichissement, de leur croisement ; enfin, l’interaction avec ces données, leur visualisation, leur interprétation, leur validation, leur correction par des utilisateurs. [Termes IGN] villeIndex. décimale : THESE Thèses et HDR Résumé : (Auteur) La population mondiale augmente rapidement, et avec elle, le nombre de citadins, ce qui rend d’autant plus importantes la planification et la gestion des villes. La gestion "intelligente" de ces villes et les nombreuses applications (gestion, tourisme virtuel, simulation de trafic, etc.) nécessitent plus de données réunies dans des modèles virtuels de villes. En milieu urbain, les rues et routes sont essentielles de par leur rôle d’interface entre les espaces publics et privés, et entre ces différents usages. Il est difficile de modéliser les rues (ou de les reconstruire virtuellement) car celles-ci sont très diverses (de par leur forme, fonction, morphologie), et contiennent des objets très divers (mobilier, marquages, panneaux). Ce travail de thèse propose une méthode (semi-) automatique pour reconstruire des rues en utilisant le paradigme de la modélisation procédurale inverse dont le principe est de générer un modèle procéduralement, puis de l’adapter à des observations de la réalité. Notre méthode génère un premier modèle approximatif - à partir de très peu d’informations (un réseau d’axes routiers + attributs associés) - assez largement disponible. Ce modèle est ensuite adapté à des observations de façon interactive (interaction en base compatible avec les logiciels SIG communs) et (semi-) automatique (optimisation). L’adaptation (semi-) automatique déforme le modèle de route de façon à ce qu’il corresponde à des observations (bords de trottoir, objets urbains) extraites d’images et de nuages de points. La génération (StreetGen) et l’édition interactive se font dans un serveur de base de données ; de même que la gestion des milliards de points Lidar (Point Cloud Server). New tools need to be proposed in order to systematically assess the impact of regulations on the building potential of the concerned areas. Furthermore, it is often not directly the morphology of new constructions that administrations and citizens would like to regulate but their properties with regard to other phenomena (solar energy potential, etc.). In order to tackle these issues, we propose in this article to explore building configurations and regulations using a stochastic building generator and a workflow engine. The workflow we propose for such an exploration will produce important amounts of data that we intend to release as OpenData in order for administrations, urban planners and citizens to be able to freely visualize and collectively choose the regulations that best suit their territory. Such amount of 3D geographical data also suggests new issues in geovisualization.
