[Termes IGN] stationRésumé : (Auteur) This paper describes the methodology used to calibrate a set of six total stations over a typical NGS Calibrated Baseline (CBL), together with the results obtained. The methodology was extended to allow for the correction of some additional systematic errors in the EDM. It is presented to allow others to examine the processes used, and possibly adopt them for their own use when calibrating EDM over an NGS CBL. The measurements indicated that the 0 m point on the CBL had moved from its calibrated location by approximately 0.007 m (7 mm). Examination of the ground mark indicated a significant gouge on the brass plaque, consistent with an impact from a snow-clearing blade. This suggests that while the concrete remained intact, the brass plaque was deformed by the impact, and the zero point moved 0.007 m, lengthening lines connecting to the 0 m mark. [Termes IGN] température au solRésumé : (Auteur) The climate of the United States Northern Great Plains region is highly variable. Modelling of agriculture in this region and similar locations depends on the availability and quality of satellite and ground data for agro-climate variables. We evaluated tropical rainfall measuring mission (TRMM) multi-satellite preparation analysis (TMPA) precipitation, atmospheric infrared sounder (AIRS) surface air temperature, and AIRS relative air humidity (RH). A significant bias was found within the temperature and RH products and no bias but an insufficient rain event detection skill in the precipitation product (probability of detection 0.3). A linear correction of the temperature product removed the bias as well as lowered the root mean square deviation (RMSD). The bias-corrections for RH led to increased RMSD or worse correlation. For precipitation, the correlation between the satellite product and ground data improved if cumulative precipitation or only precipitation during the growing season was used. [Termes IGN] système d'information géographiqueRésumé : (Auteur)Florida is threatened by sea level rise (SLR) because of its low elevation and populous coastlines. With only a 0.3 m future water level rise, most of Florida's natural beaches will disappear; with a 1.2 m rise, 2.4 million people will be displaced and 730,000 hectares of land lost. The only way to combat this threat is through coastal policy making. Currently, counties in Florida have no way to choose “good” policies due to the lack of needed information. Using high-resolution digital elevation models (DEM) derived from airborne light detection and ranging (LiDAR) measurements, parcel data, and beach transects from the Army Corps of Engineers, the effects of Sea Level Rise (SLR) on two study areas in Key West (Monroe County) and Pinellas County were analyzed in this study, under three policy scenarios: armoring prohibition, armoring, and relocation (rolling easements). To better address the SLR uncertainty, a range of SLR estimates from 0.15 m to 1.35 m, in 0.15 m increments, was used to simulate the three policy options. Each policy scenario was considered in view of selected primary criteria for each policy, obtained from literature and simulating them using ArcGIS. The results show that Key West would be rapidly inundated by rising waters, leaving little room for “relocation” but the mainland of Pinellas would be inundated much more slowly, allowing for progressive policy options to be implemented. [Termes IGN] surveillanceRésumé : (Auteur) Sensor networks are increasingly used for tracking, monitoring, and observing spatial dynamic phenomena in the real world (e.g. urban area). In order to ensure an efficient deployment of a sensor network, several optimization algorithms have been proposed in recent years. Most of these algorithms often rely on oversimplified sensor models. In addition, they do not consider information on the terrain topography, city models, and the presence of diverse obstacles in the sensing area (e.g. buildings, trees, poles). Only some of those optimization algorithms attempt to consider the terrain information in the optimization of a sensor network deployment. However, most of these algorithms consider that the spatial models used for this purpose are perfect representations of the reality and are not sensitive to the quality of the information. However, spatial models are simplified representations of a complex reality, and hence are inherently uncertain. In this paper we will investigate the impact of the spatial data quality on the optimization of a sensor network and its spatial coverage in an urban area. For this purpose, we will investigate specific implications of spatial data quality criteria for a 3D city model that will be used in sensor network optimization algorithms. Then, we will analyze the impact of some of those criteria on the estimation of sensor network coverage. Afterwards, a case study for sensor network deployment in an urban area will be presented. This case study will demonstrate the impact of 3D city models quality on the estimation of coverage using global and local optimization algorithms. Finally, the results obtained from this experimentation will be presented and discussed. [Termes IGN] surveillanceRésumé : (Auteur) The Gravity Recovery and Climate Experiment (GRACE) has demonstrated that low–low satellite-to-satellite tracking enables monitoring the time variations of the Earth’s gravity field on a global scale, in particular those caused by mass-transport within the hydrosphere. Due to the importance of long-term continued monitoring of the variations of the Earth’s gravitational field and the limited lifetime of GRACE, a follow-on mission is currently planned to be launched in 2017. In order to minimise risk and the time to launch, the follow-on mission will be basically a rebuild of GRACE with microwave ranging as the primary instrument for measuring changes of the intersatellite distance. Laser interferometry has been proposed as a method to achieve improved ranging precision for future GRACE-like missions and is therefore foreseen to be included as demonstrator experiment in the follow-on mission now under development. This paper presents the top-level architecture of an interferometric laser ranging system designed to demonstrate the technology which can also operate in parallel with the microwave ranging system of the GRACE follow-on mission.
