[Termes IGN] WebSIGRésumé : (Auteur) In the State Archive of Como, Northern Italy, about 15,000 historical maps belonging to different national cadastral productions are preserved. The Web C.A.R.T.E. project was started to enhance the accessibility of this valuable cartographic heritage using FOSS (Free and Open Source Software) technologies. The system, which implements specific web geoservices for cataloguing and visualization, should assist the State Archive of Como in the digital management of its cartographic resources and related information. After the high-resolution digitization step, maps undergo a georeferencing operation. A special statistical procedure for choosing the best mathematical model was developed, verifying also strengths and weaknesses of georeferencing with a common free and Open Source GIS. Next, metadata consistent with current Italian standards were added to the georeferenced maps using an ad hoc localized version of GeoNetwork Opensource (recently provided as the official Italian version of the software). A dedicated WebGIS system was built for publishing the georeferenced cadastral maps. This system is capable of navigating large raster data in a georeferenced framework and easily retrieving their metadata. The WebGIS system for the State Archive of Como is an important contribution for the preservation of the original historical paper maps and also a great modernization and simplification of the end user's access to this archive. [Termes IGN] WebSIGRésumé : (Auteur) By responding to potentially life-threatening emergencies such as foodborne illnesses and water contamination, U.S. public health agencies play a vital role in promoting human health and protecting the environment. Local, state, and federal partners must collaborate to strategically plan initiatives, allocate resources, and evaluate emergency response activities. These collaborative decision-making processes can be improved by using web-based mapping applications for visualization and analysis. We developed a web-based GIS framework which is applied to public health data for North Carolina's (NC) Department of Health and Human Services. The application visualizes all state-regulated food service facilities and supports query and analysis tools crucial for food recalls or radiation contamination tracking. Built with PostgreSQL/PostGIS, GeoServer, and a customized GeoExplorer map viewer, the framework delivers a web-based mapping tool that is flexible and Open Source. The flexibility of the framework is an important dimension of its scalability, allowing it to be customizable, modular, and portable so that it is easily configurable to support additional research and education initiatives. This approach reverses a trend toward application-specific web mapping development in Open Source GIS. To demonstrate flexibility, we configured an additional website for forest landowner management to be used by another state agency, the NC Forest Service. [Termes IGN] orthorectificationRésumé : (Auteur) It has been widely accepted that the rational polynomial coefficient (RPC) model can be used as an alternative to rigorous sensor models of high resolution optical satellites for photogrammetric processing. In the application of the RPC model to synthetic aperture radar (SAR) image processing, it has been confirmed that the range-Doppler model can be replaced by the RPC model. Until now, however, orthorectification with the RPC model in SAR image processing has not been considered. This paper investigates how to perform orthorectification in SAR image processing with the RPC model. Following a brief introduction about the RPC model for spaceborne SAR imagery, an optimisation model is established and a method of conducting simulations with the RPC model is proposed. Finally, a series of experiments are performed in order to verify the correctness of the theory using TerraSAR-X, COSMO-SkyMed, ERS-2 and Envisat ASAR images as test data. By comparing the actual accuracy and the theoretical accuracy of the orthorectified imagery, the theory and methodology proposed in this paper are confirmed. [Termes IGN] Setchouan (Chine)Résumé : (Auteur) To address the disadvantage of traditional methods providing only two-dimensional (2D) damage change of the collapsed buildings, this paper presents an approach for the detection of the buildings that have collapsed in an earthquake based on 3D geometric changes, particularly height change of the buildings, using pre- and post-seismic IKONOS stereo image pairs. One of the critical issues – the accuracy of the 3D ground point determination from high-resolution satellite imagery (HRSI) – is first addressed employing a bias-compensation model based on the rational function polynomial coefficient bundle adjustment. With the refined 3D ground coordinates, two ways of detecting the collapsed buildings are proposed: (1) detection of an individual collapsed building by comparing the height differences at the corner points of the building calculated from the pre- and post-seismic IKONOS stereo pairs and (2) determination of the region of collapsed buildings by calculating the difference between the pre- and post-seismic digital elevation models (DEMs) generated again from the pre- and post-seismic stereo images. At the same time, a pre-seismic DEM based on a topographical map is generated for detection comparison in the study. The experiment results for Dujiangyan using two IKONOS stereo pairs before and after the Wenchuan earthquake demonstrated the following. (1) Accuracy of better than 1.1 m in planimetry and 1.5 m in height can be achieved from the pre- and post-seismic IKONOS stereo image pairs using the affine bias compensation model. This accuracy guarantees the feasibility of detecting the 3D geometric changes of the earthquake-induced building collapses from pre- and post-seismic HRSI stereo images. (2) Using the refined 3D coordinates of the ground points computed from the pre- and post-seismic IKONOS stereo pairs, the status (i.e., totally collapsed, partially collapsed or not collapsed) and the number of collapsed storeys can be estimated for an individual building being assessed. (3) The region of collapsed buildings can be determined by differencing the pre- and post-seismic DEMs created from the pre- and post-seismic IKONOS stereo pairs. An overall accuracy of better than 90% is achieved for the detection of the collapsed buildings based on the difference DEM using the pixel- and object-based assessment methods.
