[Termes IGN] séismeRésumé : (Auteur) Dans le cadre de la Recette Thématique Utilisateur pour la valorisation des données Pléiades THR, des images ont été acquises lors de désastres naturels ou pour des exercices dédiés à la demande des grands services de l'Etat (Ministère de l'Environnement, Ministère des Finances). En sus, ces actions ont eu pour objectif de faciliter la prise de connaissance des technologies spatiales par ces utilisateurs institutionnels français dans un contexte de gestion de crise. Un objectif à long terme serait de doter ces utilisateurs de capacités nationales, hors du cadre proposé par la Charte Internationale "Espace et Catastrophes Majeures" et le service Emergency du programme Copernicus qui ne couvre pas l'ensemble des besoins des ministères français. En mars et mai 2013, c'est en concertation avec le CNES, le SERTIT, le SCHAPI, l'IGN et le CEREMA que des données Pléiades ont été programmées et traitées en mode rapide lors de la crue de l'Agly et des inondations provoquées par l'Yonne et la Marne. En juin, deux nouvelles actions de cartographie réactive ont été menées par le CNES et le SERTIT : la première avec le Service de Prévision des Crues Rhin-Sarre (DREAL Alsace) lors de la crue de la Sarre, la seconde pour le compte de la Caisse Centrale de Réassurance lors de la crue du Gave de Pau. Enfin, en février, l'exercice "SEISME 13" a été réalisé à la demande du centre de crise du Ministère de l'Environnement (SG/SDSIE/CMVOA). En termes de besoins utilisateurs, les objectifs concernaient la détection des surfaces en eau, des ruptures de digue, des constructions affectées. Dans le cas des crues rapides de l'Agly et du Gave de Pau, l'analyse des données Pléiades a également porté sur la reconnaissance et l'extraction de l'empreinte des inondations. Dans la démonstration "SEISME 13", des produits cartographiques ont été élaborés en réponse aux besoins particuliers exprimés par les Ministères de l'Environnement, des Transports et de la Santé (dégâts aux infrastructures de transport, de production, bâtiments publics). [Termes IGN] segmentation d'imageRésumé : (Auteur) This paper introduces a novel spectral-spatial classification method for hyperspectral images based on extended random walkers (ERWs), which consists of two main steps. First, a widely used pixelwise classifier, i.e., the support vector machine (SVM), is adopted to obtain classification probability maps for a hyperspectral image, which reflect the probabilities that each hyperspectral pixel belongs to different classes. Then, the obtained pixelwise probability maps are optimized with the ERW algorithm that encodes the spatial information of the hyperspectral image in a weighted graph. Specifically, the class of a test pixel is determined based on three factors, i.e., the pixelwise statistics information learned by a SVM classifier, the spatial correlation among adjacent pixels modeled by the weights of graph edges, and the connectedness between the training and test samples modeled by random walkers. Since the three factors are all well considered in the ERW-based global optimization framework, the proposed method shows very good classification performances for three widely used real hyperspectral data sets even when the number of training samples is relatively small. [Termes IGN] positionnement cinématiqueRésumé : (auteur) The GOCE satellite was orbiting the Earth in a Sun-synchronous orbit at a very low altitude for more than 4 years. This low orbit and the availability of high-quality data make it worthwhile to assess the contribution of GOCE GPS data to the recovery of both the static and time-variable gravity fields. We use the kinematic positions of the official GOCE precise science orbit (PSO) product to perform gravity field determination using the Celestial Mechanics Approach. The generated gravity field solutions reveal severe systematic errors centered along the geomagnetic equator. Their size is significantly coupled with the ionospheric density and thus generally increasing over the mission period. The systematic errors may be traced back to the kinematic positions of the PSO product and eventually to the ionosphere-free GPS carrier phase observations used for orbit determination. As they cannot be explained by the current higher order ionospheric correction model recommended by the IERS Conventions 2010, an empirical approach is presented by discarding GPS data affected by large ionospheric changes. Such a measure yields a strong reduction of the systematic errors along the geomagnetic equator in the gravity field recovery, and only marginally reduces the set of useable kinematic positions by at maximum 6 % for severe ionosphere conditions. Eventually it is shown that GOCE gravity field solutions based on kinematic positions have a limited sensitivity to the largest annual signal related to land hydrology. [Termes IGN] risque naturelRésumé : (Auteur) La Nouvelle-Calédonie est un archipel situé dans le Sud-Ouest de l'Océan Pacifique. Il concentre les principales particularités des pays insulaires du Pacifique : îles entourées par un lagon fermé par des récifs coralliens et couvertes par une végétation typique ; exposées aux risques littoraux majeurs (ouragan, tsunami, changement climatique et élévation du niveau marin) (Mimoura, 1999). Les données de télédétection à partir de satellites d'observation de la Terre constituent l'une des principales sources d'information sur l'environnement. Au cours des 40 dernières années, la qualité, la précision, la couverture et la répétitivité des données de télédétection ont été constamment améliorées. La constellation Pléiade offre depuis 2012 la possibilité de recueillir des données multispectrales tri-stéréoscopiques à 70 cm de résolution dont le potentiel pour fournir des informations utiles aux décideurs en Nouvelle-Calédonie a été évalué sur le suivi des mangroves, la cartographie de l'érosion des sols et la vulnérabilité des aléas cycloniques et tsunamis. Le défi majeur est donc de fournir aux décideurs la bonne information au bon moment et d'une manière conviviale à partir de ce type de données. Le Geospatial Cloud Computing de Qëhnelö™ permet le développement de plateformes Web capables de se connecter à des bases de données distribuées, exploiter les données, exécuter des processus distants d'analyse et de modélisation. Il permet ainsi la combinaison de données de télédétection avec des données distribuées dans des outils d'analyse spatiale pour suivre l'environnement soumis aux contraintes sociales et industrielles pour une prise de décision efficace par des non-spécialistes.
