[Termes IGN] stratégieRésumé : (Auteur) Spatial geodatabases are basic condition for many modern traffic management and telematic services. By realising the digital road map and using modern positioning techniques the complex task of target guidance finally took up speed and meets the required maturity for market introduction. These geodatabases are not only indispensable for those services but their realisation and ongoing maintenance work is highly expensive. Data aging by less maintenance, data errors and incomplete databases will cause an increasing loss of acceptance. This errors can also cause additional work and the rising of the resulting costs. Therefore it must be the own interest of an enterprise to get an precise forecast of investment and the resulting costs. Such a forecast plays an important roll to set up a new business model. Regarding aspects of quality a prediction model for the build-up costs of geodatabases is presented in this work. By regarding the intermodal routing planner which had been realised within the official German research project MOBILIST the working tasks and their schedule are shown as well as the resulting costs to built up that intermodal database. With this database the interconnection of the street and railway network had been improved in order to ensure future individual mobility with respect to the increasing flood of traffic. It is shown that the total costs of realisation depends on the tasks of quality management. Costs of quality management can be higher than the total costs of realisation. This motivates the research about the influence of building-up strategies of geodatabases on quality management costs. By integrating the quality aspects in the prediction model it will be able to forecast not only the build-up costs but also identify the cheapest way of error detection and correction. This leads to the possibility to say which build-up strategy with respect to quality requirements is cheaper and better. It is proven by model calculations that it can be reasonable to reject own geodatabases and follow the new build-up strategy to buy a new geodataset and improve it by yourself. Furthermore the threshold value of quality requirements for the decision which way of quality inspection (full inspection or inspection by random sample) is given. With this prediction model of the total costs regarding quality requirements a method was developed to decide which strategy of building up a geodatabase will be useful. It is shown how to transfer this method into other fields of applications on geodatabases.
