[Termes descripteurs IGN] métadonnées géographiquesRésumé : (Auteur) One of the biggest problems for implementation of a Spatial Data Infrastructure is the creation of metadata because it requires a high knowledge of sciences related to cartography and a good infrastructure of tools that allow to get information from the original Geographical Information (GI) and which carry out transformations or conversions of coordinates, transcription of multiple information, etc. This fact has motivated a detailed study of file formats of geographical information. The objective was to identify the information which can be acquired from its own files and to study how they are related with the metadata standard of GI. The study has shown different techniques used by entreprises to store meta information in form of headers, directories and labels. Homogeneous groups of information which can be retrieved form the different categories of formats have been identified. This study has provided a high range of conclusions and perspectives which should be guidelines for future work. A standard Catalog Service is thus enabled to resolve queries of the type "concept@location in time" through the automatic evaluation of metadata formalizing the conceptual, spatial and temporal semantics of geodata. A prototype of the sytem is implemented within the framework of the Interreg IIIB funded GeoShare project. Some are more technological in nature, and others have to do with organizational, financial and juridical issues. In this paper, we will focus on an issue that is identified in the INSPIRE report of september 2003 as having a high priority : harmonization. We will look at two aspects : data model integration and data access policy. As far as data integration is concerned, we proposed a 'light' approach : for the shared use of geoinformation in a SDI strict harmonization of data models is not always necessary. In the field of data access policy, two EU directives came into effect, one on the re-use of public sector information, and one on data protection. Both make a first step towards harmonization of data access pollicy, but further steps will be necessary. Mostly, offered products are data and some technical services, which do not match the demand of business customers. They require complex GI-solutions, which integrate human services, e.g. consulting, software adaptation, and training. We suggest electronic GI marketplaces for enabling GI service chains integrating technical human servies. The implentation of technical services in an internet business platform requires an ontology-based semantic description language. The most advanced language is OWL-S (formely DAML-S). The implementation of human services in internet based-service chains also requires semantics. This paper will demonstrate by a typical business scenario, that 1- OWL-S fulfills the requirements of a semantic enabling web description for human services and 2- integration of human and technical GI services in an internet-based service chain can be implemented by the common language OWL-S and thus enhancing GI business by connecting customers and providers. [Termes descripteurs IGN] Pays-BasRésumé : (Auteur) This paper describes current developments in the Netherlands to come to National standards for the use and exchange of Spatial Information. Current increased use of internet techniques and electronic information exchange created the need for standardised methods in communication. The basic concepts date back to 1995 when the Dutch National Standard NEN3610, the "real estate information model" was accepted by the Dutch National Normalisation Organisation. The model was accompanied by a standard exchange format NEN1878 still based on the classical concepts of "punch card" formatted files. The last few years, several developments took place which led a call for updating these standards. Most important were the activities to encourage Dutch municipalities to make spatial plans digital exchangeable according the Information Model for Spatial Planning (IMRO), closely related to NEN3610. Secondly the efforts of the ministry of Agriculture to set up an information model for the so-called "Green Space"(everything except urban areas).
