Currently, integration of laser data and images provides the most complete information for various surveying and 3D modelling tasks. However, this integration requires that both data sets are accurately oriented to the same coordinate system. In 2008, the EuroSDR launched the project "Registration Quality - Towards Integration of Laser Scanning and Photogrammetry" in order to collect knowledge about current registration methods and their performance. The project attracted the involvement of numerous research institutes and companies. Therefore, this test gives a quite extensive set of examples and comparisons of the most important registration strategies today. The empirical results indicated that the relative orientation of airborne laser scanning data and aerial images is a feasible method in order to get data sets within the common coordinate frame. The experiment revealed that, currently, the level of automation was not the most significant factor affecting the quality of registration. More important factors included the type of tie features and the implementation of the methods. The processing time was shortest with most automatic methods, whereas the amount of manual work tended to increase the processing times. It should be noted that many of the methods were still at the developmental stage. It is expected that the performance and processing speed, in most cases, can be enhanced in the future. The test data represented an urban area and many of the methods relied upon certain objects, such as buildings. Therefore, the performance of applied methods in non-built environments should be investigated separately. ;
(Auteur)2 : This report is the final report of the EuroSDR project "Atlas of INSPIRE Implementation Methods". In two two-day workshops and one pre-workshop of the INSPIRE Conference in Krakow, June, 2010 we investigated strategies to implement INSPIRE in several members states. We focused specifically on the relations between the implemented strategy and how successful the INSPIRE implementation is perceived in a specific country. A questionnaire was carried out as well. [Termes IGN] système complexeRésumé : (Auteur) Many researchers throughout the world have been struggling to better understand and describe spatial data infrastructures (SDIs). Our knowledge of the real forces and mechanisms behind SDIs is still very limited. The reason for this difficulty might lie in the complex, dynamic and multifaceted nature of SDIs. To evaluate the functioning and effects of SDIs we must have a proper theory and understanding of their nature. This article describes a new approach to understanding SDIs by looking at them through the lens of complex adaptive systems (CASs). CASs are frequently described by the following features and behaviours: complexity, components, self-organization, openness, unpredictability, nonlinearity and adaptability, scale-independence, existence of feedback loop mechanism and sensitivity to initial conditions. In this article both CAS and SDI features are presented, examined and compared using three National SDI case studies from the Netherlands, Australia and Poland. These three National SDIs were carefully analysed to identify CAS features and behaviours. In addition, an Internet survey of SDI experts was carried out to gauge the degree to which they consider SDIs and CASs to be similar. This explorative study provides evidence that to a certain extent SDIs can be viewed as CASs because they have many features in common and behave in a similar way. Studying SDIs as CASs has significant implications for our understanding of SDIs. It will help us to identify and better understand the key factors and conditions for SDI functioning. Assuming that SDIs behave much like CASs, this also has implications for their assessment: assessment techniques typical for linear and predictable systems may not be valid for complex and adaptive systems. This implies that future studies on the development of an SDI assessment framework must consider the complex and adaptive nature of SDIs. When evaluations do occur, they usually cover only one aspect of a certain initiative or infrastructure, without taking into account all the other impacts it might have. Moreover, similar methods, such as the Cost-Benefit Analysis, are used in most situations. However, these techniques are only suited for very specific objectives as they require exclusively monetary information and they do not include the objectives or perceptions of the many relevant stakeholders of the SDI environment. This is why a new methodology for assessing SDI strategies is presented in this paper, namely the Multi-Actor Multi-Criteria Analysis (MAMCA). This technique is an extension of the original Multi-Criteria Analysis (MCA) and allows for structured and extensive stakeholder participation during the entire evaluation procedure. The methodology provides a new assessment framework that takes into account all the different criteria and actors of the complex SDI decision making context. In order to illustrate the opportunities and strengths of the MAMCA in the SDI context, a case study will be presented, where possible policy strategies for the SDI in Flanders will be assessed. In this paper, which forms the first section of a two-parted article, the methodology of the MAMCA method and its possible merits for the assessment of an SDI are illustrated, together with the first three steps of the case study. The second paper, which will be published at a later date, will document the four following MAMCA steps of the case study as well as its global results and possible future recommendations. One of the (main) elements of these infrastructures is the national spatial data clearinghouse, which facilitates access to required spatial data and provides complementary services. With this in mind, in April 2000, 2001, 2002 and December 2000, 2001, 2002, a web survey was carried out to assess systematically the developments of these national clearinghouses worldwide. Regarding the development in the number of implementations, it can be considered a worldwide success. However, of concern are the declining trends in use, management and content. One of the main reasons for these negative trends could be the dissatisfaction of the spatial data community with the functional capability of current clearinghouses. The functional capabilities of clearinghouses should likely be changed from a data-oriented to a user and application-oriented focus. This is in accord with the objectives of the second generation of spatial data infrastructures. The main factors, therefore, that will have positive impacts on developments in this field are the inclusion of web services, stability of funding and creation of user-friendly interfaces.
