[Vedettes matières IGN] Traitement de données GNSSRésumé : (auteur) GNSS observations stochastic model influences all subsequent stages of data processing, from the possibility to reach the optimal parameters estimation, to the reliability and quality control of the solution. Nowadays, an uncontrolled use of GNSS stochastic models is common for both data processing and simulation missions, especially in commercial GNSS software packages. As a result, the variance–covariance matrices that are derived in the processing are inadequate and cause incorrect interpretations of the results. A proper method to evaluate the reliability of the stochastic model is needed to reflect the confidence level in statistic testing and simulation mission efforts. In this contribution, a novel method for evaluating the statistical nature of GNSS stochastic model is presented. The method relies on the deterministic nature of the integer ambiguity variable to examine and express the expected multinormal distribution of the double-difference adjustment results. The suggested method was used with a controlled experiment and 24 h of observations data to investigate how the statistical nature of the stochastic model is affected by different baseline lengths. The results indicate that as the baseline length increases, the stochastic model is less predictable and exposed to irregularities in the observation’s precision. Additionally, the reliability of the integer ambiguity resolution success rate (SR) was tested as part of the stochastic model evaluation. The results show a dramatic degradation in the SR prediction level when using an inadequate stochastic model, which suggests using extra caution when handling this parameter unless high-confidence reliable stochastic model is available. The Survey of Israel (SOI) will not continue with nationwide precise leveling. Instead, data from permanent Global Navigation Satellite Systems (GNSS) stations are used to develop and maintain Israel's ellipsoidal vertical control system. Currently, the objective is to provide a framework on which topographers and engineers can base and adjust their heights, and this is achieved more easily by GNSS measurements. Despite this, many users of height data prefer the orthometric system, even though its control is localized. A geoid undulation model is one of the foundations of the geodetic infrastructure. It is used to connect ellipsoidal and orthometric heights. Intensive utilization of GNSS for geodetic, surveying and engineering applications necessitates the development of an undulation model. Efforts to develop such a model with an accuracy level of 1 centimeter over an entire country demand multiple resources. This paper suggests a method for developing a national, orthometric control system with a reasonable accuracy, using GNSS measurements, ellipsoidal vertical control, and an official geoid undulation model. Research was conducted in Israel in order to test the feasibility of using an official geoid undulation model. Two kinds of official models were tested: the worldwide geopotential model (GPM98B) and a local, countrywide model computed by the Survey of Israel. We compared orthometric height differences obtained by GPS measurements with the known orthometric differences. This paper presents the results of those experiments. The technique proposed in this paper was found to define seamless orthometric vertical control adequate for most geodetic and surveying purposes, at low cost and fast. Of special interest in the paper is the comparison between the proposed idea and the National Geodetic Survey (NGS) attitude toward GPS-derived orthometric heights. The advantage of using the official geoid undulation model for the acquisition of orthometric heights is demonstrated. À mesure que cette pénurie augmente, elle fait monter le coût des terres et présente un défi pour la gestion foncière dans les pays partout dans le monde, particulièrement les petits pays. Les prix en hausse des terres causent une demande pour une localisation plus homogène et plus exacte et un rétablissement des limites des parcelles. Les systèmes cadastraux actuels sont incapables de répondre à ce besoin. Le mouvement vers un système cadastral numérique légal (CNL), dans lequel les coordonnées des points des limites servent d'enregistrement légal, est une solution possible. L'intégration des mesures du GPS qui sont basées sur les stations GPS permanentes est une solution plausible si l'on vise les niveaux d'homogénéité et d'exactitude requis. Toutefois, l'utilisation des stations GPS permanentes, qui sont basées sur un système de coordonnées dynamiques, pourrait causer des changements aux coordonnées des points des limites avec le temps. De plus, les mouvements tectoniques et les déformations de la croûte terrestre causent des changements aux points des limites et à leurs coordonnées. Le changement attendu dans les coordonnées des points des limites nécessite ainsi une transition vers un système cadastral dynamique. Cet article présente une simulation du rétablissement de points des limites et porte sur la nécessité d'un système cadastral dynamique. La nécessité d'établir un tel système et les difficultés possibles sont discutées, et une structure possible pour un futur système CNL est présentée. The authors suggest a new approach to orthometric height control in which the best available geoid model is used as official, statutory model from which to deduce countrywide orthometric heights, while ellipsoidal heights are measured with GNSS. Developing countries may benefit.
